RESOLUTION APPROVING A FOURTH AMENDMENT TO PROFESSIONAL SERVICES\nAGREEMENT WITH HF&H CONSULTANTS, LLC TO EXTEND THE TERM FOR TWO\nADDITIONAL MONTHS\nConsideration of a Resolution to approve a Fourth Amendment to the Professional Services\nAgreement with HF&H Consultants, LLC to extend the term through June 30, 2024.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution authorizing the City\nManager to execute the Fourth Amendment with HF&H Consultants, LLC.

AWARD OF PROFESSIONAL SERVICES AGREEMENT FOR QUARTERLY BROCHURE\nSERVICES FOR THE CITY OF BELL GARDENS\nAdoption of Resolution and award of professional services agreement with Mike Cabrera Corp.\ndba InterGraphics Company quarterly brochure services.\nRecommendation:\nIt is staff's recommendation that the City Council;\n1. Adopt the attached resolution, and;\n2. Authorize the City Manager to execute a Professional Services Agreement for quarterly\nbrochure services with Mike Cabrera Corp. dba InterGraphics Company, for a three-year\nterm with the option of two one-year extensions, subject to City Attorney as to form.

12. REJECTION OF BIDS RECEIVED FOR THE SOIL REMEDIATION PROJECT AT THE\nFORMER BERK OIL SITE (CIP NO. 3927)\nOn March 19, 2024, the City received seven bids for this project. All bids are recommended to be\nrejected to allow staff to revise the bid solicitation materials, bring back the revised bid solicitation to\nCouncil, and obtain a bid that is more appropriate for the City’s needs.\nRecommendation:\nIt is staff's recommendation that the City Council by motion approve the rejection of bids received on\nMarch 19, 2024, for the Soil Remediation Project at the Former Berk Oil Site.\nDISCUSSION (Item Nos. 13 - 16)

13. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\n5\nby motion, remove commissioners and/or make appointments to the posted vacancies.

DIRECTION FOR CONTINUATION OR WITHDRAWAL FROM BELL GARDENS\nMEMBERSHIP IN THE GATEWAY CITIES AFFORDABLE HOUSING TRUST (GCAHT), A\nJOINT POWERS AUTHORITY ("JPA")\nRequest for direction on continuation or withdrawal of membership in the Gateway Cities Affordable\nHousing Trust, a Joint Powers Authority (“JPA”).\nRecommendation:\nIt is staff’s recommendation that the City Council direct staff to:\n1. Continue membership in the Gateway Cities Affordable Housing Trust and take no further\naction; OR\n2. Withdraw from the Gateway Cities Affordable Housing Trust and have staff provide a letter to\nthe Gateway Cities Council of Governments prior to the June 30, 2024, deadline to withdraw\nat no cost.

SECOND READING AND ADOPTION OF ORDINANCE NO. 942 TO LIMIT CANNABIS\nRETAIL BUSINESS REGULATORY PERMITS CITYWIDE\n3\nSecond reading and adoption of Ordinance No. 942, amending Title 5 (business licenses,\nregulations and taxes) of the Bell Gardens Municipal Code to limit the number of cannabis retail\nbusiness regulatory permits citywide.\nRecommendation:\nIt is staff’s recommendation that the City Council waive full reading and adopt Ordinance No. 942 to\nlimit the number of cannabis retail business regulatory permits citywide to a total of seven (7).

A RESOLUTION APPROVING SALE CONTRACTS WITH KIA OF DOWNTOWN LOS\nANGELES FOR THE PURCHASE OF UP TO FIVE (5) HYBRID VEHICLES FOR THE\nCOMMUNITY DEVELOPMENT DEPARTMENT\nApproval of sale contracts with Kia of Downtown Los Angeles (DTLA) for the purchase of up to\nfive (5) hybrid vehicles for the Community Development Department.\nRecommendation:\nIt is staff’s recommendation that the City Council by motion:\n1. Adopt the attached resolution approving sale contracts with Kia of Downtown Los Angeles for\nthe purchase of up to five (5) Kia Sportage Hybrid sport utility vehicles for a total not-to-\nexceed amount of $174,780.14; and\n2. Appropriate a total of $180,000 from the General Fund, of which $90,000 will be reimbursed\nby the Energy Efficient Conservation Block Grant.

7. CONSIDERATION OF CPI ADJUSTMENT REQUEST FROM WEST COAST ARBORIST,\nINC. FOR TREE MAINTENANCE SERVICES AND EXTENSION OF CONTRACT\nSERVICES AGREEMENT\nConsideration of a Resolution to approve a Second Amendment to the Contract Services\nAgreement with West Coast Arborists, Inc. (WCA) allowing a consumer price index (CPI)\nadjustment of 3% to the City's contract with WCA for citywide tree maintenance services and\nexercise the right to extend the Contract Services Agreement for the remaining one-year extension\nof term.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution authorizing the City\nManager to execute the Second Amendment with West Coast Arborists, Inc. to approve a CPI\nadjustment of 3% and exercise the right to extend the Term of the Contract Services Agreement to\nOctober 11, 2025.

APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE SLURRY SEAL IMPROVEMENTS - ZONE 5 (CIP NO. 3929)\nThe plans and specifications for the Slurry Seal Improvements Project - Zone 5 have been\nprepared. Approval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Approve the plans and specifications for the Slurry Seal Improvements Project - Zone 5;\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NIB);\nand\n3. Find that the project is categorically exempt from the California Environmental Quality Act\n(CEQA) pursuant to Guidelines Section 15301(c).
