Approve new job classifications for the positions of Court Liaison Specialist and Records\nCoordinator; and\nB. Approve reclassifications of City Engineer, Public Works Director, and Maintenance &\nUtility Manager; and\nC. Approve the reclassification of Administrative Analyst to Management Analyst and\neliminate the Administrative Analyst position; and\nD. Approve the conversion of the job title of Senior Administrative Analyst to Senior\nManagement Analyst; and\nE. Approve the conversion of the job title of Administrative Assistant I/II to Administrative\nAssistant; and\nF. 3.5 Authorize a Purchase Order to Aqua-Metric Sales Company for the Purchase of\nSensus Autogun Meter Reading Devices, Water Meters, and Parts for ¾”, 1”, and 2”\nCold Water Meters, and Large Meters (3” thru 6”) for FY 2023-2024.\nRECOMMENDATION: Staff recommends that the Mayor and City Council authorize the\npurchase of Sensus Autogun Meter Reading Devices, Water Meters, and Parts from the\nAqua-Metric Sales Company in the amount of $400,000 for Fiscal Year 2023-24.

3.6 Approval of Agreement with Soundskilz, Inc. and Authorization of a Purchase Order\nto Provide Special Event Coordination Services for the “Taste of Westminster.”\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Approve the professional services agreement with Soundskilz, Inc. to provide special\nevent coordination services for the “Taste of Westminster” for Fiscal Year 2023-24;\nand\nB. Authorize the City Manager to execute the agreement on behalf of the City, in a form\napproved by the City Attorney; and\nC. Authorize the corresponding Purchase Order in an amount not to exceed $177,500\nfor Soundskilz, Inc. for Fiscal Year 2023-24.\nROUTINE MATTERS

3.7 Notice of Completion for the work performed by Sequel Contractors, Inc. for the\nCDBG 22-23 Street Improvement - Project No. CDBG 22-23.\nRECOMMENDATION: Staff recommends that the Mayor and City Council accept the\nsubject project and authorize the City Clerk to file a Notice of Completion with the County\nClerk-Recorder’s Office.\nEND OF CONSENT CALENDAR

5.1 Banner Hanging Request from Garden Grove Unified School District.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider the\nrequest from Garden Grove Unified School District to hang banners along Bushard Street,\nbetween Hazard Avenue and Bolsa Avenue; and along Brookhurst Street, between Hazard\nAvenue and McFadden Avenue; from September 1, 2023, through September 1, 2024.

5.2 Approve and Authorize Execution of Amendment No. 5 to Cooperative Agreement\nNo. C-5-3615 between Orange County Transportation Authority (OCTA) and the City\nof Westminster for I-405 Improvement Project.\nRECOMMENDATION: Staff recommends that the Mayor and City Council approve\nAmendment No. 5 to Cooperative Agreement No. C-5-3615 between Orange County\nTransportation Authority and the City of Westminster for the I-405 Improvement Project and\nauthorize the City Manager to execute the amendment on behalf of the City.

5.3 Increase Purchase Order to Econolite Systems for Traffic Signal Maintenance and\nRepairs for Fiscal Year 2022-23.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Approve a budget adjustment to Account Number 50500-45008 (Signal Damage\nClaims) in the amount of $71,344; and\nB. Increase the purchase order to Econolite Systems for Traffic Signal Maintenance\nand Repairs for Fiscal Year 2022-23 in the amount $74,872.

5.4 Amendment No. 3 for Engineering Design Services to Mark Thomas for the State\nGrant Funded Mendez Historic Trail & Green Street Bikeway Project Along Hoover\nStreet.\nRECOMMENDATION: Staff recommends that the Mayor and City Council approve Contract\nAmendment No. 3 in the amount of $79,736 for engineering design services to Mark\nThomas for the state grant funded Mendez Historic Trail & Green Street Bikeway Project\nAlong Hoover Street.

6.1 Amendment to Ordinance and Resolution Related to Oral Communications at City\nCouncil Meetings.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Consider the request to change the order and format of Oral Communications; and\nAUGUST 16, 2023\nB. Provide direction regarding introduction of an Ordinance for first reading entitled, “AN\nORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF\nWESTMINSTER, CALIFORNIA, AMENDING SECTION 2.04.040 (MEETINGS-\nDISCUSSIONS-REFERRAL TO DEPARTMENTS) OF THE WESTMINSTER\nMUNICIPAL CODE RELATIVE TO ORAL COMMUNICATIONS AT COUNCIL\nMEETINGS,” read by title only and waive further reading; and\nC. Provide direction regarding adoption of a Resolution entitled, “A RESOLUTION OF\nTHE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER,\nCALIFORNIA, RESCINDING RESOLUTION NO. 5061 TO REESTABLISH THE\nORDER OF BUSINESS TO BE FOLLOWED IN REGULAR MEETINGS OF THE\nCITY COUNCIL.”

6.2 Introduce and Conduct First Reading of an Ordinance Amending Westminster\nMunicipal Code Chapter 2.56 (Parks and Recreation Commission).\nRECOMMENDATION: Staff recommends that the Mayor and City Council introduce an\nOrdinance for first reading entitled, “AN ORDINANCE OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AMENDING THE\nWESTMINSTER MUNICIPAL CODE CHAPTER 2.56.060(PARKS AND RECREATION\nCOMMISSION - POWERS AND DUTIES GENERALLY), TO UPDATE RULES\nGOVERNING CITY COMMISSIONS,” read by title only and waive further reading.

7.1 Appointments of 13 Members to the Youth Committee.\nRECOMMENDATION: Staff recommends that the Mayor and City Council appoint 13\napplicants to serve as members of the Youth Committee for a term to expire June 30, 2024.
