3) CONSIDERATION OF EXPENSE REIMBURSEMENT FOR FRIENDSHIP CITY TRIP TO\nTAIWAN\nIt is recommended that the City Council:\n1. Authorize Mayor Pro Tem Wu and Council Member Diaz to receive reimbursement for\ncosts associated with a trip to Taiwan from February 21, 2024 through March 3, 2024.\n2. Authorize the Acting City Manager to receive reimbursement for costs associated with the\ntrip to Taiwan.\n3. Form an ad hoc committee comprised of Mayor Pro Tem Wu and Council Member Diaz for\ndiscussions and meetings relating to establishing a friendship city relationship with the\nCities of Kaohsiung, Pingtung, Keelung and Taipei and to provide recommendations to the\nCity Council regarding the potential friendship city relationships.\n4. Authorize Mayor Pro Tem Wu to sign letters of interest regarding seeking friendship city\nrelationships with the Cities of Kaohsiung, Pingtung, Keelung and Taipei.\nFINANCE DEPARTMENT

4) CONSIDERATION OF ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND\nOTHER RELATED REPORTS FOR THE YEAR ENDED JUNE 30, 2023\nIt is recommended that the City Council receive and file the following letters and financial reports\nfor the year ended June 30, 2023:\nAnnual Comprehensive Financial Report;\nGovernment Auditing Standards Letter;\nAudit Communication Letter; and\nCommunity Financial Report.

5) CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT WITH HINDERLITER,\nDE LLAMAS & ASSOCIATES (HDL) FOR BUSINESS LICENSE OPERATIONS\nMANAGEMENT & COMPLIANCE\nStaff recommends that the City Council approve the following:\nStaff recommends that the City Council approve the following:\n1. In accordance with Section 2-335(10) of Division 2 of Article VII of Chapter 2 of the West\nCovina Municipal Code, find that compliance with the City's bidding requirements and\nprocedures is not in the best interest of the City in connection with the procurement of\nadministration of the business license program due to the probability of the incumbent\nprovider being awarded based on its satisfactory experience with the City and that any\ntransition would only halt or hinder incoming revenue.\n2. Ratify execution by the Acting City Manager of Amendment Number Two to the\ncurrent agreement with HdL Software, LLC to extend the term for approximately one month\nto ensure continuity of collection services.\n3. Authorize the Acting City Manager to negotiate and execute an agreement with Hinderliter,\nde Llamas & Associates for a term of five (5) years, in substantially the form as attached\nand in such final form as approved by the City Attorney.

6) CONSIDERATION OF THE SECOND QUARTER FINANCIAL REPORT AND BUDGET\nAMENDMENT FOR FISCAL YEAR 2023-24\nIt is recommended that the City Council take the following actions:\n1. Receive and file the Second Quarter Financial Report for Fiscal Year 2023-24; and\n2. Adopt the following resolution:\nRESOLUTION NO. 2024-11 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE\nFISCAL YEAR COMMENCING JULY 1, 2023 AND ENDING JUNE 30, 2024 (SECOND\nQUARTER FINANCIAL REPORT)

8) CONSIDERATION OF VERDUGO FIRE COMMUNICATIONS DISPATCH SERVICE\nAGREEMENT WITH THE CITIES OF BURBANK, GLENDALE, AND PASADENA FOR FIRE\nDEPARTMENT DISPATCHING SERVICES\nIt is recommended that the City Council:\n1. Authorize the Acting City Manager to negotiate and execute a two-year agreement with a\none-year renewal option with the Cities of Burbank, Glendale and Pasadena for Fire\nDepartment dispatching services, in such final form as approved by the City Attorney. The\nagreement includes onboarding costs of approximately $50,000, which would only be\npayable if the City decides not to exercise the renewal option.\n2. Authorize the Acting City Manager to negotiate and execute any and all other agreements\nnecessary for the transition of Fire Department dispatching services and approve a\nproject budget not to exceed $25,000, for radio programming, apparatus graphics, and\nunforeseen transition costs.\n3. Authorize the Acting City Manager to negotiate any amendments to the agreements in\nsuch form approved by the City Attorney; and\n4. Approve the following resolution:\nRESOLUTION NO. 2024-15 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE\nFISCAL YEAR COMMENCING JULY 1, 2023 AND ENDING JUNE 30, 2024 (FIRE\nDEPARTMENT DISPATCH SERVICES)\nEND OF CONSENT CALENDAR\nDEPARTMENTAL REGULAR MATTERS\nCOMMUNITY DEVELOPMENT

9) CONSIDERATION OF 2023 UPDATE TO THE PAVEMENT MANAGEMENT PROGRAM\nIt is recommended that the City Council take the following actions:\n1. Receive and file the Updated 2023 Pavement Management Program; and\n2. Provide direction regarding whether to implement budget scenario 2 for the 5-year\npavement program for a total budget of approximately $25.5 million over 5 years, or budget\nscenario 3 for the 5-year pavement program for a total budget of approximately $28.8\nmillion over 5 years; and\n3. Direct the City Manager to implement the plan.
