Recommendations for Council action: FIND that this rejection of the portion of future street as public street is categorically exempt from the California Environmental Quality Act of 1970, pursuant to Article III, Class 5(22) of the City's Environmental Guidelines. ADOPT the accompanying RESOLUTION rejecting the future street as public street located on 1901 West Blake Avenue as shown on Exhibit A of the City Engineer report dated May 24, 2022, attached to the Council file, subject to the following condition: That petitioner make satisfactory arrangement with the Bureau of Engineering, Real Estate Division (RED) with respect to the payment of document recording fee. Recommendation for Council action: REQUEST the City Attorney to amend its draft ordinance for LAAC Section 10.2 and include Section 10.2.1 (a) and (c), which relate to contracts funded by General City Purposes and Assembly Bill 1290.

(16) 22-0979 PUBLIC SAFETY COMMITTEE REPORT relative to a status update on the development of a multi-year plan for unarmed response; and policy considerations for creating an Office of Unarmed Response (OOUR); and related matters. Recommendations for Council action: CONFIRM the City’s primary objectives for alternative response and the intended purpose of an OOUR, as outlined in the City Administrative Officer (CAO) report dated May 15, 2023, attached to Council file No. 22-0979. INSTRUCT the CAO to develop, within the next 120 days, a robust performance management and evaluation program for the Unarmed Model of Crisis Response Pilot (UMCRP), and, if implemented, to monitor and gather key insights from the successes and opportunities from the pilot year; and, include all current models in their robust performance management and evaluation program for the UMCRP. INSTRUCT the CAO to report to Council, within the next 120 days, on all funding the City is allocating to all programs that fall under Alternative and Unarmed responses and any duplicative services; and include the preliminary value for the dollar in regards to the efficacy of the program (for example - what is the value of a mediation program as opposed to having interventionists, what is the value of a peace ambassador compared to other alternatives, etc.); and compare this to the current public safety system; and compare how the program improves the City’s response toward people’s feelings of being unsafe. INSTRUCT the CAO, in consultation with the Chief Legislative Analyst (CLA), the Mayor’s Office of Community Safety, the Los Angeles Police Department (LAPD), and other partners, to report to Council within 90 days, on progress to determine which 9-1-1 call types are appropriate to divert to alternative response models, and specifically: Which of these calls should be assigned to an OOUR. Which of these calls are currently addressed by existing programs, which may be addressed by expanding existing programs, and which would require new programs. INSTRUCT the CAO, in consultation with the CLA, the Mayor’s Office of Community Safety, the LAPD, and other partners, to report to Council with regular updates to the City’s alternative response framework based on the shared vision, including: Reports on key leadership decisions and community feedback. Updates on potential costs and timeline for program expansion. Analysis of current programs’ performance metrics and data. AMEND the “Primary Objectives for Alternative Response” section contained in the CAO report dated May 15, 2023, attached to the Council file, to update and rearrange the order of objectives, and add an additional objective (Primary Objective No. 4), respectively, as follows: Primary Objective No. 1: Reduction in use of force incidents in all calls and involvement of the criminal justice system. Primary Objective No. 2: Improve the efficacy of sworn police officer deployment and review the scope of work of the LAPD. Primary Objective No. 3: Improve social and mental health services for individuals in crisis or for select demographics (i.e. people experiencing homelessness). Primary Objective No. 4: View public safety in a more holistic way (i.e. looking at why people are concerned or frustrated with the current system, are people housed or facing food insecurity, etc.).

(17) 23-0244 PUBLIC SAFETY COMMITTEE REPORT relative to adding the City Attorney to the City’s Administrative Citation Enforcement Program (ACE) as an Enforcement Officer; authorizing the City Attorney to modify the processes set forth in ACE, as appropriate; and related matters. Recommendations for Council action, pursuant to Resolution (McOsker – Harris-Dawson): RESOLVE that, inasmuch as the City Attorney is an Enforcement Officer of ACE as defined in Section 11.2.02 of the Los Angeles Municipal Code (LAMC), the City Council hereby adds the City Attorney as an Enforcement Officer empowered to enforce any and all violations of any provision of the LAMC under either or both LAMC Sections 11.00 or 11.2. RESOLVE that the City Attorney is hereby authorized to modify the processes set forth in ACE to implement ACE, as appropriate, for the addition of the City Attorney, including implementing citation forms, administrative procedures, protocols, appeals to a hearing officer and designation of a citation processing company as the City Attorney determines is necessary or appropriate for Administrative Citations issued by the City Attorney. The issuance of an Administrative Citation by the City Attorney shall constitute the initial review otherwise required under LAMC Section 11.2.08(a)(1) and the Responsible Person may pay the Administrative Citation or contest an Administrative Citation issued by the City Attorney directly as set forth in LAMC Section 11.2.08(a)(2) and 11.2.09.

DIR-2020-7604-SPR-TOC-HCA; VTT-83227-CN-HCA, is statutorily exempt from the California Environmental Quality Act pursuant to Public Resources Code (PRC) Section 21155.1, and qualifies as a transit priority project pursuant to PRC Section 21155(b) that is declared to be a Sustainable Communities Project, which by definition means that the proposed project is consistent with the general land use designations, density, building intensity, and applicable policies specified for the project area in the Regional Transportation Plan/Sustainable Communities Strategy prepared by the Southern California Association of Governments pursuant to PRC Section 21155(a); and contains more than 50 percent residential; provides a minimum net density greater than 20 units an acre; and is within one-half mile of a major transit stop or high-quality transit corridor included in a regional transportation plan per PRC Section 21155(b); and, that meets all criteria of Subdivisions (a) and (b), including environmental criteria, land use criteria, and at least one criteria (affordable housing) of Subdivision (c) of PRC Section 21155.1; for the demolition and removal of an existing surface parking lot from the Project Site and development of the site with a seven-story, 119,508-square-foot mixed-use building, which would include 145 multi-family residential dwelling units and up to 2,000 square feet of neighborhood-serving commercial uses. Of the 145 dwelling units, 7 units to be set aside as restricted affordable to Moderate Income households at 150% Area Median Income pursuant to the income and rent levels of Land Use Schedule 1 (HUD Gross) as determined by the Los Angeles Housing Department, 15 units would be set aside as Extremely Low Income, resulting in a total of 22 restricted affordable units. The mix of dwelling units would include 20 studios, 111 1-bedrooms, and 14 2-bedrooms; the building would reach a maximum height of 93 feet; Vehicle parking would be provided in 1.5 above ground levels and two subterranean levels and would include 184 vehicle parking spaces. The Project would include a total of 111 bicycle parking (99 long-term spaces and 12 short-term spaces). The Project would include 15,051 square feet of open space, including unit balconies, fitness center, a dog run, pool and courtyard, and a sky deck. There are 13 non-protected trees on or near the Project Site, some or all of which could be removed as part of the Project, including 10 street trees.
