STAFF RECOMMENDS REJECTION OF ALL BIDS FOR THE IMPROVEMENT\nWORK AT LOS ANGELES COUNTY FIRE STATION 147\nComments:\nThe City conducted an informal bidding process for the improvements at Fire Station 147 and\nthree (3) contractors were invited to bid. After bids were submitted it was determined that the\nlowest bidder Seniors and Juniors Inc. did not comply with submitting required documents during\nthe bidding process. Therefore, Staff recommends city council to reject all bids and re-advertise\nthe informal bid. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LYNWOOD, REJECTING ALL BIDS FOR THE\nIMPROVEMENTS AT LOS ANGELES COUNTY FIRE STATION 147.”

LOCAL AGENCY TECHNICAL ASSISTANCE GRANT AWARDED BY THE\nCALIFORNIA PUBLIC UTILITIES COMMISSION IN THE AMOUNT OF $444,000 AND\nPARTNERING WITH HR&A ADVISORS TO SUCCESSFULLY IMPLEMENT AND\nEXECUTE AWARDED FUNDS\nComments:\nA Local Agency Technical Assistance grant was awarded by the California Public Utilities\nCommission to the Lynwood Unified School District and the City of Lynwood in the amount of\n$444,000. LUSD in conjunction with the City is partnering with HR&A Advisors to implement and\nexecute awarded funds. 14. RESOLUTION IN OPPOSITION OF INITIATIVE 21-0042A1; LETTER OF PROTEST\nFOR FAILED EXIDE CLEAN-UP EFFORTS\nComments:\nOn Feb. 1, 2023, the “Taxpayer Protection and Government Accountability Act,” or AG# 21-\n0042A1, qualified for the November 2024 ballot. This anti-local control measure will decimate vital\nlocal and state services to the benefit of wealthy corporations. The measure is sponsored by the\nCalifornia Business Roundtable (CBRT) — the lobbying arm of the largest and wealthiest\ncorporations in California.\nRecommendation:\nStaff recommends that the City Council do the following:\n1. Review and approve a "Resolution to Oppose Initiative 21-0042A1” and execute the\nattached letter informing the League of California Cities that the City of Lynwood joins its\neffort to defeat this proposition.\n2. Execute a letter to Department of Toxic Substances Control protesting the failed efforts to\nclean up the contamination caused by Exide.

CONSIDERATION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE\nCITY OF LYNWOOD AND THE COUNTY OF LOS ANGELES FOR COORDINATION\nOF DIGITAL CONNECTIVITY INVESTMENTS\nComments:\nConsideration to approve a Memorandum of Understanding (MOU) between the City of Lynwood\nand the County of Los Angeles to cooperate and coordinate resources to apply for third party\nfunding opportunities and/or development of community-based connectivity projects. (IT)\nRecommendation:\nIt is recommended that the City Council (i) approve a Memorandum of Understanding (MOU)\n(Attachment “A”) between the City and the County of Los Angeles to support broadband\nconnectivity and address the digital divide in the form finalized by the City Manager and City\nAttorney; and (ii) authorize the City Manager and City Attorney to make non-substantive changes\nand execute all related documents.

16. CITYWIDE MONUMENT DESIGN SELECTION\nComments:\nOn October 26, 2022, city entered into an agreement with Hunt Design to provide design and\nplanning services for citywide monument identification signs. Entry and exit monument sign\nconcepts were presented to the CIP adhoc committee on January 31, 2023. The committee\nreviewed concepts and made its recommendations to be considered by the City Council. The\nCity Council will consider the concepts approved by the committee consider approval of design\nand locations for primary, secondary, and tertiary city monuments to be displayed throughout high\ntraffic entrances of the City.\nRecommendation:\nStaff recommends that the City Council review and select from proposed entry/exit monument\ndesigns and adopt the attached resolution entitled: “CITYWIDE MONUMENT DESIGN\nSELECTION.”
