Accept the petition of Menifee Commerce Center I, LLC, Parcel Nos. 331-110027, 331-110-035, 331-110-041, 331-140-010, 331-140-018, 331-140-021, and\n331-140-025 located south of Ethanac Road, east of Trumble Road, west of\nDawson Road, and north McLaughlin Road, into Community Facilities District\n(CFD) No. 2017-1 Maintenance Services as Annexation No. 30; and\n2. Adopt a resolution of intention to add Annexation No. 30 into CFD No. 2017-1, to\nauthorize the levy of special tax therein to finance certain maintenance services,\nand to set a public hearing for September 17, 2025.

Adopt a Resolution of Intention to add Annexation No. 35 into CFD No. 2017-1,\nto authorize the levy of special tax therein to finance certain maintenance\nservices, and to set a public hearing for September 17, 2025.

10.6\nAgreement with Faith Lutheran Church for the Purchase of Real Property for the Sun\nCity Greenspace Project\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute a Purchase and Sale\nAgreement for real property between Faith Lutheran Church for the property\nlocated at the northwest corner of Portsmouth Drive and Roanoke Road for a\ntotal not-to-exceed amount of $450,741.15; and\n2. Approve and authorize the City Manager to execute the Covenants, Conditions,\nRestrictions and Easement Agreement (CC&R) with Faith Lutheran Church; and\n3. Authorize the City Manager to execute any agreements or documents required\nfor the acquisition of real property including but not limited to escrow, broker\nfees, title, insurance, formal bonding appraisal, documents relating to the grant\nprogram with final execution subject to clear title.

10.7\nBid Award and Agreement with CO Brothers, LLC. for Construction Services for the Fire Station No.76 Living Area Improvements Project\nRECOMMENDED ACTION\nAward bid and authorize the City Manager to execute a Contract Services Agreement with CO Brothers, LLC. for construction services for Fire Station No.76 Living Area Improvements Project, Capital Improvement Program (CIP) Project No. 24-05, located at 29950 Menifee Road, in a total amount not-to-exceed $434,625.

10.8\nAgreements with Pacific Mobile Structures, Inc. for Menifee Police Department Modular Buildings\nRECOMMENDED ACTION\nApprove and authorize the City Manager to execute two lease agreements and any other necessary lease documents with Pacific Mobile Structures, Inc. for the rental of two modular buildings used by the Menifee Police Department, in a total not-to-exceed amount of $373,870.80 through April 3, 2030; and\nAuthorize the Finance Department to issue a purchase order against the contract for each corresponding fiscal year.\n

10.9\nAgreement and Bonds for Landscape Improvements, Tract Map 37408, Legado by Lennar Homes of California, LLC\nRECOMMENDED ACTION\nApprove and authorize the City Manager to execute a Landscape Improvement Agreement and bonds to guarantee the completion of the required public streetscape improvements for Tract Map 37408, Legado Planning Areas 2 and 4, by Lennar Homes of California, LLC., located south of Rouse Road and west of Sherman Road.

12.1\nLegislative Bodies Terms and Term Limits\nRECOMMENDED ACTION\nDiscuss and provide feedback on the current legislative bodies’ terms and term limits.

12.2\nEconomic Development Ad Hoc Committee\nRECOMMENDED ACTION\nDiscuss and provide feedback regarding the structure of the Economic Development Ad Hoc Committee.

12.3 \nMulti-Jurisdiction City Council Ad Hoc Committee\nRECOMMENDED ACTION\nEstablish and appoint two Councilmembers to the Ethanac Expressway Ad Hoc Committee to work in collaboration with the County of Riverside and the City of Perris to develop a Memorandum of Understanding (MOU) to address issues related to development as well as fire and emergency services along the jurisdictional boundaries shared by the City of Menifee and City of Perris.
