City Council:\nStaff recommends that the City Council consider an 25-930\nAddendum to an Environmental Impact Report (EIR)\npursuant to California Environmental Quality Act (CEQA)\nGuidelines Section 15164; award a Public Works\nAgreement (PWA) to Charles Doherty Concrete Inc. to\nconstruct the proposed El Corazon Phase IIA Trails Project,\nfor a total contract price of $669,900; approve contingency\nfunding in the amount of $100,000 for a total not to exceed\namount of $769,900; appropriate $112,540 from the\nGeneral Capital Projects Reserve Fund; appropriate\n$220,000 from the Parks Fees Reserve Fund to the El\nCorazon Trails Phase II account; and authorize the City\nManager, or designee, to execute the agreement upon\nreceipt of all supporting documents.

City Council/\nHDB:\nStaff recommends the City Council and the Harbor District 25-939\nBoard of Directors approve a three-year Public Works\nAgreement (PWA) with Arbor Artistry of Oceanside for tree\nmaintenance in the harbor, in the annual amount of\n$45,000 for an estimated three-year total of $135,000 along\nwith the option to renew for 2 additional terms each at\n$45,000 annually for a total amount of $225,000 for the\nperiod of 5 years; and authorize the City Manager to\nexecute the agreement upon receipt of all supporting\ndocuments.

City Council:\nStaff recommends that the City Council approve a 25-901\nProfessional Services Agreement with Aquatic Informatics,\nin an amount not to exceed $124,320, for implementation\nof the Hach Water Information Management System\nplatform at the Weese Filtration Plant, the Mission Basin\nGroundwater Purification Facility, and the Advanced Water\nPurification Facility as a Sole Source purchase; approve a\nbudget change; and authorize the City Manager, or\ndesignee, to execute the agreement.\nAugust 20, 2025
