Approve, and authorize the City Manager to execute, Amendment No.\n3 to Contract No. C19-82, by and between the City of San Clemente\nand Geosyntec Consultants, providing for Water Quality Management\nPlan Program Assessment and Implementation services. This\ncontract amendment increases the contract amount from $174,444 to\n$214,444 (an increase of $40,000).\n2. Authorize the City Manager to approve a future amendment to\ncomplete plan checks for projects under review at the expiration of the\ncontract amendment limit of $40,000 for an additional $15,000.

Establish the operating timeframe of March 11 through May 21, 2023 on\nSaturdays and Sundays for the pilot “Green Line” Trolley.\n2. Direct staff to pursue the inland route or the southern route for the pilot\n“Green Line” Trolley.\n3. Direct city staff to collaborate with LAZ to establish the precise curb locations\nand signage for the temporary pilot route.

APPOINTMENT OF ANDY HALL AS CITY MANAGER\nStaff Recommendation\nIt is recommended that the City Council approve, and authorize the Mayor to\nexecute, City Manager Employment Agreement (Contract No. C23-03), by and\nbetween the City of San Clemente and Andy Hall, and authorize acceleration of\nthe agreement's commencement date if that should become possible.

STEED MEMORIAL SPORTS PARK PICKLEBALL COURTS\n(Agendized at the December 6, 2022 City Council Meeting by Council.)\nStaff Recommendation\n1. Direct staff to prioritize the construction of at least four pickleball courts and\nnecessary associated amenities as outlined in the proposed Richard T.\nSteed Park Master Plan pickleball facility design.\n2. Incorporate opportunities for optimizing the use of available funding sources\nand future phased construction.\n3. Approve, and authorize the Public Works Director/City Engineer to execute,\nContract No. C22-67, by and between the City of San Clemente and RJM\nDesign Group, Inc., providing engineering design services for the Richard T.\nSteed Memorial Park pickleball courts, in the amount of $404,550.

Add language for non-conforming urban lot splits and two-unit projects\nand discretionary approval.\n2. Revise language for very high fire hazard severity zones.\n3. Revise alley setback area standards, in accordance with California\nSenate Bill 9.
