3-E. AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH COSTAR\nREALTY INFORMATION, INC. FOR COMMERCIAL REAL ESTATE DATA SUBSCRIPTION\nSERVICES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to retroactively execute an agreement with CoStar Realty\nInformation Inc. (CoStar), in a form approved by the City Attorney, for an annual\nsubscription to utilize its commercial real estate data services costing approximately\n$5,040 per year; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE CITY MANAGER TO EXECUTE AN AMENDMENT TO AN AGREEMENT\nWITH INGRAM KERN CONSULTING, LLC\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an amendment to existing Agreement No. 2161-\nA with Ingram Kern Consulting, LLC (“IK Consulting”) to increase the contract by $73,500\nfor a total not to exceed amount of $207,920 for professional services related to upgrades\nto Accela, the City’s permitting system; and\n(2) Taking such additional, related, action that may be desirable.

FLORAL DRIVE TRAFFIC IMPROVEMENT – SHORT TERM PLAN\nIt is recommended that the City Council consider:\n(1) Adopting a resolution approving the plans and specifications for the Floral Drive Traffic\nImprovement Project – Short Term Plan; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15301(c) (Existing Facilities) exempts the operation, repair,\nmaintenance, alteration of existing public or private structures which involve negligible or no\nexpansion of existing or former use. The proposed work will occur entirely within an existing\nstructure. Accordingly, no further environmental review is required.

BRUGGEMEYER LIBRARY IMPROVEMENTS – AUTHORIZE PURCHASE OF 26 NEW\nHVAC UNITS FROM CARRIER CORPORATION\nIt is recommended that the City Council consider:\n(1) Waiving the bidding requirements pursuant to Monterey Park Municipal Code §\n3.20.050(4), and authorizing the City Manager to execute a contract with Carrier\nCorporation, in a form approved by the City Attorney, not to exceed $332,435.72 for the\npurchase 26 New HVAC Units for the Bruggemeyer Library;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$10,000; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the extension under the California Environmental\nQuality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated\nthereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines\n§§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that will not result in a direct or\nreasonably foreseeable indirect physical change in the environment, activities where there is\npossibility that it may have a significant effect on the environment, and activities that do not\nconstitute a “project” as defined, respectively. This activity contemplates purchasing equipment\nonly. Subsequent installation and construction will be evaluated separately under CEQA.\nAccordingly, this activity is exempt from further review.

RECEIVE AND FILE STAFF REPORT SUMMARIZING THE STATUS OF THE EMERGENCY\nREPAIRS OF THE WATER MAIN AT BRIGHTWOOD STREET AND TERMINATE OF LOCAL\nEMERGENCY\nIt is recommended that the City Council consider:\n(1) Receiving and filing the staff report summarizing the status of emergency repairs of the\nwater main at Brightwood Street;\n(2) Adopting a resolution terminating the local emergency governing the emergency repairs of\nthe water main at Brightwood Street; and\n(3) Taking such additional, related, action that may be desirable.

CONSIDERATION AND POSSIBLE ACTION TO ADOPT A RESOLUTION APPROVING A\nSECOND ONE-YEAR TIME EXTENSION FOR CONDITIONAL USE PERMIT (CUP-18-01) TO\nCONSTRUCT 40-UNIT SENIOR CITIZEN HOUSING DEVELOPMENT AT 130-206 SOUTH\nCHANDLER AVENUE\nIt is recommended that the City Council consider:\n(1) Opening a public hearing to receive documentary and testimonial evidence;\n(2) After closing the public hearing and considering the evidence, adopt a resolution approving\na time extension for Conditional Use Permit (CUP-18-01); and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the extension under the California Environmental\nQuality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated\nthereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines\n§§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that will not result in a direct or\nreasonably foreseeable indirect physical change in the environment, activities where there is\npossibility that it may have a significant effect on the environment, and activities that do not\nconstitute a “project” as defined, respectively. This activity contemplates extending the expiration\ndate of a conditional use permit. Accordingly, this activity is exempt from further review.\nAdditionally, the environmental impacts regarding this request were adequately reviewed in\naccordance with the IS/MND adopted by Resolution No. 12135. Consequently, the findings set\nforth in Section 3 of Resolution No. 12135 are incorporated by reference as if fully set forth.
