CONSIDER AWARD OF CONSTRUCTION CONTRACT TO BEADOR CONSTRUCTION COMPANY, INC.\nFOR PROJECT 675: SEPULVEDA BLVD - WIDENING PROJECT FROM ALAMEDA BOULEVARD TO\nINTERMODAL WAY (CITY COUNCIL)\nRECOMMENDED ACTION\n— 1. AWARD a Construction Contract to the lowest responsive and responsible bidder, Beador\nConstruction Company Inc., for Project No. 675 - Sepulveda Bridge Widening from Alameda\nBoulevard to Intermodal Way, in the amount not to exceed $21,975,300;\n— 2. AUTHORIZE the Mayor to execute the contract, following approval as to form by the City\nAttorney; and,\n— 3. AUTHORIZE a 10% construction contingency (approximately $2,197,530) to address any\nunforeseen construction conditions that way arise, funded entirely through the Los Angeles\nCounty Metropolitan Transportation Authority (Metro) Measure M Grant.

APPROVE the proposed Successor Project Labor Agreement with the Los Angeles/Orange\nCounties Building and Construction Trades Council and the Signatory Craft Councils and Unions\nfor a term of five (5) years with three one-year renewals; and,\n— 2. AUTHORIZE the Mayor to execute the same upon approval as to form by the City Attorney.

APPROVE a supplemental budget in the amount of approximately $100,000.00 for Capital\nImprovement Project No. 1610: Foisia Park Improvements, to cover the cost of replacing hydroseed with sod.\n— 2. CONSIDER APPROVAL OF AMENDMENT NO. 8 TO A CONTRACT SERVICES AGREEMENT FOR\nSTREET SWEEPING SERVICES WITH NATIONWIDE ENVIRONMENTAL SERVICES (C-08-001) TO\nEXECUTE THE FIRST ONE-YEAR CONTRACT EXTENSION OPTION AND APPROVE A DISPOSAL RATE\nINCREASE AND 3.42% ANNUAL CONSUMER PRICE INDEX COST OF LIVING RATE ADJUSTMENT AND\nAPPROVAL OF RESOLUTION NO. 25-126, “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL\nAMENDING THE FISCAL YEAR 2025-26 BUDGET IN THE SPECIAL REVENUE FUND" (CITY COUNCIL)\nRECOMMENDED ACTION\n— 1. APPROVE Amendment No. 8 to the Contract Services Agreement with Nationwide\nEnvironmental Services, Inc., a division of Joe’s Sweeping, Inc., to provide street sweeping\nservices with a disposal rate adjustment of $55,845 and annual Consumer Price Index rate\nadjustment of $40,273.21 for FY 2025-26, for a total amount of $96,118.21, thereby increasing\nthe total annual contract sum under the Agreement to $1,273,697.53; and,\n— 2. AUTHORIZE the Mayor to execute the same following approval as to form by the City\nAttorney; and,\n— 3. ADOPT without alteration and pursuant to Elections Code Section 9215(a), Ordinance No.\n25-2519, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,\nADOPTING AN INITIATIVE MEASURE ENTITLED “A PROPOSED INITIATIVE ORDINANCE TO AMEND\nTHE CARSON MUNICIPAL CODE TO PERMIT THE SALE AND USE OF CERTAIN FIREWORKS WITHIN\nTHE CITY OF CARSON” (Exhibit No. 1); OR\n— 2. ORDER a Report on the effects of the proposed initiative Ordinance No. 25-2519, pursuant\nto Election Code sections 9215(c) and 9212; and SUBMIT the proposed initiative Ordinance No.\n25-2519, without alteration, to the voters at a General Municipal Election occurring on June 2,\n2026, pursuant to Elections Code Sections 9215(b) and 1405, by taking the following actions:\na. ADOPT Resolution 25-133, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,\nCALIFORNIA, CALLING FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION ON TUESDAY,\nJUNE 2, 2026, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY\nAN INITIATIVE MEASURE, WHICH WILL AMEND ARTICLE III, CHAPTER 1 “FIRE PREVENTION” OF\nTHE CARSON MUNICIPAL CODE TO ALLOW THE SALE AND USE OF “SAFE AND SANE”\nFIREWORKS IN THE CITY OF CARSON” (Exhibit No. 2); and b. ADOPT Resolution 25-134, “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SETTING PRIORITIES\nFOR FILING WRITTEN ARGUMENT(S) AND DIRECTING THE CITY ATTORNEY TO PREPARE AN\nIMPARTIAL ANALYSIS REGARDING AN INITIATIVE MEASURE, WHICH WILL ALLOW THE SALE AND\nUSE OF “SAFE AND SANE” FIREWORKS IN THE CITY OF CARSON” (Exhibit No. 3); and c.
