SAN GABRIEL VALLEY REGIONAL HOUSING TRUST (“SGVRHT”) MEMBERSHIP\nIt is recommended that the City Council consider:\n(1) Providing staff direction regarding the City Council’s desire to join the SGVRHT and at\nwhat membership type, affiliate membership or full membership;\n(2) If desirable:\na. Authorize the City Manager to prepare a letter to join the SGVRHT as an affiliate\nmember, with no access to project funding, for amount of $12,042.14 for the first\nyear and thereafter, an ongoing annual fee of $3,042.14 plus annual Consumer Price\nIndex (“CPI”) increase; OR\nb. Authorize the City Manager to execute an agreement with SGVRHT, in a form\napproved by the City Attorney, to join the SGVRHT as a full member, with access to\nproject funding, for amount of $24,210.68 for the first year and thereafter, an ongoing\nannual fee of $15,210.68 plus annual CPI increase; AND\nc. The\nMPPOA represents the police corporals and police officers in the Monterey Park Police\nDepartment;\n(2) Taking such additional, related, action that may be desirable.

PROFESSIONAL SERVICES AMENDMENT WITH HF&H CONSULTANTS, LLC FOR\nWATER, WASTEWATER, AND SOLID WASTE RATE STUDIES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an amendment with HF&H Consultants, LLC in a\nform approved by the City Attorney; to conduct a proposition 218 utility rate study for an\nadditional amount of $291,500 and extend the term of the amendment through December\n31, 2024;\n(2) Appropriating $190,700 from Refuse Fund (421) to the FY 2023-24 Budget; and\n(3) Taking such additional, related, action that may be desirable.

STATE HOMELAND SECURITY PROGRAM SUBRECIPIENT AGREEMENT GRANT YEAR\n2022 – AWARD OF AGREEMENT\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an agreement, in a form approved by the City\nAttorney, with the County of Los Angeles for an amount not to exceed $230,000 for the\nState Homeland Security Program Grant Year 2022 (SHSP 2022); and\n(2) Taking such additional, related, action that may be desirable.

CANNABIS TAX FUND GRANT PROGRAM (CTFGP) FUNDING FOR FISCAL YEAR\n2023/2024\nIt is recommended that the City Council consider:\n(1) Accepting grant funds and authorize the City Manager, or designee, to execute an\nagreement, in a form approved by the City Attorney, with the Department of California\nHighway Patrol (CHP) in the amount of $184,010.89 for the Cannabis Tax Fund Grant\nProgram (CTFGP);\n(2) Adopting a Resolution authorizing the City Manager, or designee, to receive and\nappropriate grant funds in fiscal year 2023-24, and execute an agreement, in a form\napproved by the City Attorney, with the CHP in the amount of $184,010.89 for the CTFGP;\nand\n(3) Taking such additional, related, action that may be desirable.

BARNES PARK AMPHITHEATER SEATING UPGRADES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to purchase seating materials in the amount of $75,816.41\nfrom Irwin Seating Company;\n(2) Authorizing the City Manager to execute a Public Works contract, in a form\napproved by the City Attorney, with Irwin Seating Company for installation of new\nseating in the amount of $17,906.25; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nSince the proposed work is a minor alteration to an existing public facility, this project is Class 1\nCategorically Exempt pursuant to the California Environmental Quality Act (CEQA).

PUBLIC HEARING AND APPROVAL OF THE 2023-2024 ANNUAL ACTION PLAN AS\nREQUIRED BY THE COMMUNITY DEVELOPMENT BLOCK GRANT, AND HOME\nINVESTMENT PARTNERSHIPS PROGRAMS\nIt is recommended that the City Council consider:\n(1) Opening the public hearing to receive testimonial and documentary evidence;\n(2) Approving the One-year Action Plan (Action Plan) for Fiscal Year 2023-2024 for the\nCommunity Development Block Grant ("CDBG"), and HOME Investment Partnerships\n("HOME") Programs\n(3) Directing staff to prepare and transmit the final documents to the U.S. Department of\nHousing and Urban Development ("HUD");\n(4) Authorizing the City Manager, or his designee, to take all actions necessary or desirable\nto implement the Annual Action Plan, and Subrecipient Agreements; and\n(5) Taking such additional, related, action that may be desirable.
