10.10 Consideration of a Resolution Approving a Contract Services\nAgreement with Horizons Construction Company Int’l, Inc. for\nthe Marlow Park Improvements\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Approve the plans and specifications for construction of the\nMarlow Park Improvements; and\n2. Adopt the attached Resolution approving an agreement with\nHorizons Construction Company Int’l, Inc. for Marlow Park\nImprovements; and\n3. Authorize the City Manager to execute the agreement and\napprove change orders that may be necessary during\nconstruction to cover any unforeseen condition in an amount\nnot to exceed 10% of the agreement amount; and\n4. Appropriate an additional $100,000 in General Funds to cover\nall construction and project management costs, including\ncontingency.\nCONCLUSION: If the attached Resolution is adopted, staff will\nprocess the agreement for signatures and issue a Notice to Proceed\nwith the Marlow Park Improvements to Horizons.\nFISCAL IMPACT: The contract services agreement amount is\n$910,903.09.\nThe City’s FY25-26 Capital Improvement budget includes $868,000 in\nMeasure A funds. An additional appropriation of $100,000 will be\nnecessary to cover the budget shortfall and any unforeseen\nconditions. 10.11 Consideration of a Resolution Approving a Contract Services\nAgreement with PLS Productions for Stage and Sound\nProduction Services for Citywide Events\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil, by motion, adopt the attached Resolution authorizing the\nCity Manager to execute a Contract Services Agreement with PLS\nProductions for stage and sound production services for citywide\nevents.\nCONCLUSION: Recreation and Community Services staff released an\nRFP for Stage and Sound Production Services for citywide special\nevents. PLS Productions responded to the RFP and demonstrated\ntheir ability to successfully provide the City with these services at a\nreasonable cost. Staff recommends awarding a Contract Services\nAgreement to PLS Productions.\nFISCAL IMPACT: The Contract Services Agreement with PLS\nProduction will be paid for out of the City’s general fund budget. 10.4\nConsideration of a Resolution Approving an Amendment to\nthe Citywide Classification and Compensation Plan to\nAuthorize the Creation of One Management Analyst Position\nin the Community Development Department\nRECOMMENDATION: It is recommended that the City Council adopt\nthe attached Resolution approving an amendment to the Citywide\nClassification and Compensation Plan to authorize the creation of\none (1) Management Analyst position in the Community Development\nDepartment.\nCONCLUSION: Approving the Management Analyst position in the\nCommunity Development Department will enable the City to achieve\nand maintain excellent customer service, and remain in compliance\nwith various federal, state, and local regulations affecting different\nprogram areas of the Community Development Department.\nFISCAL IMPACT: The Community Development Department is\ncurrently authorized for a Senior Secretary position in the adopted\nclassification plan. It is recommended that the City Council update\nthe classification plan by defunding the position of Senior Secretary\nand authorize and reallocate funding for the Management Analyst\nposition.\nThe proposed amendment will be cost neutral by utilizing a\ncombination of the proposed reallocation of the funding of the vacant\nSenior Secretary position, as well as utilizing funding currently\nallocated for a part-time Planning Intern position.\nATTACHMENTS:\nExhibit 1 – Resolution No. 2025-98

10.6\nApproval of Plans and Specifications and Authorization to\nSolicit Bids for the HISP Cycle 11 Project – Intersection\nImprovements at Florence Avenue/Garfield Avenue & Eastern\nAvenue/Gage Avenue (CIP No. 3936)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Approve the plans and specifications for the HSIP Cycle 11\nIntersection Improvements at Florence Avenue/Garfield\nAvenue and Eastern Avenue/Gage Avenue (CIP No. 3936);\n2. Authorize staff to solicit competitive bids and publish the\nNotice Inviting Sealed Bids (NISB); and\n3. Find that the project is categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to\nGuidelines Section 15301(c).\nCONCLUSION: Upon authorization by the City Council, staff will\nproceed with the bid phase of the Project.\nFISCAL IMPACT: The FY25/26 Capital Improvement Budget includes a\ntotal of $417,500 for the construction of the Project, which includes\n$375,750 in HSIP funds and $41,750 in general funds, as a local match.\nThe engineer’s estimate for construction is $379,500.\nATTACHMENTS:\nExhibit 1 – Notice Inviting Sealed Bids

10.7\nApproval of Plans and Specifications and Authorization to\nSolicit Bids for the Eastern Avenue and Garfield Avenue\nIntersection Improvement Project (CIP No. 3881)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Approve the plans and specifications for the Garfield Avenue\nand Eastern Avenue Intersection Improvements Project (CIP\nNo. 3881);\n2. Authorize staff to solicit competitive bids and publish the\nNotice Inviting Sealed Bids (NISB); and\n3. Find that the Project is categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to\nGuidelines Section 15301(c).\nCONCLUSION: Upon authorization by the City Council, staff will\nproceed with the bid phase of the Project.\nFISCAL IMPACT: The FY25/26 Capital Improvement Budget includes a\ntotal of $4,010,536 of Metro I-710 Early Action Item Funds. 10.9\nAcceptance of the Purchase and Installation of Solar-Powered\nLighting at Darwell Park as Complete\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Accept the Purchase and Installation of Solar-Powered\nLighting at Darwell Park as complete; and\n2. Authorize staff to file the Notice of Completion.\nCONCLUSION: The City Council’s acceptance of the Project as\ncomplete is required to allow the City Clerk to file the Notice of\nCompletion with the LA County Registrar-Recorder. 11.1\nLocal Commission Appointment List\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil review the Commissions Appointments List and by motion,\nremove commissioners and/or make appointments to the posted\nvacancies.\nCONCLUSION: After an appointment is made, Commission members\nwill receive their Oath of Office before beginning service with their\nrespective Commission at the next regularly scheduled Commission\nmeeting. 11.2\nConsideration of a Resolution Approving a Contract Services\nAgreement with West Coast Arborists, Inc. for Citywide Tree\nMaintenance Services\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Contract Services Agreement with West Coast Arborists,\nInc. (“WCA”) for Citywide Tree Maintenance Services, in a form\napproved by the City Attorney.\nCONCLUSION: Based on West Coast Arborists, Inc.’s proposal rating,\nstaff is recommending that the City Council award West Coast\nArborists, Inc. a three-year Contract Services Agreement, effective as\nof October 13, 2025, with two optional one-year extensions, for an\nannual amount not-to-exceed $337,719 to provide citywide tree\nmaintenance services.\nFISCAL IMPACT: The annual Contract Services Agreement cost is\n$337,719, which will be split between two fiscal years. The current FY\n25/26 budget includes $235,000 from the General Fund for tree\nmaintenance services. 11.3\nOctober 2025 Update for the John Anson Ford Park Regional\nAquatics Center Project Improvements and Program\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil:\n1. Receive and file the October 2025 John Anson Ford Park\nRegional Aquatics Center Improvements and Programs update\nreport; and/or\n2. Provide staff with further direction.\nCONCLUSION: The John Anson Ford Park Regional Aquatics Center\nwill formally open on Saturday October 18, 2025. The programs that\nwill be offered to the community will be Swim Lessons, Senior\nAerobics, Aqua Aerobics, Lap Swim, Recreational Swim, Fitness\nRoom, and Semi-Private Pool Rentals.\nFISCAL IMPACT: Annual operating costs for the Ford Park Regional\nAquatics Center are approximately $2.7 Million. The costs for\nupdating the Ford Park Regional Aquatics Center monument signs\nand name change are approximately $60,000.\nATTACHMENTS: None
