DBA Energy Solutions for Development of the Lancaster Community Solar\nProgram\nRecommendation(s):\n1. Approve the Third Amendment to the Professional Services Agreement with Cohen\nVentures Inc. (Energy Solutions) for the Development of the Lancaster Community Solar\nProgram.\n2. Extend the City’s engagement with Energy Solutions for a period of twelve (12) months\nthrough February 2025.\n3. Authorize the City Manager, or his designee, to sign all documents.\nStaff began working with Energy Solutions in February 2021 to develop a Community Solar\nProgram for approval by the California Energy Commission (CEC). Energy Solutions was\nselected to support the City due to their technical expertise and success in supporting the\napproval and development of similar community solar programs.

Approval of a budget adjustment in the amount of $170,276 to fund the four (4) additional\npositions for the remaining 4 months of the Fiscal Year 2023-2024.\nAfter receiving the bids for the contract, City staff reviewed the cost and weighed the options\nfor this program. Our analysis shows that by expanding staff by four (4) new FTEs and\nbringing the contract services in-house, we can maintain response times and level of service,\nwhile saving money

This\nprocess\nprovides the City Council the opportunity to review the expenditures of the City. Claims are\npaid via checks, Automated Clearing House (ACH) payments, or federal wires. The justifying\nbackup information for each expenditure is available in the Finance Department.

Final Map Approval – Tract Map No. 061817-01 (Located at the Northwest Corner of Avenue\nH-8 and 17th Street East)\nRecommendation(s):\nApprove the map and accept the dedications as offered on Tract Map No. 061817-01, located\nat the northwest corner of Avenue H-8 and 17th Street East; make findings that this project\nwill not violate any of the provisions of Sections 66473.5, 66474.1 and 66474.6 of the\nSubdivision Map Act; and instruct the City Clerk to endorse on the face of the map the\ncertificate which embodies the approval of said map and the dedications shown thereon.\nThe Final Map is in substantial conformance with the approved tentative map and phasing\nmatrix. Tract Map No. 061817-01 has been examined by the City Surveyor, and is ready for\nCouncil approval. In addition, an Undertaking Agreement and Improvement Securities have\nbeen submitted to guarantee the installation of improvements.

This collaboration has resulted in two major grant awards from the\nCEC, which yielded a combined total of $6,468,839.00 of grant funding to support the\ndevelopment and implementation of a comprehensive suite of advanced community energy\nsolutions designed to produce economic and environmental benefits for the Lancaster\ncommunity.

Staff has\nidentified several parcels that will not be utilized for development projects implemented,\nowned, and/or operated by the City.

Resolution Approving the Adoption of the Defined Benefit Platform Proposed by Shuster\nAdvisory Group, LLC.\nRecommendation(s):\nStaff recommends that the City Council adopt Resolution 24-XX approving the adoption of a\nnew Defined Benefit platform for the City of Lancaster Supplemental Defined Benefit\nRetirement Plan and related Governmental Excess Benefit Arrangement and the\ndiscontinuance of the Public Agency Retirement System’s (PARS) PARS Retirement\nEnhancement Plan (REP) and PARS City of Lancaster Excess Benefit Plan and the related\nTrusts. This Resolution was originally presented and approved by the City Council as\nResolution No. 23-27 on May 9, 2023. The actual transition will occur on or around March\n31, 2024, and the current administrator requires an approved Resolution with the actual date\nof termination within the resolution. This Resolution 24-XX is a restatement of the already\napproved Resolution 23-27, with the transition services dates updated.\nAfter a review of the current fees, investment portfolios, and services, it was determined that\nsignificantly reduced fees and improved investment flexibility, customization, transparency,\nand service could be achieved by transferring our plan administration and portfolio\nmanagement to a different program provider.

Adopt Resolution No. ____, To Create An Ad Hoc Committee Pursuant To Chapter 2.32 of\nthe Municipal Code For The Purpose of Studying Whether and Recommending How the\nCity’s At-Large Method of Conducting Elections Must Be Changed To Comply With the\nCRVA.\n2. Consideration of nomination and appointment of committee members to the Ad Hoc\nCommittee to review the At-Large Method of Conducting Elections.\nThis proposed resolution creates an ad hoc committee as authorized by Chapter 2.32 of the\nLancaster Municipal Code for the purpose of studying whether and recommending how the\nCity’s at-large method of conducting elections must be changed to comply with the CRVA.

Office of Justice Programs FY23 Byrne Discretionary Grant\nRecommendation(s):\nRecognize revenue in the amount of $1,100,000 into account number\nOJPBYRNE24.FEDOTHER (30030000.4998), and appropriate the same amount to expense\naccount number OJPBYRNE24.MISCGRANT (30030000.5656)\nThe Office of Justice Programs within the DOJ requested that we apply to the 2023 Byrne\nDiscretionary Grant in order to receive the allocated funding which resulted in accepting and\nawarding the City’s application in May 2023. Once all training certification and paperwork\nwas completed, the City was given approval to purchase the equipment and installation\nneeded for this project. The President signed into public law on December 29, 2023 the\nConsolidated Appropriations Act for FY2023, HR2617 which included the City’s project.\nCOUNCIL REPORTS
