(1) 24­0600­S35 BUDGET, FINANCE AND INNOVATION COMMITTEE REPORT relative to Fiscal Year (FY) 2024­25 appropriations limit. Recommendations for Council action: 1. PROVIDE the public, in accordance with Section 7910 of the Government Code, the opportunity to review the documentation attached to the City Administrative Officer (CAO) report dated July 30, 2024, attached to Council file No. 24­0600­S35, for at least 15 days before adopting an appropriations limit for FY 2024­25. 2. ADOPT the following factors to calculate the appropriations limit for FY 2024­25: a. Population Percent Change​ – City: 0.27 percent b. Nonresidential New Construction: 7.86 percent 3. (2) 24­0885 CD 10 PUBLIC WORKS COMMITTEE REPORT relative to designating the intersection of Martin Luther King Jr. Boulevard and Roxton Avenue as “Church of the Transfiguration Square." Recommendations for Council action, pursuant to Motion (Hutt – Harris­ Dawson): 1. DESIGNATE the intersection of Martin Luther King Jr. Boulevard and Roxton Avenue as “Church of the Transfiguration Square." 2. DIRECT the Los Angeles Department of Transportation to fabricate and install permanent ceremonial signs to this effect at this location, in consultation with Council District 10. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

(3) 24­0947 PUBLIC WORKS COMMITTEE REPORT relative to protected bicycle lane maintenance. Recommendation for Council action, pursuant to Motion (Soto­Martinez – Blumenfield – Raman): DIRECT the Bureau of Street Services, with support from the Los Angeles Department of Transportation and City Administrative Officer (CAO), to report on the following: a. Resources needed (equipment and staffing) per mile to sweep existing protected bicycle lanes every other week. b. An overview of existing practices for protected bicycle lane maintenance, including equipment inventory, equipment transportation needs, staffing needs, cost per mile of maintaining protected bicycle lanes using existing practices, and current protected bike lane maintenance funding mechanisms. c. Best practices review for protected bicycle lane maintenance including frequency, cost­benefits analysis of alternative equipment/methods, and additional factors that should be considered identified in this review. Fiscal Impact Statement: Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.

(4) 24­0294 PUBLIC WORKS COMMITTEE REPORT relative to the maintenance of current and future pedestrian bridge and tunnel projects. Recommendations for Council action, pursuant to Motion (Blumenfield ­ Raman): 1. INSTRUCT the Bureau of Engineering (BOE), with the assistance of the Bureau of Street Services (BSS), Department of Recreation and Parks (RAP), Los Angeles Department of Transportation (LADOT), and Bureau of Street Lighting (BSL), to report to Council with recommendations to determine which agencies will be responsible for maintenance of current and future pedestrian bridge and tunnel projects, including recommendations to incorporate maintenance needs in the planning and approval phases of future projects, as well as recommendations to incorporate agencies responsible for maintenance in the design of future projects. 2. INSTRUCT the BOE, with the assistance of the BSS, RAP, LADOT, and BSL, to report to Council on the current maintenance responsibilities for existing pedestrian bridges and tunnels, including ongoing funding needs for maintenance; and, to report to Council with recommendations to ensure consistent maintenance policies across all existing pedestrian bridges and tunnels. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
