D. FISCAL YEAR 2023-2024 BUDGET UPDATE AS OF AUGUST 31, 2023\nThis report provides a fiscal year 2023-24 budget update for the City’s general\nfund as of August 31, 2023. The budget update incorporates the actual\nrevenue received and expenditures that have occurred through August 31,\n2023, and projects the financial results for the year ending on June 30, 2024.\nThere is no fiscal impact related to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the report.

APPROPRIATION REQUEST IN THE AMOUNT OF $131,750.56 FOR THE\nPOLICE DEPARTMENT OFFICE SPACE ADDITION REQUEST\nIn April 2022, construction began on the office space addition project at the\nPolice Department. The completed project will provide much needed working\nspace for Staff to continue serving the community. The funds budgeted for\nthis project have been exhausted. Additional funding is needed to complete\nthe construction as well as furnishing the additional offices. Staff is requesting\n$100,000 to complete the construction of additional office spaces, and an\nadditional $31,750.56 for furnishings for a total cost of $131,750.56.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1) Authorize the additional $100,000 funding to complete the Police Office\nSpace Addition Project from the Development Impact Fund for FY 23-24;\n2) Authorize the use of the Omnia Public Sector Cooperative Agreement\nRegion 4 ESC Contract #R191817 awarded to Trendway Design Studio to\npurchase modular office furniture in the amount of $18,872.64 from the\nDevelopment Impact Fund for FY 23-24;\n3) Authorize the use of the Omnia Public Sector Cooperative Agreement\nRegion 4 ESC Contract #R191817 awarded to 9to5 Seating to purchase\noffice chairs in the amount of $12,877.92 from the Development Impact\nFund for FY23-24;\n4) Adopt Resolution No. 23-54 to appropriate the additional $131,750.56 to\nthe budget; and\n5) Authorize the City Manager, or designee, to execute all agreements on\nbehalf of the City.

F. PURCHASE OF A FIRE DEPARTMENT COMMAND VEHICLE IN THE\nAMOUNT OF $213,930.19 AND UPFIT OF UTILITY TRUCK IN THE\nAMOUNT OF $53,561.66\nThe San Gabriel Fire Department is in need of replacing its Front-Line\nCommand Vehicle and to upfit a Utility Truck. The total purchase price of the\nCommand Vehicle, including chassis, upfitting, tax and delivery, is\n$213,930.19. The total amount for the Utility Vehicle (chassis previously\npurchased) upfit, including tax and delivery is $53,561.66. The FY 2023-24\nadopted Fleet Service Fund budget included $160,000 for the purchase of the\nCommand Vehicle (account 124-761-37-99-767). Appropriations are\nrequested to be increased in the Fleet Services Fund in the amount of\n$107,491.85 to fund the total purchase amount of $267,491.85. The purchases\nare made with Sourcewell Contract 091521-NAF in compliance with Title III,\nSection 34.35 of the San Gabriel Municipal Code, permitting the City to\npiggyback on a contract or cooperative purchasing agreement prepared by\nand processed through another local, state, or federal government agency.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-57 and\nauthorize the issuance of purchase orders in the amount of $213,930.19 and\n$53,561.66 to National Auto Fleet Group for the purchase of a Command\nVehicle and Utility Vehicle Uplift under Sourcewell Contract 091521-NAF as\ndetailed in the staff report.

G. APPROVAL OF FINAL PARCEL MAP NO. 82176, A 4-UNIT\nCONDOMINIUM DEVELOPMENT PROJECT LOCATED AT 117 WEST\nNORWOOD PLACE\nThe development project located at 117 West Norwood Place, is a 4-unit\ncondominium on a 16,000-square-foot lot. Staff and the City’s contract\nconsultant for land surveying, RKA Consulting Group, Inc. have reviewed the\nFinal Tract Map and determined that it is in compliance with the State\nSubdivision Map Act, Conditions of Approval, and the City’s ordinances\nregarding subdivision. There is no fiscal impact related to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: The project has\nbeen reviewed for compliance with the California Environmental Quality Act\n(CEQA), and is exempt from CEQA based on Section 15332. Class 32\nexemption (In-fill Development). The Planning Commission approved the\nproject on January 14, 2029. In compliance with Section 66412.3 of the\nSubdivision Map Act, the Planning Commission has determined that the\nsubdivision is consistent with the City’s actions with regards to the region’s\nhousing needs.\nRecommended Action:\nStaff recommends that the City Council approve Final Parcel Map No. 82176,\nauthorize its filing with the Los Angeles County Recorder and authorize the\nCity Manager to execute the Subdivision Agreement on behalf of the City.

H. APPROPRIATION REQUEST FOR CONTRACT BUILDING OFFICIAL\nTEMPORARY BUILDING SERVICES\nDue to a temporary staffing shortage, the City is in need of additional building\nservices to maintain an uninterrupted level of service in the Building Division.\nIn August of this year, an emergency agreement was executed to onboard a\ncontract Building Official. To date, the contract Building Official has been\nworking with staff and project teams to see that construction and permits\nmove forward. To maintain our level of service, the Department is requesting\nadditional funding to maintain the temporary building services through this\nyear. Funding for the services will be from the General Contractual Services\nFund (121-810-16-22-000) in the amount of $40,000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1) Adopt Resolution No. 23-56, increasing appropriations by $40,000 in the\ngeneral fund for the costs of temporary building official services.\n2) Authorize the City Manager, or designee, to execute an agreement with\nVCA Code Group to provide building official services.

A. AUTHORIZATION TO EXECUTE PROFESSIONAL SERVICES AGREEMENT\nWITH FAIRBANK, MASLIN, MAULLIN, METZ & ASSOCIATES IN THE\nAMOUNT OF UP TO $37,000 FOR A PUBLIC OPINION POLLING SERVICE\nREGARDING A PUBLIC SAFETY HEADQUARTERS POTENTIAL PROPERTY\nTAX INITIATIVE\nThe City of San Gabriel’s Police Department Headquarters can no longer\naccommodate the staffing needs of its growing personnel nor support modern\ntechnological needs. The building is deteriorating and a remodel to bring the\nbuilding to modern standards would be cost-prohibitive. Staff is seeking City\nCouncil’s approval to engage with a professional polling firm to conduct a\ncomprehensive public opinion poll regarding an ad valorem tax initiative\naimed to fund a new public safety headquarters that can serve as a single\nunified command center for both San Gabriel Police Department and San\nGabriel Fire Department, to accommodate future growth needs and to\ncontinue to best serve the city’s residents and business community. Funds to\nconduct a public opinion survey are included in the fiscal-year 2023-2024\ngeneral fund budget. The proposed cost for FM3 Research to perform a public\nopinion survey is up to $37,000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nBased on the submitted proposals’ polling strategies, past success, familiarity\nand experiences with the San Gabriel community, references, and\nrecommendations from the strategic consultant, staff is recommending that\nthe City Council authorize the City Manager to enter into an agreement with\nFM3 for a public opinion poll.
