15. Consider Approval of Professional Service Agreement with EcoTech Services, Inc. and The Home Depot, Inc. for the High Efficiency Toilet & Shower Head Replacement Program. It is Staff's recommendation that the City Council: Approve a Professional Services Proposal from EcoTech Services, Inc. of Azusa, CA, in the not- to-exceed amount of $450,000 for the High Efficiency Toilet & Shower Head Replacement Program and authorize the Mayor and City Clerk to execute the agreement; and, Approve a materials procurement quote from The Home Depot, Inc. of Baldwin Park, CA, in the not-to-exceed amount of $150,000 for the High Efficiency Toilet & Shower Head Replacement Program and authorize the CEO and staff to negotiate a procurement agreement that fits the project budget to be executed by the Mayor and City Clerk; and, Authorize the Director of Finance to appropriate $600,000 from ARPA Funds to Account # 275-50-755-58100-55026 and to make the necessary budget adjustments.
