Recommended Action: Staff recommends that the City Council adopt a
Resolution (Attachment A) reclassifying a Battalion Chief position to a
Management Analyst series position in the Fire Department and authorizing filling
the position up to the Associate Management Analyst level.

Recommended Action: Staff recommends that the City Council: 1) Approve an

Agreement and other necessary purchasing documents.

Recommended Action: The City Council Liaisons to the Undergrounding Program
Advisory Committee (UPAC) recommend that the City Council appoint Michel

starting July 7, 2026, and ending on June 30, 2027.

Recommended Action: Staff recommends the City Council receive this
informational report summarizing the findings of the Draft Program Environmental
Impact Report (Draft PEIR) prepared by the City’s consultant, Michael Baker
International (MBI), for the City’s Capital Improvement Program (CIP), with the
City serving as lead agency in compliance with the California Environmental
Quality Act (CEQA).

Hardscape Material and Other Public Improvements within the Public Right-
of-Way at 1612 Stratford Way; Applicant: Paul Rael
Recommended Action: Staff recommends that the City Council adopt a
Resolution (Attachment A) memorializing prior Council action to approve a Long-
term Major Encroachment Permit (EP) 25-049 to install the following
encroachments within the public right-of-way at 1612 Stratford Way:
Replace decomposed granite (“DG”) with grasscrete hardscape material;
Install a mountable concrete curb between the roadway and the grasscrete
material;
Install a six-inch concrete curb adjacent to the property fence line;
Relocate walkway pavers

6. First Amendment to Agreement with Schmidt Design Group for Shores Park
Master Plan
Recommended Action: Staff recommends the City Council: 1) Approve the First
Amendment to the Agreement with Schmidt Design Group for preparation of the
Shores Park Master Plan to adjust the scope of services and compensation, and
add a ten percent (10%) project contingency of $17,731 (Attachment A); and 2)
Authorize the City Manager to execute the First Amendment and any additional
agreement changes within the project contingency.

7. Task Order Amendment with Ardurra and Project Contingency Increase for
the Jimmy Durante Boulevard Bluff Stabilization Project
Recommended Action: Staff recommends that the City Council: 1) Approve a
$38,100 Task Order Amendment (Attachment A) with Ardurra for extended
construction management and inspection services; 2) Approve a five-percent
(5%) increase ($38,610) to the project contingency; 3) Authorize the City Manager
to execute the Task Order Amendment and any subsequent amendments or
contract Change Orders within the updated project contingency necessary to
complete the work; and 4) Authorize the carryover of unspent FY 2025-2026
project budget to FY 2026-2027.

9. Required Actions to Secure Federal Funding for the San Dieguito Lagoon
Shoreline Protection Project
Recommended Action: Staff recommends the City Council: 1) Authorize staff to
submit the necessary application and take any additional administrative actions
as may be necessary to receive $1,031,000 in federal funds that were
appropriated in the FY 2026 Federal Budget specifically for the City’s San Dieguito
Lagoon Shoreline Protection Project (Project) from the National Oceanic and
Atmospheric Administration (NOAA); and 2) Authorize the City Manager to sign
the necessary documents.
