PROFESSIONAL SERVICES AMENDMENTS FOR COMMUNITY DEVELOPMENT BLOCK\nGRANT AND HOME INVESTMENT PARTNERSHIPS PROGRAM SERVICES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an amendment to professional services\nagreement in a form approved by the City Attorney, to provide Community Development\nBlock Grant (CDBG) and Home Improvement Investment Partnerships Program (HOME)\nservices with Priscila Davila & Associates for an amount not to exceed $285,545 and HP\nHousing Programs for an amount not to exceed $345,000 over a 3-year period; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE CITY MANAGER TO AMEND AGREEMENT NO. 1718-A AND EXTEND\nTHE TERM FOR AN ADDITIONAL FIVE YEARS WITH WORLD JOURNAL LA, LLC, TO BE\nTHE CO-PRODUCER OF THE MONTEREY PARK LUNAR NEW YEAR FESTIVAL\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to amend agreement no. 1718-A and extend the term for an\nadditional five-year term in a form approved by the City Attorney, with World Journal LA,\nLLC to co-produce the Monterey Park Lunar New Year Festival on dates to be determined\nby the City; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE PURCHASE OF A CASE 580SN BACKHOE LOADER\nIt is recommended that the City Council consider:\n(1) Waiving the bidding requirements pursuant to Monterey Park Municipal Code Section\n3.20.050(3) and (4), and authorizing the City Manager to purchase a 2024 CASE 580SN\nbackhoe loader from Sonsray Machinery at the cost of $173,969.61; and\n(2) Taking such additional, related, action that may be desirable.

PURCHASE OF AN EV FORD E-TRANSIT 350 AERIAL LIFT VEHICLE\nIt is recommended that the City Council consider:\n(1) Waiving bidding requirements pursuant to Monterey Park Municipal Code §3.20.050\n(4) and purchase of a California HVIP qualified Ford E-Transit 350 Aerial Lift vehicle; and\n(2) Taking such additional, related, action that may be desirable.

THE CITY MUST CONDUCT A PUBLIC HEARING TO CONSIDER RENEWING\nASSESSMENTS FOR THE CITYWIDE MAINTENANCE DISTRICT NO. 93-1 FOR FISCAL\nYEAR 2024-25 PURSUANT TO STREETS AND HIGHWAYS CODE §§ 22500, ET SEQ.\nIt is recommended that the City Council consider:\n(1) Opening the public hearing and receive documentary and testimonial evidence;\n(2) Closing the public hearing and adopting a Resolution authorizing the levy and collection of\nassessments for Fiscal Year 2024-25 in Citywide Maintenance District No. 93-1 pursuant\nto Streets and Highways Code § 22587; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed action is exempt from additional environmental review under the California\nEnvironmental Quality Act (Cal. Pub. Res. Code §§ 21000, et seq.; “CEQA”) and CEQA\nGuidelines (Cal. Code Regs. tit. 14, §§ 15000, et seq.) because it establishes, modifies,\nstructures, restructures, and approves rates and charges for meeting operating expenses;\npurchasing supplies, equipment, and materials; meeting financial requirements; and obtaining\nfunds for capital projects needed to maintain service within existing service areas. The proposed\naction, therefore, is categorically exempt from further CEQA review under CEQA Guidelines §\n15273.

RESOLUTIONS FOR NOVEMBER 5, 2024 GENERAL MUNICIPAL ELECTION\nIt is recommended that the City Council consider:\n(1) Adopting a resolution calling for a general municipal election on November 5, 2024\npursuant to Elections Code § 1301;\n(2) Adopting a resolution requesting the County of Los Angeles to consolidate the City of\nMonterey Park’s general municipal election to be held on November 5, 2024, with the\nstatewide general election on the date pursuant to Elections Code §1301;\n(3) Adopting a resolution establishing requirements for candidate statements filed with the City\nClerk to be included with voter information for an election on November 5, 2024; and\n(4) Taking such additional, related, action that may be desirable.
