10. ADOPTION OF FISCAL YEAR 2025-26 OPERATING AND CAPITAL BUDGET RECOMMENDATION: It is recommended that the City Council: 1. Approve Resolution No. 25-54 (Attachment A) adopting the Fiscal Year 2025-26 operating and capital budgets for all funds; and, 2. Approve Resolution No. 25-55 (Attachment B) adopting the compensation plan, table of organization, salary matrix and job classifications for Fiscal Year 2025-26 and, 3. Approve Resolution No. 25-56 (Attachment C) establishing a Fiscal Year 2025-26 appropriations limit per Government Code Section 7190 (Gann Limit); and, 4. Approve necessary amendments to the Fiscal Year 2024-25 budget as outlined in Attachment F; and, 5. Take such additional, related action that may be desirable.
