Ratify and approve the Voucher Lists dated 10/31/2025 and 11/7/2025, the\nPayroll Register/Other EFTs dated 10/31/2025, 11/3/2025, 11/6/2025 and\n11/7/2025 and the Void Check Listing PE 10/31/2025, which have a total\nbudgetary impact of $4,985,943.63.

10.3\nMinor Home Rehabilitation Grant Program As-Needed Pre-Approved Contractor Short\nList\nRECOMMENDED ACTION\n1. Approve the Community Development Department as-needed pre-approved\ncontractor short list for the Minor Home Rehabilitation Grant Program (MHRGP);\nand\n2. Authorize the City Manager to execute future Master Service Agreements with\ncontractors chosen from the approved MHRGP shortlist, for a five-year term\nthrough Fiscal Year 2030/2031, with each agreement not-to-exceed $100,000\nper year; and\n3. Authorize the Finance Department to issue individual Purchase Orders (POs)\nunder the Master Agreements for approved home repair projects.

10.4\nLandscape Maintenance Agreement with Caltrans for Motte Country Plaza Project,\nParcel Map 37992\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute a Landscape Maintenance\nAgreement with the California Department of Transportation (Caltrans) for\nmaintenance of public improvements for Parcel Map 37992, located north of\nCalifornia State Route 74 and west of Palomar Road.

10.5\nAgreement Amendment with Rick Engineering Company for Professional Services for\nthe Menifee Innovation District Specific Plan\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute Amendment No. 3 to the\nProfessional Services Agreement with Rick Engineering Company to prepare the\nMenifee Innovation District Specific Plan, extending the terms of services\nthrough June 30, 2027.

10.6\nAgreement Amendment with Architerra Design Group for On-Call Landscape Design\nand Inspection Services\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute Amendment No. 1 to the\nProfessional Services Agreement with Architerra Design Group for on-call\nlandscape design and inspection services, increasing the amount by $200,000\nfor a total not-to-exceed amount of $300,000; and\n2. Authorize the Finance Department to issue individual purchase orders on an as-\nneeded basis in the aggregate of the not-to-exceed amount approved for the\nagreement.

10.7\nPurchase Orders with MNJ Technologies and DCW Inc. for Laptop, Desktop, and\nMonitor Replacements\nRECOMMENDED ACTION\n1. Approve the Information Technology Department Qualified Suppliers List with the\naddition of two new suppliers, MNJ Technologies and DCW Inc, for the purchase\nof laptops, desktops, and monitors; and\n2. Authorize the Finance Department to issue as-needed purchase order(s) for the\npurchase of laptops, desktops, and monitors with MNJ Technologies and DCW\nInc. in an amount not-to-exceed $300,000 in aggregate per year across all\nauthorized suppliers, contingent on available and approved computer\nreplacement budget, for Fiscal Years 2025/2026 and 2026/2027; and\n3. Approve and authorize purchases utilizing cooperative purchasing (piggyback)\nagreements OMNIA R250307 and OMNIA 01-148, pursuant to Menifee\nMunicipal Code Section 3.12.210; and\n4. Authorize the City Manager or his designee to execute all other necessary\ndocuments related to these purchases.

10.8\nFinal Map, Agreements, and Bonds for Tract Map 38766 Garbani Haven, by Garbani\nRoad 134 Owner, LLC\nRECOMMENDED ACTION\n1. Approve and authorize the filing of the final map for Tract Map 38766, Garbani\nHaven, by Garbani Road 134 Owner, LLC, located at the northwest corner of\nGarbani Road and Evans Road; and\n2. Approve and authorize the City Manager to execute a Subdivision Improvement\nAgreement to guarantee the completion of the required public improvements\nassociated with Tract Map 38766; and\n3. Approve and authorize the City Manager to execute an Agreement Regarding\nAnnexation into a Community Facilities District (CFD) to defer the timing for the\nannexation of Tract Map 38766 into a maintenance CFD.

11.1\nAppeal of the Menifee 27 Project\nRECOMMENDED ACTION\n1. Adopt a resolution denying Appeal No. PLN25-0193, determining the Project is\nexempt from the California Environmental Quality Act (CEQA) per Sections\n15182 (“Projects Pursuant to a Specific Plan”) and 15183 (“Projects Consistent\nwith a Community Plan or Zoning”), and approving Tentative Tract Map (TTM)\nNo. 39115 and Plot Plan No. PLN24-0254, located north of Highway 74, south of\nWatson Road, east of Antelope Road, along the west side of Palomar Road.

12.1\nFire Services Review\nRECOMMENDED ACTION\n1. Review and discuss the City of Menifee’s fire protection, fire prevention, rescue\nand emergency medical services provided by Riverside County Fire\nDepartment/CAL FIRE through a Cooperative Agreement.
