(MOWOC) for MOWOC to utilize a portion of the Brookhurst Community Center, located at 2271
Crescent Avenue, on a shared basis to provide a comprehensive older adults meal program,
recreational activities, and other social services support programs for a five year term with two
one-year optional renewals; and authorize the Director of Community Services, or designee, to
implement and administer the agreement and execute any optional renewals.

11. Approve a Lease with Orange County Flood Control District, in the amount of $215,000 per year
not including CPI, for a total estimated amount of $6,700,000 for the initial term inclusive of CPI,
for the City’s use of a 44.18-acre flood basin parcel located within Dad Miller Golf Course, located
at 430 N. Gilbert Street, for an initial term of 25 years with five five-year optional renewals; and
authorize the Director of Community Services, or designee, to execute and administer the Lease
and future renewals.

12. Approve an agreement with Siemens Industry, Inc., in an aggregate amount not to exceed
$188,754 plus a 15% contingency, for as-needed services for wholesale energy risk management
quantitative modeling services for a two year term with one one-year optional extension; and
authorize the Public Utilities General Manager, or designee, to execute the agreement and
related or implementing documents, including any cost-neutral amendments, assignments, and
any documents contemplated by the agreement, and to take the necessary or advisable actions
to implement, fund, and administer the agreement.

Anaheim, LLC, and FCD, LLC (OCVIBE), that the property owner has complied in good faith with
the terms and conditions of Amended and Restated Development Agreement No. 2020-00004 for
the 2025-2026 review period for the OCVIBE Master Site Plan project located in the Platinum
Triangle.

5. Award Master Agreement Purchase Order MA No. 106‑499234 to Verne’s Plumbing, Inc., in an
amount not to exceed $108,125 for the initial one year term with four one-year optional renewals
for a total cumulative contract amount not to exceed of $540,625 plus annual renewal increases
limited to the change in the applicable Consumer Price Index, to provide as‑needed plumbing
repairs and maintenance services at the Anaheim Convention Center; and authorize the
Purchasing Agent, or designee, to execute all necessary contractual documents and to exercise
renewal options, at the request of the Convention Center, in accordance with Invitation for Bids
(IFB) #9894.

6. Waive the sealed bid requirement of Council Policy 4.0 and authorize the Purchasing Agent to
issue a purchase order to ZOLL Medical Corp., in the amount of $181,395 plus applicable tax, for
the purchase of portable cardiac monitors/defibrillators, accessories and preventive maintenance
for the Anaheim Fire & Rescue Department; and authorize the Purchasing Agent, or designee, to
execute all necessary contractual documents.

7. Authorize the Purchasing Agent to issue purchase orders, in a total amount not to exceed
$20,876,057 plus applicable taxes, which includes a 20% contingency, for various City vehicles
and equipment for Fiscal Year 2026-27; and authorize the Purchasing Agent to issue purchase
orders, in an amount not to exceed $2,043,288, for 18 Police patrol vehicles during Fiscal Year
2026-27 “order bank” period that may precede approval of the 2027-28 Fiscal Year vehicle and
equipment purchase plan.

8. Approve Community Development Block Grant (CDBG), HOME Investment Partnerships
Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons
With AIDS (HOPWA) subrecipient agreements and Memorandum of Understandings associated
with the Fiscal Year 2026-2027 Annual Action Plan for a term starting July 1, 2027; approve the
United States Department of Housing and Urban Development Fiscal Year 2026-2027 Annual
Action Plan, in substantial form, for new federal CDBG, HOME, ESG, and HOPWA funds totaling
$9,505,222.89; designate the Director of the Housing and Community Development Department,
or designee, as the Certifying Official authorized to execute all documents related to the
administration, management, and implementation of the CDBG, HOME, ESG, and HOPWA
programs; and authorize de minimis changes that do not substantially change the terms and
conditions of the Annual Action Plan, as determined by the City Attorney’s Office [related to
Council Agenda Item No. 9].

John Sottek dba Housing Programs, in the amount of $50,000 for the initial one-year term from
July 1, 2026 to June 30, 2027 with three one-year optional renewals, for a total maximum
compensation amount not to exceed $200,000, for Residential Rehabilitation Program
administration services; waive Council Policy 4.1 and approve a professional service agreement,
in substantial form, with Security Land and Right of Way Services, Inc., in the amount of $10,000
for the initial one-year term from July 1, 2026 to June 30, 2027 with three one-year optional
renewals, for a total maximum compensation amount not to exceed $40,000, for escrow trust
account services supporting the Residential Rehabilitation Program; authorize the Director of
Housing and Community Development, or designee, to execute the agreements and related
documents necessary to implement, fund, and administer the agreements; and authorize de
minimis changes that do not substantially change the terms and conditions of the agreements, as
determined by the City Attorney’s Office [related to Council Agenda Item No. 8].
