A. Budget Discussion Study Session – Review of the Proposed FY 2024-25 Operating\nand Capital Improvement Program Budgets\nThe purpose of the study session is for staff to present the Proposed FY 2024- 25\nBudget to City Council, answer related questions, and receive feedback on the\nproposal for possible adoption on June 27, 2024. The Proposed FY 2024-25 Budget\nfor all City operating expenditures is $ 51, 584, 100 and is comprised of three operating\nfund types ( General Fund, Special Revenue Funds, and Internal Service Funds). The\nCapital Improvement Program budget is $ 7, 649, 267 and includes funding for 2 new\nprojects, additional funding for 22 existing projects, and funding for 4 annual\nprojects. The Rosemead Housing Development Corporation ( RHDC) budget is\nproposed at $ 939, 520. The Successor Agency budget is presented as ` informational\nonly' and is set at $ 2, 554, 517 to cover debt service on the exiting bonds, operational\nshortfall and lease payments of the RHDC, and administrative costs.\nRecommendation: That the City Council review the Fiscal Year 2024- 25 Proposed\nOperating and Capital Improvement Program Budget as well as review the\nrecommended Fiscal Year 2023- 24 budget adjustments and provide staff direction.\nThe City Council will recess the special meeting and\nreconvene at the regular 7.•00 p.m. City Council meeting.\nlune 11, 2024\nSpecial & Regular Joint Meeting Agenda\nREGULAR MEETING\n7: 00 P. Presentation from the Homelessness Subcommittee\nOn February 28, 2023, the City Council created the Homelessness Subcommittee and\nappointed the following Subcommittee members: Mayor Steven Ly, Council\nMember Sean Dang, Planning Commissioner John Tang, Public Safety\nCommissioner Stephanie Garcia, and Rosemead resident Ms. Teresa Eilers. The\nSubcommittee held five meetings and was led by Mayor Ly through a strategic path\nto first learn and understand the overall matter of homelessness and then to focus on\npotential recommendations to the City Council.\nRecommendation: That the City Council discuss and provide staff direction.

D. Proposed 2024 State and Federal Legislative Platform\nIn recent years, a Legislative Platform (" Platform") was developed to provide a\nstreamlined process for responding to legislative proposals that may impact the City.\nThe proposed Platform identifies the fundamental legislative issues deemed critical\nto the City, and upon Council approval, would allow Staff to efficiently respond to\nlegislative items.\nStaff will utilize the Platform as a guideline for requests in support, against, or neutral\npositions of a legislative proposal. However, legislative support requiring\nResolutions or important and unique issues would continue to be taken to the Council\nfor formal consideration and adoption.\nAt the Legislative Committee meeting held on Tuesday, May 21, 2024, staff received\ndirection to prepare and present a 2024 Platform to the City Council.\nSpecial & Regular Joint Meeting Agenda\nThe content in the proposed Platform has remained relatively unchanged with minor\nrevisions from previous years and uses the City's Strategic Plan for guidance. The\nCity Council may add, remove, or modify items within the adopted Platform\nthroughout the year. The Legislative Platform will also provide staff with the ability\nto proactively manage the City' s legislative positions and respond to issues that may\nsignificantly impact the City and are within the City' s purview.\nRecommendation: That the City Council adopt the proposed 2024 State and Federal\nLegislative Platform.

E. Crossing Guard Services Agreement and Annual Crossing Guard Cost Sharing\nAgreements with Rosemead and Garvey School Districts\nOn June 27, 2023, City Council approved an award of contract to All City\nManagement Services, Inc. (" ACMS") for a three- year hourly cost agreement.\nThe City entered into an annual agreement with ACMS that is set to expire\nservice, and the proposed agreements with Rosemead and Garvey School Districts\nare for cost sharing. The total cost for providing crossing guard services for both\nschool districts is approximately $ 332, 539. 20. Rosemead School District' s portion is\napproximately $ 72, 742. 95 and Garvey School District' s portion is approximately\n93, 526. 65. The City' s portion is approximately $ 166, 269. 60 and is included in the\nCity' s proposed FY 2024- 25 Budget.\nRecommendation: That contingent upon the execution of the School Districts\nBoard' s formal approval of the cost sharing agreements, the City Council authorize\nthe City Manager to:\nExecute the Agreement with All City Management Services, Inc. for crossing\nguard services for Fiscal Years 2024- 2026; and\n2. Execute the cost sharing agreements with Rosemead and Garvey School Districts\nfor Fiscal Year 2024- 25 crossing guard services.

F. Traffic Signal Maintenance Services — Award of Contract\nThe current contract for traffic signal maintenance services with St. Francis Electric\nwill expire on June 30, 2024. The scope of work for this contract includes performing\nroutine preventive maintenance, scheduled repairs, and emergency repairs to traffic\nsignals, traffic signal equipment, safety streetlights, flashing beacons, speed feedback\nsigns, in -pavement flashing crosswalk lights, and other related equipment by duly\ntrained and qualified personnel.\nA Request for Proposals was posted to the City' s P1anetBids vendor portal, and four\nproposals were received on May 23, 2024. Staff reviewed the proposals for\ncompleteness, understanding of scope of work, methodology, experience, and cost;\nand is recommending the award of a new contract to St. Francis Electric for a total\nannual cost of $200, 000 for traffic signal maintenance services.\nlune 11, 2024\nSpecial & Regular Joint Meeting Agenda\nRecommendation: That the City Council authorize the City Manager to enter into a\nthree- year contract with St. Francis Electric for an amount not -to -exceed $ 200, 000\nper year, with the option for up to two one- year extensions.

G. Landscape Maintenance Services — Award of Contract\nThe current contract for landscape maintenance services with Evergreen Landscaping\nwill expire on June 30, 2024. The scope of work for this contract includes lawn\nmowing; tree pruning for pedestrian and vehicle clearance; blowing and sweeping of\nsidewalks and hardscapes; collecting and disposing of litter and debris; edging, string\ntrimming and weeding all shrub and ground cover areas; fertilizing trees, turf, shrub\nand ground cover areas; irrigation repairs; and performing weed and pest control for\nthe landscaping at the City parks, City facilities and the public right- of-way.\nA Request for Proposals was posted to the City' s PlanetBids vendor portal. Four\nproposals were received on May 28, 2024. Staff reviewed the proposals for\ncompleteness, understanding of scope of work, methodology, experience and cost;\nand is recommending the award of a new contract to SGD Enterprises DBA Four\nSeasons Landscaping in the amount of $665, 500 per year.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to enter into a three- year contract with Four Seasons\nLandscaping in the amount of $ 665, 500 per year, with the option for up to\ntwo ( 2) one- year extensions; and\n2. Approve a new appropriation of $ 115, 500 in Street Light District Funds to\n245- 3030- 5330 in the proposed Fiscal Year 2024- 25 operating budget to cover\nthe cost of the new landscape maintenance contract.\n7.
