Award Contract to DBX Inc. for the Landau Boulevard/McCallum Way\nIntersection Improvements\nRecommendation: To award a construction contract to DBX Inc., in the amount\nof $1,021,888.50 for the Landau Boulevard/McCallum Way\nIntersection Improvements Project (C08662) and approve a\nfifteen percent (15%) contingency in the amount of\n$153,283.28 for any unforeseeable construction costs;\nthereby, bringing the total construction budget for this\nProject to $1,175,171.78; and approve a budget adjustment\nto the FY 2023-2024 CIP Plan by allocating prior years\nSenate Bill 1 (RMRA/SB-1) funds in the amount of\n$485,000.00; and authorize the City Manager to execute the\nrequired contract documents; and authorize the City\nEngineer to request bonds and insurance for the Project and\nissue the Notice to Proceed.

Approval of a License Agreement with Palm Springs Unified School\nDistrict (PSUSD) for Construction Staging for the PSUSD Landau\nElementary School Modernization Project\nRecommendation: To approve a four-year License Agreement with Palm\nSprings Unified School District (PSUSD) for Temporary\nConstruction Access and Construction Staging on City-\nowned property for the PSUSD Landau Elementary School\nModernization Project with an annual license fee of $46,040\nCathedral City Page 5\nfor a total amount of $184,160; and authorize the City\nManager to execute the Agreement.

Award a Contract to Granite Construction Company for the Date Palm\nDrive Pavement Rehabilitation Project, CIP 8840\nRecommendation: To award a construction contract to Granite Construction\nCompany, in the amount of $4,668,436 for the construction\nof Date Palm Drive Pavement Rehabilitation Project and\napprove a 8 percent (8%) contingency in the amount of\n$401,564.00 for any unforeseeable construction costs that\nmay be incurred, thereby, bringing the total construction\nbudget for this Project to $5,070,000.00; and approve the\nallocations of available FY 2023/2024 Tribal Transportation\nProgram (TTP) Funds from the Agua Caliente Band of\nCahuilla Indians (ACBCI) in the amount of $5,000,000;\navailable FY 2023/2024 Cal-Recycle Grant Funds in the\namount of $70,000 for the construction of the Project; and,\nauthorize the City Manager to execute the required contract\ndocuments (attached); and, to authorize the City Engineer to\nrequest bonds and insurance for the Project and to issue the\nNotice to Proceed.

Award Contract to Granite Construction Company for City-Wide\nRepaving Projects\nRecommendation: For the City Council to:\n(i) Award a construction contract to Granite Construction\nCompany, in the amount of $970,221.00 for the construction\nof the East Palm Canyon Drive Pavement Rehabilitation\nProject (C08669), Da Vall Street Improvements (C08665),\nSan Eljay Pavement Rehabilitation (C08667), and the Public\nAlley Reconstruction Project (C08670); and\n(ii) Approve a contingency in the amount of $97,022.10\nfor any unforeseeable construction costs; thereby, bringing\nthe total construction budget for these Projects to\n$1,067,243.10; and\n(iii) Approve the allocation of available FY 2023-2024 CIP\nUnidentified General Funds (MOE) from account 100-100-\n150-156-8800-8802 in the amount of $147,282.50 for the\nconstruction of the Da Vall Street Improvements (C08665)\nand Public Alley Reconstruction Projects; and\n(iv) Approve the allocation of available Measure A\nFunds from account 243-100-150-156-8800-8802 for the\nconstruction of East Palm Canyon Pavement Rehabilitation\n(C08669) and Da Vall Street Improvements (C08665) in the\namount of $541,829.00; and\n(v) Approved the allocation of available Assessment\nDistrict 86-5 Funds from account 344-100-150-156-8800-\n8802 for the construction of San Eljay Pavement\nRehabilitation (C08667) in the amount of $378,131.60; and\nCathedral City Page 6\n(vi) Authorize the City Manager to execute the required\ncontract documents; and authorize the City Engineer to\nrequest bonds and insurance for the Project and issue the\nNotice to Proceed.

Consulting Agreement for Christiansen and Co. for Engineering Land\nDevelopment Management Support\nRecommendation: To approve a Professional Services Agreement with\nChristiansen & Company to provide Land Development\nEngineering Support Management Consulting Services for\nthe not to exceed total of $93,000; and authorize the City\nManager to execute the Agreement.

Reimbursement Agreement with the Coachella Valley Association of\nGovernments (CVAG) Amendment No. 1 for the Improvement of Date\nPalm Drive between I-10 and Varner Road and Approval of an\nAgreement with MSA Consulting, Inc. to complete the Design of the\nImprovements\nRecommendation: To Approve Amendment No. 1 to the Reimbursement\nAgreement with the Coachella Valley Association of\nGovernments (CVAG) for the Improvement of Date Palm\nDrive between Interstate 10 and Varner Road, adding\n$688,000 to the overall Project cost, with the City's share for\nthis Amendment No. 1 as $172,000 and CVAG's share as\n$516,000; and authorize the Mayor and City Manager to\nexecute the Agreement; and approve an Agreement for\nDesign and Professional Services with MSA Consulting, Inc.\nto complete the design of the Date Palm Drive between\nInterstate 10 and Varner Road in the amount of $688,000\nand authorize the Director of Public Works to execute the\nAgreement; and amend the FY 2023/2024 and 2024/2025\nCIP Plan to reflect the CVAG and City commitments.

I. 2023 Updates and Proposed Revisions to the Cathedral City WaterSmart\nLandscapes Grant Program\nRecommendation: To approve the updated and proposed revisions to the City's\nWaterSmart Landscapes Grant Program (Program),\nincluding increases to Program rebates for individual\nproperties up to $1,000 and adding Homeowners\nAssociations (HOAs) into the Program with rebates up to\n$20,000, with herein detailed parameters for the Program;\nand, direct Staff to amend the Program grant application\nmaterials to reflect said revisions and send out notifications\nto property owners and HOAs within the City regarding\nchanges to the Program.
