State Law, Medicinal Marijuana Delivery Services, Development Code\nAmendment\nRecommendation:\nAn ordinance of the Town Council of the Town of Yucca Valley,\nCalifornia, amending section 9.53.030 and repealing sections 9.53.050\nand 9.53.060(d) of the municipal code to permit non-storefront,\ndelivery-only medicinal marijuana dispensaries and the delivery of\nmarijuana within the Town of Yucca Valley in compliance with state\nlaw.\nThat the Town Council finds the project is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15061(b)(3)\nwhich states that if an activity is covered by the general rule that CEQA\napplies only to projects which have the potential for causing a\nsignificant effect on the environment, and where it can be seen with\ncertainty that there is no possibility that the activity in question may\nhave a significant effect on the environment, the activity is not subject\nto CEQA.\nAnd that the Town Council introduces the Ordinance.\nDEPARTMENT REPORTS:

It is recommended that the Town Council engage in a broad\npolicy level discussion inclusive of all items within the Town's subject\nmatter jurisdiction as they relate to strategic planning objectives and\nimplementation measures and may include, but are not limited to\ndiscussion related to infrastructure, community engagement,\ncommunity and economic development, Town administration and fiscal\npolicy, and similar topics as indicated on the attached Ideas and\nInitiatives Ranking Worksheet, and provide input and direction as\ndesired.\n2.
