16. CONSIDERATION OF THE MULTIPLE EMPLOYER OPEB/PENSION SECTION 115 TRUST AND RELATED TRUST, ADMINISTRATIVE, AND INVESTMENT ADVISORY AGREEMENTS (CITY COUNCIL) RECOMMENDED ACTION — 1. Authorize the City’s participation in the Multiple Employer OPEB/Pension Section 115 Trust, subject to final review and approval of the agreements; and, — 2.Authorize the Mayor to execute the Trust Adoption Agreement, Trust Administrative Services Agreement, Investment Advisor Agreement, and Contract Services Agreement with Global Retirement Partners, LLC d/b/a Shuster Advisory Group, a HUB International Company, and the applicable trustee documents with Alta Trust Company, in substantially the forms presented, after the fee schedule, compensation cap, and related terms have been reconciled and approved, and subject to City Attorney approval as to form; and, — 3. Authorize the City Manager to execute related documents and take actions necessary to implement the agreements, provided that any material changes to compensation or other material terms are returned to the City Council for approval as required by City policy and the agreement; and, — 4. RATIFY waiver of the formal bidding or competitive proposal procedures required under CMC Section 2610 pursuant to CMC Section 2611(f) piggyback purchasing.
