2. RESOLUTIONS APPROVING CLAIMS AND DEMANDS\nRecommended Action: Adopt resolutions.

3. PROFESSIONAL SERVICES AGREEMENT WITH TSG ENTERPRISES, INC. DBA\nTHE SOLIS GROUP FOR ADMINISTRATION OF THE COMMUNITY WORKFORCE\nAGREEMENT (CWA)\nPurpose: Authorize the Public Works Department to execute an agreement for a\nconsultant to administer the City’s CWA. Associated costs in an amount not-to-exceed\n$80,000 are included in each qualifying Capital Improvements Project budget for the\nadopted 2023-24 budget.\nRecommended Action: 1) Approve a Professional Services Agreement with TSG\nEnterprises, Inc. dba The Solis Group, in the amount of $80,000 to administer the City’s\nCommunity Workforce Agreement (CWA); 2) Authorize the City Manager and City\nAttorney to make any necessary, non-monetary changes to the agreement; and,\n3) Authorize the City Manager and City Clerk to execute the agreement.

APPROVAL OF BUDGET AMENDMENTS FOR SPONSORSHIP OF THE OC\nSUSTAINABILITY DECATHLON EVENT AND MEMBERSHIP FOR THE U.S.\nCONFERENCE OF MAYORS\nPurpose: Approve budget amendments for sponsorship of the 2023 OC Sustainability\nDecathlon and membership for the U.S. Conference of Mayors. Associated costs in the\namount of $20,000 will require a budget amendment from the undesignated General\nFund balance.\nRecommended Action: 1) Approve a budget amendment in the amount of $10,000 for\nsponsorship of the 2023 OC Sustainability Decathlon for FY 23-24; and 2) Approve a\nbudget amendment in the amount of $10,000 for a one-year U.S. Conference of Mayors\nmembership for FY 23-24.

APPROVE CITY RESPONSES TO TWO 2022-2023 ORANGE COUNTY GRAND\nJURY REPORTS ENTITLED 'HISTORIC RAIN, YET DROUGHT REMAINS' AND\n'WELCOME TO THE NEIGHBORHOOD ARE CITIES RESPONSIBLY MANAGING\nTHE INTEGRATION OF GROUP HOMES?'\nPurpose: Approve the City's responses to findings and recommendations posed by the\nOrange County Grand Jury related to the California drought and group homes, and\nauthorize the City Manager to submit the responses. There is no budget impact\nassociated with this item.\nRecommended Action: 1) Approve the responses to the 2022-2023 Orange County\nGrand Jury reports related to the California drought and group homes; and,\n2) Authorize the City Manager to submit the City's responses to Presiding Judge of the\nSuperior Maria D. Hernandez by the response deadline.

6. ANNUAL REPORT OF MILITARY EQUIPMENT USE BY THE BUENA PARK POLICE\nDEPARTMENT PER CALIFORNIA ASSEMBLY BILL 481\nPresented by Ryan Dieringer, Police Lieutenant\nPurpose: In accordance with AB 481 and Policy 409, a military equipment report must be\nsubmitted to the City Council annually for each type of military equipment approved\nwithin one year of authorization, and annually thereafter, for as long as the military\nequipment is available for use. In compliance with AB 481, outlined below is the 2022\nAnnual Military Equipment Report. The annual report is attached (Attachment 2), as well\nas a proposed updated Policy 409 (Attachment 3). Associated cost for the purchase of\nthe projected listed equipment is $7,676 and is included in the adopted FY 2023-24\nbudget.\nRecommended Action: 1) Receive and file the Buena Park Police Department’s 2022-\n2023 Annual Military Equipment Report, as required by California Assembly Bill 481;\nand, 2) Approve budgeted purchases of listed military equipment included in the adopted\nFY 2023-24 budget.\n
