CONTINUE TO EXTEND THE EXISTENCE OF AN EMPLOYMENT EMERGENCY FOR THE\nCITY OF MONTEREY PARK\nIt is recommended that the City Council consider:\n(1) Receiving and filing this report;\n(2) Continuing to extend the existence of an employment emergency for the City of Monterey\nPark and authorizing the Interim City Manager to take all practical action needed to\nimplement the efficient recruitment and retention of person for employment; and\n(3) Taking such additional, related, action that may be desirable.

CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) SELECTIVE TRAFFIC ENFORCEMENT\nPROGRAM (STEP) GRANT – FISCAL YEAR 2023-2024\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution authorizing the Interim City Manager, or designee, to apply for,\naccept, and execute any documents, in a form approved by the City Attorney, with the\nCalifornia Office of Traffic Safety (OTS) in the amount of $178,000 for the Selective Traffic\nEnforcement Program (STEP) Grant;\n(2) If adopted, the Resolution would also authorize the Interim City Manager, or designee, to\nreceive and amend the FY 2023-2024 budget to allocate $178,000 in grant funds; and\n(3) Taking such additional, related, action that may be desirable.\nPage 3 of 332\nMonterey Park City Council Agenda, October 18, 2023 - Page 4

CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) PEDESTRIAN AND BICYCLE SAFETY\nPROGRAM GRANT – FISCAL YEAR 2023-2024\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution authorizing the Interim City Manager, or designee, to apply for,\naccept, and execute any documents, in a form approved by the City Attorney, with the\nCalifornia Office of Traffic Safety (OTS) in the amount of $25,000 for the Pedestrian and\nBicycle Safety Program Grant;\n(2) If adopted, the Resolution would also authorize the Interim City Manager, or designee, to\nreceive and amend the FY 2023-2024 budget to allocate $25,000 in grant funds; and\n(3) Taking such additional, related, action that may be desirable.

PROPOSITION A DISCRETIONARY INCENTIVE GRANT PROGRAM MEMORANDUM OF\nUNDERSTANDING (MOU)\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a Memorandum of Understanding, in a\nform approved by the City Attorney, with the Los Angeles County Metropolitan\nTransportation Authority to receive Proposition A Discretionary Incentive grant program\nrevenue in the amount of $118,942 for FY 2023-24;\n(2) Appropriating anticipated revenue of $118,942 to Prop A Fund 238; and\n(3) Taking such additional, related, action that may be desirable.
