10. Appointment of Interim Housing Commissioner by selection in the order\napplications were received.\nIt is recommended that the City Council:\n1. Select an Interim Housing Commissioner by the order the\napplication was received from the previously appointed Housing\nCommissioners names.

Accept and Approve Plans and Specifications and Award of a\nConstruction Contract for City Project No. CIP 20-31 & CIP 20-35 Traffic\nSignal and Rail Crossing Safety Improvements at Pacific Avenue and\nBogart Avenue.\nIt is recommended that the City Council:\n1. Accept and approve project plans and specifications for City Project\nCIP 20-31 & CIP 20-35; and,\n2. Approve and award the construction contract to Elecnor Belco\nElectric, Inc. from Chino, CA in the amount of $1,808,347.00; and,\n3. Authorize the Director of Finance to appropriate $170,000.00 from\nFund 245–Proposition C, $230,000.00 from Fund 255–Measure M,\nand drawdown and appropriate $806,395.50 from the Measure M\nBond Proceeds account; and,\n4. Authorize the Mayor and City Clerk to execute the construction\ncontract.

2. Treasurer's Report City (CC) - December 2023\nStaff recommends that Council receive and file the Treasurer's Report for\nDecember 2023.

4. Approve a Request for Service Proposal with Evan Brooks and\nAssociates, Inc (EBA) for Transit Route Efficiency Study for the City of\nBaldwin Park's Transit System\nIt is recommended that the City Council:\n1. Authorize the Director of Public Works to execute the proposal from\nEvan Brooks Associates, Inc.(EBA) in the amount of $62,310 for the\ncompletion of the Transit Route Efficiency Study.\n2. Authorize the Director of Finance to appropriate $62,310.00 from\nFund 244- Proposition A and make the necessary budget and\nappropriation adjustments.

5. Claim Rejection\nIt is recommended that the City Council reject the following claim and\ndirect staff to send the appropriate notice of rejection to claimant:\n• Anthony Clinton The claimant alleges bodily injury.\n• Felipe Escamilla The claimant alleges bodily injury.\n• Jasmyne Silva Misdirected Claim\nThis government claim, and all government claims, should be considered\nas potential lawsuits in the future. Thus, it is requested that all City Staff,\nthe Mayor and all Council Members refrain from making any statements,\nwhether public or private in nature. It is important that no statements be\nmade so as to not prejudice this claim in any way which can happen if\npublic or private comments are made about this claim by City staff or\nCouncil Members.

6. Approve a Request For Qualification for High Speed Fiber Data Services\nFor City Facilities\nIt is recommended that the City Council:\n1. Approve the release of the Request for Qualifications; and\n2. Review and Rank the Responses to the RFQ\n3. Present a recommendation to the City Council, including a cost\nestimate.

Authorize Purchase Orders and Expenditures at The Home Depot Center\nfrom Approved Fiscal Year 2023-24 Funds for Materials and Supplies in\nVarious Maintenance and Operations Cost Centers.\nIt is recommended that the City Council:\n1. Authorize the expenditure of approved funds in the amount not-to-\nexceed $36,500 for purchase of materials and supplies from the\nHome Depot through June 30, 2024, and;\n2. Authorize the Director of Finance to make the necessary budget\ntransfers and adjustments, and;\n3. Authorize the Public Works Director to prepare and process the\nnecessary purchase order requisitions.

Adopt a Resolution to become a member of the California Municipal\nFinance Authority ("CMFA") and to approve the issuance of the Bonds by\nthe CMFA, for conduit financing for the proposed Central Metro Place\nApartments Affordable Senior Housing Project located at 14519 Central\nAvenue.\nIt is recommended that the City Council adopt Resolution 2024-006 to\nbecome a member of the CMFA and to approve the issuance of the Bonds\nby the CMFA, for purposes of the Code.\nPUBLIC HEARING\nREPORTS OF OFFICERS

9. Grant Application- Extreme Heat and Community Resilience Program-\nGovernor's Office of Planning and Research (OPR)- Large\nImplementation Category\nIt is recommended that the City Council:\n1. Authorize the Chief Executive Officer (CEO) and the Director of the\nCommunity Development Department (CDD) to apply for the\nExtreme Heat and Community Resilience Program Grant- Large\nImplementation Category, in the Governor’s Office of Planning and\nResearch, for up to $ 4 million.\n2. Approve of SGV Casita as a Community Based Organization (CBO)\nCo-Applicant.\n3. Direct Staff to request an Advance Disbursement to avoid using the\nGeneral Fund to front-fund the program.
