8.4 RIGHT-OF-WAY USE AGREEMENT WITH THE GATEWAY CITIES COUNCIL OF\nGOVERNMENTS FOR THE INSTALLATION, MAINTENANCE, AND OPERATION OF\nTHE GATEWAY CITIES REGIONAL FIBER OPTIC NETWORK WITHIN THE CITY'S\nBOUNDARIES\nComments:\nThe Gateway Cities Council of Governments has pursued a $46.1 million grant from the\nCalifornia Public Utilities Commission (CPUC) and entered into a Joint Build Agreement\nwith the California Department of Technology (CDT) to design and construct the Gateway\nCities Regional Fiber Optic Network (Network) for a total of $103 million, for the purpose\nof furthering digital equity and expanding connectivity, competition, affordability, and\naccess in the Gateway region. (IT)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO:\n1. APPROVE THE RIGHT-OF-WAY (ROW) USE AGREEMENT BETWEEN THE\nCITY OF LYNWOOD AND THE GATEWAY CITIES COUNCIL OF\nGOVERNMENTS FOR THE INSTALLATION, MAINTENANCE, AND OPERATION\nOF THE GATEWAY CITIES REGIONAL FIBER OPTIC NETWORK ON THE\nCITY'S RIGHTS-OF-WAY; and\n2. FOR THE ANNUAL STREET\nIMPROVEMENTS – PRIORITY 1 – FY 24/25 PROJECT (CIP NO.\n2101|2121|2357|2352|9056.68.142)\nComments:\nOn April 18, 2025, the bid opening for the Annual Street Improvements – Priority 1 project\nwas held, and staff determined that Hardy & Harper, Inc. was the lowest responsible and\nresponsive bidder. Staff recommends that the City Council of the City of Lynwood award\nthe contract for the Annual Street Improvements – Priority 1 project to Hardy & Harper,\nInc. in the amount of $1,380,000. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO HARDY & HARPER, INC. 8.7\nAWARD A PROFESSIONAL SERVICES AGREEMENT TO CINTAS CORPORATION\nFOR RENTAL AND CLEANING OF UNIFORMS AND RELATED PRODUCTS\nComments:\nCurrently Unifirst Corporation (Unifirst) provides cleaning and rental uniform services to\nthe City of Lynwood’s Public Works Department operations staff. The contract expired\nand Unifirst has been providing the services on a month-to-month basis. The Public\nWorks department is seeking to execute a service agreement with Cintas Corporation via\na cooperative agreement from the State of California, Department of General Services\n(DGS). DGS allows cities and various government agencies to enter into agreements to\ntake advantage of large quantity bids and Request for Proposals nationwide. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nPROFESSIONAL SERVICES AGREEMENT TO CINTAS CORPORATION FOR\nUNIFORM RENTAL AND CLEANING SERVICES IN THE AMOUNT OF $27,825 PER\nYEAR, FOR A TERM OF 2 YEARS WITH AN OPTION TO EXTEND THE AGREEMENT\nFOR TWO (2) ADDITIONAL ONE YEAR PERIODS

9.1 TREASURER'S STATEMENT OF INVESTMENT POLICY\nComments:\nThe investment policies and practices of the City of Lynwood are based on state laws and\nprinciples of prudent money management. This statement is intended to provide\nguidelines for the prudent investment of idle and surplus cash, while meeting the short\nand long-term cash flow demands. It is submitted annually for City review. (CT)\nRecommendation:\nStaff recommends that the Lynwood City Council review the Statement of Investment\nPolicy and adopt the resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LYNWOOD, APPROVING THE CITIES ANNUAL STATEMENT OF\nINVESTMENT POLICY."

9.3 APPROVAL OF HYDROSEEDING TURF PROJECT AT LYNWODO CITY PARK\nSOCCER FIELDS\nComments:\nThe soccer fields at Lynwood City Park are a highly-utilized athletic facility, serving as\nhome to the City’s partner AYSO program and several City-hosted and sponsored\nactivities and special events throughout the year. The facility has recently faced\nmaintenance challenges resulting from environmental factors, limited maintenance\nresources and demanding use schedules. The facility is in crucial need of turf repairs.\nStaff is presenting turf rehabilitation solution for City Council consideration and approval.\n(REC)\nRecommendation:\nStaff recommends that the City Council consider and adopt the attached resolution\nentitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAPPROVING A CONTRACT WITH PROFESSIONAL TURF SPECIALTIES, INC FOR\nTHE REHABILITATION OF THE SOCCER FIELDS AT LYNWOOD CITY PARK AND\nAUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT."

9.4 SELECTION OF CONTRACTOR FOR SECURITY GUARD SERVICES\nComments:\nAt its deliberation of the selection of a security services firm conducted at the February 4,\n2025 meeting, the Lynwood City Council directed staff to return with an analysis that\nincluded an expanded RFP “short-list” of security companies for consideration. Staff has\nnow concluded its analysis of the top-ten firms and requests that the City Council review\nthe presented information, select a security services contractor from the top-ten\nproposers and adopt the accompanying Resolution. (REC)\nRecommendation:\nStaff recommends that the City Council consider the presented Staff Report and adopt\nthe attached resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LYNWOOD AUTHORIZING THE CITY MANAGER TO NEGOTIATE TERMS AND\nEXECUTE AN AGREEMENT AS APPROVED BY THE CITY ATTORNEY'S OFFICE\nWITH THE DESIGNATED SECURITY GUARD SERVICES PROVIDER."
