3)\nCONSIDERATION OF AGREEMENT WITH KIMLEY HORN AND ASSOCIATES, INC.\nFOR DESIGN ENGINEERING SERVICES FOR THE AZUSA AVENUE PEDESTRIAN\nHANDICAP ACCESSIBILITY & SIGNAL SYNCHRONIZATION IMPROVEMENTS\nPROJECT - PROJECT NO. 23008\nIt is recommended that the City Council take the following actions:\n1. Award Request for Proposals (RFP) No. 2025-07 for Design Engineering Services for\nthe Azusa Avenue Pedestrian Handicap Accessibility & Signal Synchronization\nImprovements Project to Kimley Horn and Associates, Inc. (“Kimley Horn”).\n2. Authorize the Acting City Manager to negotiate and execute a Professional Services\nAgreement with Kimley Horn, in an amount not to exceed $544,121.31, in such final\nform as approved by the City Attorney.\n3. Authorize a design contingency budget of $90,362.65 for the optional fiber design\nservices to be determined based on the preliminary design recommendations, to be\nused, if necessary, with the Acting City Manager’s approval.\n4. Authorize the Acting City Manager to negotiate and execute any amendments within\nthe authorized contingency.

4)\nCONSIDERATION OF PROFESSIONAL SERVICES AGREEMENT WITH JOHN L.\nHUNTER & ASSOCIATES FOR THE NATIONAL POLLUTANT DISCHARGE\nELIMINATION SYSTEM (NPDES) PERMIT COMPLIANCE SERVICES AND SAFE,\nCLEAN WATER (SCW) PROGRAM SERVICES\nIt is recommended that the City Council authorize the Acting City Manager to execute a\nProfessional Services Agreement with John L. Hunter & Associates, Inc. for National\nPollutant Elimination System (NDPES) permit compliance services and Safe, Clean\nWater (SCW) Program services for an initial term of two (2) years, with three optional one\n(1) year extensions, in an annual amount not to exceed $90,000, in such final form as\napproved by the City Attorney.\nCOMMUNITY SERVICES

5)\nCONSIDERATION OF SUBAWARD BETWEEN LOS ANGELES COUNTY AND CITY\nOF WEST COVINA FOR 2025-26 ELDERLY NUTRITION PROGRAM (ENP)\nIt is recommended that the City Council take the following actions:\n1. Adopt the following resolution:\nRESOLUTION NO. 2025-55 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF WEST COVINA, CALIFORNIA, AUTHORIZING A SUBAWARD\nAGREEMENT WITH THE COUNTY OF LOS ANGELES AGING AND\nDISABILITIES DEPARTMENT FOR THE ELDERLY NUTRITION PROGRAM\n(SUBAWARD NUMBER ENP 252609) AND AUTHORIZING THE CITY MANAGER\nOR THE ACTING CITY MANAGER TO EXECUTE THE SUBAWARD AGREEMENT\nAND FUTURE AMENDMENTS TO THE SUBAWARD AGREEMENT\n2. Authorize the City Manager to negotiate and execute agreements and approve\npurchase orders for meals from vendors on the County's list of approved caterers,\nincluding any amendments to such agreements and purchase orders.\nFIRE DEPARTMENT

6)\nCONSIDERATION OF PROFESSIONAL SERVICES AGREEMENT BETWEEN\nWITTMAN ENTERPRISES, LLC AND THE CITY OF WEST COVINA FOR\nAMBULANCE BILLING SERVICES\nIt is recommended that the City Council take the following actions:\n1. Authorize the Acting City Manager to execute a Professional Services Agreement\nwith Wittman Enterprises, LLC for ambulance billing services for a term of August 1,\n2025 through July 30, 2030, in such final form as approved by the City Attorney; and\n2. Authorize the Acting City Manager to negotiate and execute all documents necessary\nin connection with the ambulance billing services, in such final form as approved by\nthe City Attorney.

7)\nCONSIDERATION OF PROFESSIONAL SERVICES AGREEMENT BETWEEN FIRE\nRECOVERY USA AND THE CITY OF WEST COVINA FOR INSPECTION AND\nPERMIT BILLING SERVICES\nIt is recommended that the City Council authorize the Acting City Manager to execute a\nProfessional Services Agreement with Fire Recovery USA, LLC for inspection and permit\nbilling services for a five-year term, in such final form as approved by the City Attorney.
