JANUARY 2023 GENERAL FUND REVENUE AND EXPENDITURE REPORT;\nHOUSING AUTHORITY REVENUE AND EXPENDITURE REPORT; AND STATUS OF\nCAPITAL IMPROVEMENT PROGRAM\nThe Revenue and Expenditure Report for the month ended January 31, 2023, has been\nprovided to the City Manager in accordance with Stanton Municipal Code Section\n2.20.080 (D) and is being provided to City Council. This report includes information for\nboth the City’s General Fund and the Housing Authority Fund. In addition, staff has\nprovided a status of the City’s Capital Improvement Projects (CIP) as of January 31,\n2023.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. Receive and file the General Fund and Housing Authority Fund’s January 2023\nRevenue and Expenditure Report and Status of Capital Improvement Projects for\nthe month ended January 31, 2023.

6G. ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR FISCAL YEAR 2021-22\nAND RELATED AUDIT REPORTS\nEach year the City issues an Annual Comprehensive Financial Report (ACFR), which\nsummarizes the financial activity of a local government for a given fiscal year in\naccordance with financial statement presentation requirements prescribed by\ngovernment accounting standards (Attachment A). The ACFR is accompanied by an\nopinion from the City’s audit firm. The audit firm’s opinion on the City’s 2021-22 ACFR is\na clean opinion, with no exceptions, modifications, or qualifications. (The audit firm also\nissued a separate report for the Housing Authority’s 2021-22 audited financial\nstatements. The report included in Attachment B also includes a clean opinion with no\nexceptions, modifications, or qualifications from the audit firm.) In addition, the City’s\nauditors issue other reports in relation to the City’s audit. These reports are provided in\nAttachments C through E. (Attachment D, page 2 includes one recommendation that the\nCity corrected during the Fiscal Year 2021-22 audit.).\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. 6H. AWARD OF CONSTRUCTION CONTRACT FOR THE STANTON CITY HALL FIRE\nALARM UPGRADE PROJECT\nThe existing fire alarm system at Stanton City Hall is due for an upgrade as the system\nis no longer compliant with the current Fire Code and long past its life expectancy. City\nstaff is recommending award of contract to Climatec, LLC to provide design and\nconstruction services to upgrade City Hall’s Fire Alarm System.\nRECOMMENDED ACTION:\n1. City Council find that the project is categorically exempt under the California\nEnvironmental Quality Act (“CEQA”), Class 1, Section 15301(a) as alteration of\nexisting public facilities; and\n2. Waive the competitive bidding requirements in the City’s purchasing policy for this\nprocurement; and\n3. Award a construction contract to Climatec, LLC to provide professional engineering\nand construction services to upgrade the fire alarm system for the amount of\n$182,376; and\n4. Authorize the City Manager to bind the City of Stanton and Climatec, LLC in a\ncontract for the project; and\n5. Authorize the City Manager to approve contract change orders, not to exceed\n$17,500.\nEND OF CONSENT CALENDAR

HOLD THE SECOND READING OF AN ORDINANCE TO AMEND THE CALIFORNIA\nPUBLIC EMPLOYEES’ RETIREMENT SYSTEM CONTRACT WITH THE CITY OF\nSTANTON - APPROVAL OF ORDINANCE NO. 1129\nThis Ordinance was introduced at the regular City Council meeting of February 14,\n2023. The City Council will hold the second reading of Ordinance No. 1129 to amend\nthe California Public Employees’ Retirement System Contract with the City of Stanton to\nremove the exclusion language for persons compensated on an hourly basis and to\nprovide for the exclusions of the Intern, Park Ranger, Recreation Leader, and Senior\nRecreation Leader positions.\nRECOMMENDED ACTION:\n1. City Clerk read the title of Ordinance No. 1129, entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON\nAUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE\nCITY COUNCIL OF THE CITY OF STANTON AND THE BOARD OF\nADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES’\nRETIREMENT SYSTEM TO REMOVE THE CONTRACT PROVISION\nEXCLUDING FROM CALPERS MEMBERSHIP “PERSONS\nCOMPENSATED ON AN HOURLY BASIS” PROSPECTIVELY,\nPURSUANT TO GOVERNMENT CODE SECTIONS 20305 AND 20503”;\nand\n2. City Council adopt Ordinance No. 1129.

9B. PROPOSED RESOLUTION TERMINATING THE LOCAL EMERGENCY DECLARED\nBY THE CITY AS A RESULT OF THE COVID-19 PANDEMIC AND RESCINDING\nCOVID-19 RELATED EMERGENCY MEASURES ADOPTED BY THE CITY\nPursuant to state law and the City of Stanton’s (“City”) Municipal Code, the City\nproclaimed a local emergency in response to the COVID-19 pandemic. The City\nCouncil will consider adopting a resolution terminating its COVID-19 local emergency\nand clarify existing emergency measures issued by the City in response to the COVID-\n19 pandemic that shall automatically expire following the termination of the local\nemergency.\nRECOMMENDED ACTION:\n1. City Council in accordance with the requirements of California Environmental Quality\nAct (“CEQA”), declare that the project is exempt pursuant to Sections 15378 and\nSection 15061(b)(3) of the State CEQA Guidelines (Title 14 of the California Code of\nRegulations); and\n2. Declare an end to the City’s COVID-19 local emergency by adopting Resolution No.\n2023-05, titled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, TERMINATING THE CITY’S LOCAL EMERGENCY\nDECLARED BY THE CITY AS A RESULT OF THE COVID-19\nPANDEMIC AND RESCINDING COVID-19 RELATED EMERGENCY\nMEASURES ADOPTED BY THE CITY”.
