AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA\nADDING CHAPTER 1.15 TO THE STANTON MUNICIPAL CODE REGARDING THE\nCODIFICATION OF OFFICIAL TREE, FLOWER, AND FLAG OF THE CITY OF\nSTANTON\nThe City Council is being asked to introduce and conduct the first reading of an ordinance\nadding Chapter 1.15 (“City Official Symbols”) to the Stanton Municipal Code to formally\ncodify the City’s official tree, flower, and flag. While these symbols have been historically\nrecognized by prior City Council actions dating back to 1959 and 1989, they have not\npreviously been incorporated into the Municipal Code. Codifying these symbols will\npreserve the City’s history, reinforce civic identity, and support ongoing beautification and\ncommunity pride efforts.\nRECOMMENDED ACTION:\n1. City Council introduce by title only and waive further reading of Ordinance No. 1172\nentitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA ADDING CHAPTER 1.15 TO THE STANTON MUNICIPAL\nCODE CODIFYING THE OFFICIAL TREE, FLOWER, AND FLAG OF THE\nCITY OF STANTON AND FINDING THE ORDINANCE TO BE EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT”; and\n2. Find that this Ordinance is exempt from the requirements of the California\nEnvironmental Quality Act (“CEQA”) pursuant to Cal. Code Regs. §§ 15378(a) and\n15061(b)(3); and\n3. Set said ordinance for adoption at the May 12, 2026, regularly scheduled City Council\nmeeting.

ADOPT A RESOLUTION TO UPDATE THE MASTER FEE SCHEDULE FOR CITY\nPROGRAMS AND SERVICES BY THE ANNUAL CONSUMER PRICE INDEX (CPI)\nEFFECTIVE JULY 1, 2026\nOn January 14, 2025, the City Council approved Resolution No. 2025-04 which contained\nthe current Master Fee Schedule which had been updated based on the findings of a\ncomprehensive fee study. The Resolution included a provision to update the Master Fee\nSchedule annually, each July 1, beginning on July 1, 2025, to implement annual\nConsumer Price Index (CPI) based adjustments to all fees to ensure fees keep up with\nincreasing costs. Resolution No. 2026-11 authorizes a 3.0% CPI increase effective July\n1, 2026.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Adopt Resolution No. 2026-11, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING INFLATION ADJSUTMENTS TO THE CITY\nOF STANTON MASTER FEE SCHEDULE FOR CITY PROGRAMS AND\nSERVICES.”

9G.\nFISCAL YEAR (FY) 2026/27 ANNUAL INVESTMENT POLICY REVIEW\nThe City’s Investment Policy provides guidelines for the prudent investment of the City’s\navailable resources and outlines policies for maximizing the efficiency of the City’s cash\nmanagement process. The ultimate goal of the Investment Policy is to enhance the\neconomic status of the City while protecting its pooled cash. In accordance with California\nGovernment Code Section 53646(a), an annual rendering of the City’s Investment Policy\nshall be presented to the City Council for consideration. Staff does not propose changes\nto the Investment Policy at this time. In addition, the City Council, as Successor Agency,\nwill consider adoption of a companion policy addressing Successor Agency funds.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. 9H.\n2025 HOUSING ELEMENT ANNUAL PROGRESS REPORT\nThe 2025 Housing Element Annual Progress Report (APR) was prepared in compliance\nwith Government Code Section 65400 et. Seq., which requires submittal to the California\nDepartment of Housing and Community Development (HCD). The report is intended to\nmonitor the City’s progress in meeting its share of regional housing needs. The Planning\nCommission reviewed the APR and recommended that the City Council accept the report.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Guideline Section No. 15306 (Class 6, Information Collection),\nprojects which solely encompass information collecting and reporting, such as the\nannual report; and\n2. Receive and file the 2025 Housing Element Annual Progress Report; and\n3. Direct the Director of Community & Economic Development to submit the report to\nHCD on behalf of the City.

9I.\nAPPROVAL OF AMENDED AND RESTATED NATIONAL POLLUTANT DISCHARGE\nELIMINATION SYSTEM (NPDES) STORMWATER PERMIT IMPLEMENTATION\nAGREEMENT\nThe original National Pollutant Discharge Elimination System (NPDES) Stormwater\nPermit Implementation Agreement (D90-094), which was executed in 1990 and amended\nin 1993 and 2002 (D02-048), established a cooperative framework for implementing the\nOrange County Stormwater Program. While the current Agreement has achieved many\nsignificant water quality improvements to local beaches and inland waters, state\nregulatory requirements issued through the MS4 permits have changed significantly since\nthe Agreement was last updated. The proposed Agreement restates and updates the\noriginal Agreement to reflect current regulatory requirements, administrative practices,\nand programmatic needs. Staff recommends approval of the amended and restated\nNPDES Stormwater Permit Implementation Agreement.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. Approve the Amended and Restated National Pollutant Discharge Elimination System\n(NPDES) Stormwater Permit Implementation Agreement (“Agreement”) between the\nCounty of Orange, Orange County Flood Control District (District), and participating\nOrange County cities (collectively called Permittees); and\n3. Authorize the City Manager to execute the Agreement and any related documents\nnecessary to implement the terms of the Agreement.

9J.\nACCEPTANCE OF HVAC SYSTEM REPLACEMENT PHASE 1 PROJECT (TASK\nCODE NO. 2026-603) BY THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA\nThe City’s HVAC System Replacement Phase 1 Project, which consisted of the\nreplacement of 8 HVAC units, separately purchased by the City, including an updated\ncomputerized controller system, is now complete. The final construction cost for the\nproject totaled $974,136.23. The City Engineer, in his best judgment, certifies that the\nwork was satisfactorily completed as of March 24, 2026. It is recommended that the City\nCouncil accept the completed work performed on this project.\nRECOMMENDED ACTION:\n1. City Council declare that this project is categorically exempt under the California\nEnvironmental Quality Act (“CEQA”), Class 2, Section 15302 as replacement of\nexisting structures and facilities; and\n2. Accept the completion of the HVAC System Replacement Phase 1 Project, as certified\nby the City Engineer, and affix the date of completion of March 24, 2026 as the date\nof completion of all work associated with this project; and\n3. Approve the final cost of construction for the contract amount of $974,136.23 with AC\nPros, Inc.; and\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion (Attachment) with the County Clerk-Recorder of the County of Orange;\nand\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to AC\nPros, Inc. in the amount of $48,706.81; and\n6. Increase revenues in the Grants Fund (Account No. 227-0000-432300) by $74,200 as\nadditional funding for the HVAC System Replacement Phase 1 Project (Task Code\nNo. 2026-603) per CDBG Contract No. 012-25011143 and the corresponding\naccounts to transfer funds to the Capital Improvement Fund (305) where the project\nexpenditures are accounted for and reduce the original funding transfers from the\nPublic Benefit Fee Fund (104) in the same amount.\nEND OF CONSENT CALENDAR
