(1) 21-0042-S3 EXEMPTION FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION 15061(B)(3) OF THE STATE CEQA GUIDELINES AND ARTICLE II, SECTION 1 OF THE CITY CEQA GUIDELINES; COMMUNICATIONS FROM THE CITY ATTORNEY AND LOS ANGELES HOUSING DEPARTMENT, and ORDINANCES FIRST CONSIDERATION relative to amending Article 14.6, Chapter IV of the Los Angeles Municipal Code (LAMC) to sunset eviction protections related to the COVID-19 pandemic, and adding Article 11 to Chapter XX of the LAMC to waive specified fees, fines, and penalties, as specified; adding Article 5 to Chapter XVI of the LAMC to prohibit terminations of tenancies without just cause and requiring relocation assistance for no-fault evictions, as specified; amending the Rent Stabilization Ordinance provisions on resident manager evictions, tenant notifications, and relocation assistance; and repealing duplicative or expired LAMC provisions relating to evictions; and, recommendations for the expiration of the COVID-19 eviction moratorium, adoption of tenant relocation assistance protections for economic displacement, and a threshold for evictions for non-payment of rent for all residential rental units. Recommendations for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR: APPROVE the accompanying RESOLUTIONS recommending legislative positions for the 2023 - 2024 Federal and State Legislative Program, as submitted by POLA and attached to the Council file, to support legislative proposals that would: Streamline the National Environmental Policy Act (NEPA) clearance process, and allow the use of state-prepared NEPA documents and clearances for National Highway Freight Network projects. Utilize unspent Harbor Maintenance Tax revenues in a manner consistent with the framework outlined in the 2020 Water Resources Development Act. APPROVE the accompanying RESOLUTIONS recommending legislative positions for the 2023 - 2024 Federal and State Legislative Program, as submitted by LAWA and attached to the Council file, to support legislative proposals that would: Create funding opportunities for the development of workforce development programs focused on training for zero-emission technologies. Provide funding to implement and continue to advance the objectives of the Clean Air Action Plan. Provide funding for grid and shoreside power infrastructure in concordance with the objectives of the Clean Air Action Plan and the Governor’s Executive Order N-79-20. Provide funding opportunities to expand the Port Optimizer consistent with stakeholder needs. INSTRUCT the CLA, with assistance of POLA, to monitor the following proposals, and instruct the CLA to report and prepare resolutions, if necessary, when additional details regarding the legislation are available: Legislation that seeks to address supply chain disruption, cost, and inefficiency.

(13) 23-0002-S4 COMMUNICATION FROM THE CHIEF LEGISLATIVE ANALYST (CLA) and RESOLUTIONS relative to the Los Angeles City Tourism Department (CTD) 2023-2024 proposed legislative program. Recommendation for Council action, SUBJECT TO THE CONCURRENCE OF THE MAYOR: APPROVE the accompanying RESOLUTIONS recommending legislative positions for the 2023 - 2024 Federal and State Legislative Program, as submitted by the CTD and attached to the Council file, to support any legislative proposal that would modernize visa processing through the following means: Authorize the State Department to test and broadly implement video conferencing technology for visa interviews, to increase processing capacity and reduce wait times at embassies. Provide permanent authorization for the State Department to broadly waive interviews for low risk B1/B2 visa renewals. Authorization for multiple federal agencies to collect biometrics for visa applicants, which will eliminate the need for in-person appointments at U.S. embassies and consulates.

APPROVE the accompanying RESOLUTION to include in the City’s 2023-2024 State Legislative Program SUPPORT and/or SPONSORSHIP of legislation or administrative action that would make available at minimum 400 additional Housing and Urban Development (HUD) Section 8 Project-based Vouchers a year for people experiencing homelessness. INSTRUCT the CLA, with assistance of the LAHD, to monitor a proposal under which HUD would allow jurisdictions with a population of over 2 million to form a Continuum of Care and instruct the CLA to report and prepare a Resolution, if necessary, when additional information is available.

(19) 23-0045 MOTION (SOTO-MARTÍNEZ - HARRIS-DAWSON) relative to funding for the Los Angeles Department of Aging (DOA) Senior Emergency Meals Program for Older Adults. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the DOA to transfer identified savings into the Contractual Services account; to augment the funding and extend the contract term with its current provider (Everytable); and, per Council instruction, authorize the Department to submit an interim budget request for additional funding to continue the program beyond its current closing date of January 15, 2023. INSTRUCT the DOA to work with the Office of the City Administrative Officer to continue reviewing its budget to identify additional savings that could be added to the Department's contractual services account to further support the Senior Meals Program. (7) 22-1393 PUBLIC WORKS COMMITTEE REPORT relative to a Public Works Trust Fund loan to implement the CleanLA, LA River Rangers, LA Community Composting, and Edible Food Waste Recovery projects. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE a new $15,003,646 loan from the Public Works Trust Fund (Fund No. 834/50), payable by the CA for All Youth Workforce Development Grant Fund (Fund No. 65N/22, RSC or Appr. TBD), to front-fund and implement four projects - CleanLA, LA River Rangers, LA Community Composting, and Edible Food Waste Recovery - at the Board of Public Works (BPW) funded by the California for All Youth Grant Program. FIND that the loan proceeds will be deposited into the City’s General Fund No. 100/74, which interest earned is retained by said fund and is also the same fund where interest earned in the Public Works Trust Fund No. 834 is transferred to on an interim basis. APPROVE the waiver of interest assessment. AUTHORIZE the BPW, Director of Accounting, to transfer $15,003,646 from available funds within the Public Works Trust Fund (Fund No 83450) to the BPW (Fund No. 100/74), and increase appropriation account authority, as follows: Account Title Amount 001010 Salaries, General $840,206 003040 Contractual Services 14,163,440 Total: $15,003,646 AUTHORIZE the reimbursement of grant funds received from the State of CA Office of the Governor's California Volunteers to be deposited into the California for All Youth Workforce Development Grant Fund (Fund No. 65N22, RSC or Appr. TBD) and transfer said receipt to the Public Works Trust Fund (Fund No. 834/50, BS TBD) on a monthly basis until full repayment is received by no later than September 30, 2024. AUTHORIZE by resolution one Project Coordinator (Class Code: 1537) position to be employed in BPW, to provide project support for the CA For All grant project titled “LA River Rangers”, subject to allocation and exemption approval by the Board of Civil Service Commissioners in accordance with Charter Section 1001(d)(4) based on the position being grant-funded for a term not-to-exceed three years.
