CASH AND INVESTMENT REPORT – FEBRUARY 2025\nIn accordance with the City of San Gabriel’s 2024-2025 Adopted Investment\nPolicy (Resolution No. 24-35) and California Government Code Section 53646,\nthe Finance Director is to render an investment report to the City Council, City\nTreasurer, City Manager, and the City Attorney. The Cash and Investment\nReport is presented to receive and file in accordance with the City’s adopted\n2025-25 Investment Policy.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the Cash and\nInvestment Report for February 2025.

D. APPROVAL OF FINAL PARCEL MAP NO. 82702, A SELF-STORAGE PROJECT\nLOCATED AT 414 SOUTH SAN GABRIEL BOULEVARD PLANNING CASE NO.\nTMAP19-008\nThe development, located at 414 South San Gabriel Boulevard, is a 199,358-\nsquare-foot building with self-storage and an artist studio. City staff and the\nLos Angeles Department of Public Works have reviewed the Final Parcel Map\nand have determined it is in compliance with the State Subdivision Map Act,\nconditions of approval, and the City’s ordinances. There is no financial impact\nin processing a final map.\nCalifornia Environmental Quality Act (CEQA) Determination: The project has\nbeen reviewed for compliance with the California Environmental Quality Act\n(CEQA). The City has determined that the project would not have a significant\neffect on the environment due to mitigation measures incorporated through the\nadoption of the Final Mitigated Negative Declaration (MND) and Mitigation\nMonitoring and Reporting Program (MMRP).\nRecommended Action:\nCity Council Regular Meeting Agenda – March 18, 2025 3\nStaff recommends that the City Council accept Final Parcel Map No. 82702 and\nauthorize filing with the Los Angeles County Recorder.

E. RESOLUTION NO. 25-11 PROCLAIMING THE TERMINATION OF A LOCAL\nEMERGENCY\nOn January 7, 2025, and in the days following, the City of San Gabriel was\nimpacted by a destructive wind and fire event. The Fire Chief activated the\nEmergency Operations Center (EOC) at Level 1 staffing on January 7, 2025, with\nPublic Works, Police, Fire, and Administration duties coordinated from the EOC\nfor the next two days. Due to continuing danger, on January 20, 2025, in\ncooperation with the County of Los Angeles Office of Emergency Management,\nthe City Manager as Director of Emergency Services proclaimed the existence\nof a local emergency. The City Council ratified the proclamation on March 21,\n2025. Staff has determined that a state of local emergency no longer exists, and\nformal City Council action is requested to terminate the state of local\nemergency. There is no fiscal impact from the adoption of Resolution No. 25-\n11.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-11\nproclaiming the termination of a local emergency.

F. 400-420 WEST VALLEY BOULEVARD REQUEST TO WAIVE DEVELOPMENT\nIMPACT FEE INCREASE IN THE AMOUNT OF $36,567.80\nThe City Council is requested to consider a request from Chateau Operating\nCorporation to waive the development impact fee increase for a mixed-use\ndevelopment located at 400-420 West Valley Boulevard within the Valley\nBoulevard Specific Plan area in the amount of $36,567.80. If the City Council\napproves the request, the current balance of the Development Impact Fee\naccount will decrease by $10,000.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed fee\nwaiver request is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to section 15061(b)(3) because it is covered by the\ncommonsense exemption, where it can be seen with certainty that there is no\npossibility that the proposed amendment would have a significant effect on the\nenvironment, therefore it is not subject to CEQA.\nCity Council Regular Meeting Agenda – March 18, 2025 4\nRecommended Action:\nStaff recommends that the City Council waive the development impact fee\nincrease in the amount of $36,567.80 and authorize a refund of the $10,000\npaid into the Development Impact Fee account.

A. FENCES, WALLS, AND HEDGES HEIGHT DISCUSSION\nOn January 21, 2025, the City Council considered Zone Text Amendment\n(ZTA24-004) relating to hedge heights in residential zones. The City Council\ncontinued the item and directed staff to gather additional information for\nfurther discussion at a future meeting. There is no fiscal impact as this is an\ninformation item only.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council provide comments or directions on\nfences, walls, and hedge heights in residential zones and within the public right-\nof-way or public sidewalk area.

A. FISCAL YEAR 2024-2025 MID-YEAR BUDGET UPDATE [RESOLUTION NO.\n25-13]\nThe mid-year budget update report reviews the financial performance of the\nGeneral Fund and the Mission Playhouse through January 31, 2025. The General\nFund serves as the primary operating fund for the City. This update analyzes\nrevenues and expenditure trends, incorporates additional appropriations since\nthe budget’s adoption, and projects the financial results for the fiscal year\nending June 30, 2025. The report also provides explanations for the changes\nreflected in the mid-year budget update.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nCity Council Regular Meeting Agenda – March 18, 2025 5\nRecommended Action:\nStaff recommends City Council receive and file the mid-year budget update\nreport and adopt Resolution No. 25-13 approving mid-year adjustments to the\nfiscal year 2024-2025 budget.

B. AUTHORIZATION OF TEMPORARY POLICE STAFFING INCREASE AND\nADDITION OF HUMAN RESOURCE SPECIALIST POSITION TO THE\nDEPARTMENT’S AUTHORIZED PERSONNEL [RESOLUTION NO. 25-12]\nThe Police Department is allotted 54 sworn officers. Due to projected vacancies\nwithin the coming months, the San Gabriel Police Department seeks approval\nto temporarily increase the number of sworn officers to 59. The temporary\nincrease in staffing will allow for continuity as employees separate from the\norganization. In addition, the Police Department requests to increase its\nprofessional staffing level to include one Human Resources Specialist, who will\nbe assigned to the Recruitment, Training, and Equipment Bureau, replacing the\nneed for a sworn officer to staff this position. The estimated cost of a newly-\nhired sworn officer, including salary and benefits, is approximately $125,000.\nThe total cost for five sworn officers would be $625,000. The cost for a Human\nResources Specialist position ranges from $90,400 to $103,500, depending on\nthe employee’s step placement.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends the City Council adopt Resolution No. 25-12 authorizing the\nCity Manager and the Human Resources Director to temporarily over-hire 5\npolice officers and to add a Human Resources Specialist to the Police\nDepartment’s staffing.
