Authorize the Interim City Administrator to execute an Agreement between the HOPE\nCenter and the Cities of Placentia, Brea, Buena Park and Fullerton, for a three-year\nterm using the respective cities’ National Opioid Settlement Funds, including an\nexpenditure of $15,000 for Placentia’s portion to fund one Street Outreach Case\nManager position; and\n2. Approve Resolution R-2025-12 amending the FY24/25 budget by adding an\nappropriation and revenue in the amount of $151,924 for National Opioid Settlement\nfunds received and expected to be received; and\n3. Authorize the Interim City Administrator and/or his designee to execute all necessary\ndocuments, in a form approved by the City Attorney.

Approve the Professional Services Agreement with VectorUSA for the implementation\nof computer servers, storage arrays, fiber channel switches, network infrastructure,\nand backup solutions for the new Public Safety Building; and\n2. Approve the purchase of the proposed systems from VectorUSA for a total amount not\nto exceed $371,391.33; and\n3. Approve a 5% contingency in the amount of $18,569.57 to cover unforeseen project-\nrelated expenses, bringing the total not-to-exceed amount to $389,960.90; and\n4. Authorize the Interim City Administrator and/or their designee to execute all necessary\ndocuments, subject to City Attorney approval.

1.g Resolutions to Amend the 2024-25 Position Allocation Plan and Amend the Management\nUnit Compensation Plan Establishing and Revising Various Classifications and Salary\nRanges\nFiscal Impact:\n1. Reclassification of one (1) Director of Finance to one (1) Deputy City Administrator/\nDirector of Finance in the Finance Department. The impact of the reclassification is\napproximately $20,700 for a full fiscal year; and\n2. Reclassification of one (1) Building Supervisor to one (1) Building Inspection Manager\nin the Development Services Department. The impact of the reclassification is\napproximately $49,000 for a full fiscal year; and\n3. Eliminate the Sr. Management Analyst position in the City Administrator’s Department\nfrom the position allocation plan. The impact of the elimination of this position is a cost\nsavings of $149,000 for a full fiscal year.\nThe net effect of the action will generate a net savings of $(79,300)\nRecommended Action: It is recommended that the City Council take the following action to:\n1. Adopt Resolution R-2025-14, a Resolution of the City Council of the City of Placentia,\nCalifornia amending the Position Allocation plan for fiscal year 2024-25; and\n2. Adopt Resolution R-2025-15, amending the unrepresented mid-management and\nexecutive management employee’s compensation plan establishing and revising the\nvarious classifications and salary ranges; and\n3. Authorize the Interim City Administrator and/or his designee, to execute all the\nnecessary documents, in a form approved by the City Attorney.

Determination that the adoption of the\nOrdinance is exempt under the California Environmental Quality Act.\nFiscal Impact:\nThere is no fiscal impact to the City's General Fund for this item.\nRecommended Action: It is recommended that the City Council take the following actions to:\n1. Open the Public Hearing to consider proposed Special Event Permit and Application\nProcedure Ordinance; and\n2. Received the Staff report, consider all public testimony, ask any questions of Staff; and\n3. Close the Public Hearing; and\n4. Determine that the adoption of Ordinance No. O-2025-03 is exempt from the California\nEnvironmental Quality Act pursuant to CEQA Guidelines section 15061 (b)(3); and\n5.
