Authorize the Executive Director, or his designee, to finalize and execute all documents\nrelated to the Agreement.\nIn May 2022, the City entered into an agreement with consultant Affordable Housing\nSolutions (AHS) following a Request for Proposals (RFP) process to procure technical\nassistance services related to affordable housing projects, programs, and funding sources.

Approve, in substantially the form provided, Loan Agreement between the Lancaster\nHousing Authority and Maison's Sierra Phase 2, LP, a California Limited Partnership in the\namount of $3,509,756.67 to fund a portion of the costs associated with the construction of\nan 171 multifamily residential unit project (TTM 84221), consisting of 169 restricted\nrental units and 2 unrestricted manager's units. The project will have 132 one-bedroom\nunits, and 39 two-bedroom units, serving tenants with rents affordable to households\nearning 30%-70% of area median income (AMI).\n2. Approve Subordination of the Housing Authority Loan and Deed of Trust to\nconstruction loan and permanent loan in a total amount not to exceed $33,846,000.\n3. Authorize the Executive Director, or his designee, to negotiate, finalize, and execute all\ndocuments necessary or appropriate to complete the transaction, in a form to be approved\nby the City Attorney.\nOn March 14, 2023, the Housing Authority members approved an Exclusive\nNegotiating Agreement with Ravello Holdings, Inc. On May 9, 2023, the City Council and\nthe Lancaster Housing Authority authorized the execution of a Disposition and\nDevelopment Agreement (DDA) with Ravello Holdings, Inc. for the purchase and\nsubsequent development of vacant parcels between Whit Carter Park and Avenue H and\nsouth of Avenue H-8 between Sierra Highway and Cedar Avenue (3135-001-900-919,\n3135-005-901, -904-914, 3135-006-900, -901, -903, -905-923, 3135-025-986, -987). The\n60-acre project has been broken down into three phases, consisting of a total of 450-499\naffordable housing units.

School Law Enforcement Services Agreement for School Resource Officer Program – City of\nLancaster Police Department and Westside Union School District\nRecommendation(s):\n1.\nApprove School Law Enforcement Services Agreement for School Resource Officer\nProgram By and Between City of Lancaster and Westside Union School District.\n2.\nAuthorize the City Manager, or his designee, to sign all documents related to the\nagreement and all amendments, including amendments to extend the term, and add additional\nservices as desired, subject to City Attorney approval.\nIn 2023 the City Council created the City of Lancaster Police Department as a community led\npolicing agency to address quality-of-life issues related to public safety. Since that time,\nthere have been expressed needs from school districts for a School Resource Officer\nProgram. Amendment to the Lancaster Municipal Code Section 11.08.090 Regarding Mobile Home\nParks\nRecommendation(s):\nIntroduce Ordinance No._____, amending Section 11.08.090 of the Lancaster Municipal\nCode concerning mobile home rent increases following certain vacancies, sales, or transfers.\nThe proposed amendment balances the interests of mobile home park owners and residents\nby allowing limited rent increases during ownership changes while protecting certain family\ntransfers from such increases. The ordinance maintains necessary regulatory oversight while\nproviding more flexibility in the mobile home rental market.\nPH 2. Substantial Amendment to the City’s 2025-2026 Action Plan – NSP1\nRecommendation(s):\na. Conduct a public hearing and upon accepting public testimony concerning housing and\ncommunity development needs, priority non-housing community development needs,\nproposed strategies and actions for affirmatively furthering fair housing, the development of\nproposed activities, and review of program performance, proposals and questions;\nb. Approve the Substantial Amendment to the 2025-2026 Action Plan to allow for the transfer\nof $2,156,001 in Neighborhood Stabilization Program 1 (NSP1) program income funds to the\nCity’s Mariposa Park Project ($560,000) and the First Time Homebuyer Program\n($1,596,001) ; and\nc. Authorize the City Manager, or designee, to execute and transmit all necessary documents\nto the U.S. Department of Housing and Urban Development (HUD), including the\nSubstantial Amendment to the Action Plan to ensure the City’s timely expenditure of HUD\nfunds.\nHUD requires all entitlement communities receiving CDBG funds, such as the City, to\nprepare and submit a Consolidated Plan every five (5) years to establish a unified, strategic\nvision for economic development, housing and community development actions. The\nConsolidated Plan encompasses the analysis of local community needs and coordinates\nappropriate responses to those needs and priorities.\nPH 3. Community Development Block Grant (CDBG-CV) CARES Act Substantial Amendment to\nthe 2019-2020 Action Plan.\nRecommendation(s):\na. Conduct a public hearing and upon accepting public testimony;\nb. Approve the Community Development Block Grant (CDBG-CV) CARES Act Substantial\nAmendment to the 2019-2020 Action Plan (“Action Plan”) to allow for the reprogramming of\n$1,519,396.46 in CDBG-CV funds to one (1) new activity; and\nc. Authorize the City Manager, or designee, to execute and transmit all necessary contracts\nand associated documents, including the Substantial Amendment to the Action Plan, and any\nadditional amendments, to ensure the City’s timely expenditure of HUD funds.\nCongress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the\nPresident signed it on March 27, 2020, authorizing $2.2 trillion in a variety of stimulus\nmeasures to prevent, prepare for, and respond to the COVID-19 pandemic. The law includes\na special allocation of the Community Development Block Grant (CDBG-CV) to enable\ncommunities to effectively address the impact of COVID-19, especially for low- and\nmoderate-income residents. These funds are separate and distinct from the City’s formula\nCDBG funds and must comply with the requirements summarized in 24 CFR § 570 and the\nflexibilities authorized in the CARES Act and summarized in Federal Register Notice 6218N-01.\nPH 4. Vacation of a Portion of the Public Road Easement Described and Shown in the Road Deed\nas Instrument No. 91-1041663 of Official Records on July 9, 1991, Located at the Southwest\nCorner of Avenue L and 5th Street East\nRecommendation(s):\nAdopt Resolution No._____, ordering the vacation of a portion of the public Road Easement\ndescribed and shown in the Road Deed recorded as Instrument No. 91-1041663 of Official\nRecords on July 9, 1991, located at the southwest corner of Avenue L and 5th Street East, in\nthe City of Lancaster, County of Los Angeles, State of California.\nSaid public Road Easement was dedicated to the City as part of the conditions of approval for\nTract Map No. 48978. City staff recommends to vacate a ±670 square-foot portion of the\npublic Road Easement as described and shown on Exhibits “A” and “B” of the Resolution.\nSaid portion of the road easement is no longer needed and has been determined to serve no\nforeseeable use.\nPH 5. The proposed project would consist of one building totaling\n401,973 square feet and the other totaling 405,032 square feet. Both buildings would be 50\nfeet in height. Use of the site is intended to be general industrial operation.\nPH 6. Appeal of Mixed Use Development at Avenue L and 15th Street West\nRecommendation(s):\n1. The applicant, Westlanc Partners, filed TTM No. 24-001 (84317) and CUP No. 21-001\nfor the development of the subject property with a mixed use project consisting of 181 multifamily residential units, a 235 room hotel, 12,800 square feet of commercial uses, and a 3,800\nsquare foot club house; and to subdivide the subject property into six parcels. In order to\nfacilitate the development of the project site, the applicant has also requested a GPA (GPA\nNo. 21-001) and ZC (ZC No. 21-001) to change the land use designation from NU to UR and\nthe zoning from RR-2.5 to MU-C.
