C.\n\nAdopt Resolution No. 2025-23 – Granting Permission to Council Member\nSteven Ly to be Absent from Council Meetings Pursuant to Government\nCode Section 36513 for Military Service Overseas On March 25, 2025\nmeeting, the City Council approved Resolution No. 2025-15, providing\npermission to Council Member Steven Ly to be absent from Council\nmeetings pursuant to Government Code Section 36513 until May 28, 2025.\nCouncil Member Steven Ly is still on a military service tour, and his return\ndate has not been determined by the Military at this time. In the meantime,\nthe City Council has before it for consideration Resolution No. 2025-23,\nwhich grants permission for Council Member Steven Ly an extension to\nbe absent from Council meetings passing 60 days, in accordance with\nGovernment Code Section 36513, to complete his military service.\nRecommendation: That the City Council adopt Resolution No. 2025-23,\nproviding permission for Council Member Steven Ly to be absent from Council\nmeetings until July 27, 2025, pursuant to Government Code Section 36513. D.\n\nSecond Reading and Adoption of Ordinance No. 1029 - Adopting the\nUpdated Fire Hazard Severity Zones Map as Recommended by the State\nFire Marshal and Implementing Regulations for Fire Hazard Severity\nZones Pursuant to Government Code Sections 51178, 51179 & 51182 On\nMay 13, 2025, the City Council of the City of Rosemead conducted a\npublic hearing and introduced for first reading, by title only, Ordinance\nNo. 1029, adopting the updated fire hazard severity zones map as\n\nrecommended by the state fire marshal and implementing regulations for\nfire hazard severity zones pursuant to government code sections 51178,\n51179 & 51182. E.\n\nAccept Completed Improvements and Authorize Filing of Notice of\nCompletion for City Project No. 24013 - Mission Drive Pedestrian Hybrid\nBeacon System On March 12, 2024, the City Council awarded a\nconstruction contract with Calpromax Engineering, Inc. for the Mission\nDrive Pedestrian Hybrid Beacon System Project (Project No. 24013). The\nproject scope included furnishing and installing a pedestrian hybrid\nbeacon system, which encompassed the installation of traffic signal\npoles, communication conduits, a controller cabinet, the removal and\nreplacement of roadway pavement, and the signing and striping of the\ncrosswalk spanning Mission Drive at Newby Avenue. The final stages of\nthe project have since been implemented and completed. The crosswalk\nsignal was activated on April 15, 2025, marking the completion of all\nproject components. The total construction budget, inclusive of a 10%\nconstruction contingency, amounted to $357,692.50.\nRecommendation: That the City Council take the following actions:\n1.\n\nAccept project completion for the Mission Drive Pedestrian Hybrid\nBeacon System Project – Project No. 24013 as performed by\nCalpromax Engineering, Inc., with the final contract amount of\n$332,031.82; and\n\n2.\n\nAuthorize the recordation of Notice of Completion with the Los\nAngeles County Recorder and the release of retention funds 35 days\nthereafter.\n\nStaff Report

F.\n\nAmendment No. 1 for Extension of Time to Funding Agreement with Los\nAngeles County Metropolitan Transportation Authority for the 1st-RigginPotrero Grande Corridor Project On November 8, 2022, the City Council\napproved entering into a joint Funding Agreement with the Los Angeles\nCounty Metropolitan Transportation Authority for the 1st-Riggin-Portrero\nGrande Corridor Project. Due to unforeseen delays, Amendment No. 1 is\nproposed to amend the three-year funding program from FY 2021-2024 to\nFY 2023-2026. The proposed amendment reflects the changes in the\nProject schedule and programming of funds.\nRecommendation: That the City Council authorize the City Manager to\n\nexecute Amendment No. 1 to the Funding Agreement No.\n9200000000MATC1103 with Los Angeles County Metropolitan Transportation\nAuthority for the 1st-Riggin-Portrero Grande Corridor Project.\nStaff Report

A.\n\nApproval of Ninth Amendment to City Clerk Employment Agreement and\nApproval of Salary Schedule Resolution No. 2025-25 The City and the City\nClerk entered into an Employment Agreement (“Agreement”) on April 10,\n2018. Section 3 of the Agreement permits the City Council to conduct\nperformance evaluations and grant increases in salary. Pursuant to\nSection 3(A)(2) of the Agreement, the City Council conducted the City\nClerk’s performance evaluation on April 22, 2025. The City Clerk received\na “substantially exceeds expectations” review with a 5 rating. Thereafter,\non May 13, 2025 the City Council conducted a Closed Session to negotiate\ncompensation. At that Closed Session the Council directed a contract\namendment be presented to the Council providing for a 7% increase,\nbringing the City Clerk’s total annual base salary from $164,604 to\n$176,124. As required by Government Code 54953(c)(3) prior to final\naction on the City Clerk’s salary or compensation and benefits there must\nbe an oral report of the change. The City Attorney will orally report the\nchanges as required.\nRecommendation: That the City Council take the following actions:\n1.\n\nApprove the granting of a 7% increase for a “substantially exceeds\nexpectations” performance evaluation effective May 13, 2025, and\nauthorize the Mayor to execute the Ninth Amendment on behalf of\nthe City Council to reflect the increase; and\n\n2.\n\nAdopt Resolution No. 2025-25, entitled: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA,\nAMENDING THE COMPREHENSIVE SALARY SCHEDULE TO MEET\nTHE REQUIREMENTS OF CALIFORNIA CODE OF REGULATIONS\nTITLE 2, SECTIONS 570.5 AND 571 TO REFLECT APPROVED RATES\nFROM MAY 13, 2025 THROUGH JUNE 30, 2025\n\nStaff Report

B.\n\nApproval of Third Amendment to City Manager Employment Agreement\nand Approval of Salary Schedule Resolution No. 2025-26 The City and the\nCity Manager entered into an Employment Agreement (“Agreement”) on\nApril 26, 2022. Section 6 of the Agreement permits the City Council to\nconduct performance evaluations and grant increases in salary. Pursuant\nto Section 6(c) of the Agreement, the City Council conducted the City\nManager’s performance evaluation on April 23, 2025, and the City Manager\nreceived a “substantially exceeds expectations” rating. On May 13, 2025,\nthe City Council conducted a Closed Session on compensation and\ndirected that an amendment to the Agreement be provided to the Council\nfor consideration of approval for a 12% salary increase effective May 13,\n2025, from $256,992 to the amount of $287,832. As required by\n\nGovernment Code 54953(c)(3) prior to final action on the City Manager’s\nsalary or compensation and benefits there must be an oral report of the\nchange.
