8.4\nADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-2024 FUNDED BY\nSenate Bill 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017\nComments:\nStaff is recommending the City Council to adopt the list of projects which will be funded\nby Senate Bill 1 (SB1) for Fiscal Year 24. As required by SB1, City Council must accept\nthe project list by resolution in order to receive Road Maintenance and Road Account\n(RMRA) funding for the next fiscal year. Staff has prepared a list of projects which will be\nfunded by SB1 and will continue with matching other requirements to ensure the receipt\nof RMRA funding.\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-2024\nFUNDED BY SENATE BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF\n2017.”

9.2 AWARD OF CONTRACT TO MOTOROLA SOLUTIONS, INC. FOR THE PURCHASE\nAND INSTALLATION OF 20 AUTOMATED LICENSE PLATE READER CAMERAS AT\nSTRATEGIC LOCATIONS THROUGHOUT THE CITY\nComments:\nAutomated license plate recognition (ALPR) cameras capture vehicle information such as\nlicense plate, make, model, and color. With the ability to connect to a law enforcement\ndatabase, this will allow the Sheriff's department capture critical investigative data to\nenhance public safety.\nRecommending award of contract to Motorola Solutions, Inc. for the purchase and\ninstallation of 20 ALPR cameras at strategic locations throughout the City.\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO MOTOROLA SOLUTIONS, INC. IN THE AMOUNT OF $144,417.50\nFOR THE PURCHASE AND INSTALLATION OF 20 MOTOROLA AUTOMATED\nLICENSE PLATE READER CAMERAS; AUTHORIZING THE CITY MANAGER TO\nAPPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT; AND\nAUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT APPROVED AS TO\nFORM BY THE CITY ATTORNEY.”

9.3 APPROVAL AND AWARD OF CONTRACT TO EDGEWORTH SECURITY FOR THE\nPURCHASE AND INSTALLATION OF 26 VERKADA MULTI-SENSOR DOME\nCAMERAS AND WIRELESS NETWORK INFRASTRUCTURE\nComments:\nThe City has 26 surveillance cameras at traffic intersections throughout the City and and\nsome park locations that were installed 13 to 14 years ago and were monitored by the\nSheriff's Department. The cameras and wireless network are no longer operational due\nto age.\nRecommending award of contract to Edgeworth Security for the purchase and installation\nof 26 Verkada surveillance cameras to replace non-operational cameras at existing\n4\nlocations. (IT)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO EDGEWORTH SECURITY AS THE LOWEST RESPONSIBLE BIDDER,\nIN THE AMOUNT OF $344,536.42 FOR THE PURCHASE AND INSTALLATION OF 26\nVERKADA MULTI-SENSOR DOME CAMERAS AND WIRELESS NETWORK\nINFRASTRUCTURE; AUTHORIZING THE CITY MANAGER TO APPROVE\nAGREEMENT AMENDMENTS RELATED TO THE PROJECT; AND AUTHORIZING THE\nMAYOR TO EXECUTE THE AGREEMENT APPROVED AS TO FORM BY THE CITY\nATTORNEY.”

(RDN) to review and prepare a Water\nand Sewer Rate Study at the December 12, 2022 council meeting. RDN has completed\ntheir review and has prepared recommendations for discussion and approval at the Public\nHearing on August 01, 2023 during the regular meeting of the City Council.\nRecommendation:\nStaff recommends that the City Council “RECEIVE AND FILE THE PROPOSITION 218\nPUBLIC HEARING REQUIREMENTS AND FINDINGS; AND AUTHORIZE CITY STAFF\nTO RELEASE THE PUBLIC NOTICE PER REGULATIONS FOR THE WATER AND\nSEWER RATE STUDY RECOMMENDATIONS ON JUNE 08, 2023.”

9.5 INTENT TO LEVY PARKING AND BUSINESS IMPROVEMENT DISTRICT (PBID)\nANNUAL ASSESSMENT AND APPROVE THE PBID ANNUAL SPENDING PLAN FOR\nFISCAL YEAR 2023-24 AND 2024-25\nComments:\nOn November 27, 1985, Lynwood Ordinance 1262 was adopted into law establishing the\nParking and Business Improvement District (PBID). PBJD assessments are levied as a\nfair and equitable way to provide funds to maintain, operate, and improve business areas\nin the City. The fundamental purpose of the PBID is to promote the economic\nrevitalization and physical maintenance of the Lynwood business community.\nRecommendation:\nStaff recommends that the Council:\n1. Adopt the attached resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF LYNWOOD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA APPROVING THE PARKING AND BUSINESS IMPROVEMENT\n5\nDISTRICT (PBID) ADVISORY BOARD'S RECOMMENDATION OF SETTING THE\nASSESSMENT AGAINST BUSINESS ENTERPRISES IN THE PBID FOR FISCAL\nYEARS 2023-24 AND 2023-24, AND FIXIING THE TIME AND PLACE OF A\nPUBLIC HEARING FOR THE LEVY OF THE ASESSMENT."

9.6\nSECOND AMENDMENT TO THE NORTH STAR LAND CARE AGREEMENT FOR\nTREE TRIMMING AND TEMPORARY LANDSCAPING SERVICES AND\nAPPROPRIATION OF FUNDS\nComments:\nThe City currently has an agreement with North Star Landcare (North Star) to provide tree\ntrimming, maintenance and inspection services for a not to exceed amount of $850,000.\nRain storms caused damage to several landscaped medians and trees throughout the\nCity that required attention. Los Amigos East and West Parks also need emergency\nmaintenance. The estimated cost of these unforeseen expenses will exceed the annual\ncompensation limit. Staff is requesting that the annual compensation amount be\nincreased in order to cover the additional expenses in the current fiscal year and until the\nterm of the current agreement which expires in December of 2023.\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A\nSECOND AMENDMENT TO THE AGREEMENT WITH NORTH STAR LAND CARE\nINCREASING THE ANNUAL NOT-TO-EXCEED COMPENSATION BY $140,000 AND\nAPPROPRIATING SAID AMOUNTS TO THE FY2022/23 AND FY2023/24 BUDGETS\nFROM LYNWOOD RECOVERY PLAN MONIES TO THE TREE MAINTENANCE\nDIVISION FOR CONTINUED TREE TRIMMING AND TEMPORARY SUPPLEMENTAL\nSTREET MEDIAN AND GENERAL LANDSCAPING.”
