REAPPROVAL OF A RESOLUTION UPDATING OUTDATED INFORMATION\nRELATED TO AUTHORIZATION FOR EXAMINATION OF SALES AND\nTRANSACTIONS AND USE TAX RECORDS [RESOLUTION NO. 26-04]\nThe California Department of Tax and Fee Administration (CDTFA) has\nrequested that the City update its resolution authorizing examination of sales\nand transactions and use tax records. The proposed resolution consolidates the\nCity’s prior sales tax and transactions and use tax authorizations into a single\nresolution, updates references from the former State Board of Equalization to\nCDTFA, and correctly identifies Hinderliter de Llamas & Associates (HdL) as the\nCity’s designated consultant. There is no fiscal impact from adopting this\nresolution. Authorizing access to CDTFA records ensures that the City and HdL\ncan continue to effectively monitor, forecast, and protect both sales tax and\ntransactions and use tax revenues, which are critical sources of General Fund\nrevenue.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 26-04,\nauthorizing designated City officials and Hinderliter de Llamas & Associates to\nexamine sales and transactions and use tax records pursuant to state law and\nCalifornia Department of Tax and Fee Administration requirements.

ORDINANCE NO. 727 AMENDING THE SAN GABRIEL MUNICIPAL CODE\nRELATING TO PARK HOURS – SECOND READING AND ADOPTION\nOrdinance No. 727 would amend the San Gabriel Municipal Code to update the\npark hours of all City-owned parks, with the exception of Marshall Park. This\nOrdinance also indicates that hours for specific park activities will be set by\nResolution. CONSIDERATION OF MEMBERSHIP IN THE CALIFORNIA CONTRACT\nCITIES ASSOCIATION AND ADOPTION OF RESOLUTION NO. 26-03\nAMENDING THE FISCAL YEAR 2025-2026 OPERATING BUDGET TO\nINCREASE APPROPRIATIONS IN THE GENERAL FUND, CITY COUNCIL\nDEPARTMENT BY $4,700\nThe California Contract Cities Association (CCCA) is a Southern California-\nfocused municipal advocacy organization that promotes the contracting model,\nstrengthens local control, and provides legislative advocacy, education, and\nopportunities for collaboration. Membership would support the City Council’s\ngoal of expanding its legislative advocacy, particularly on issues affecting local\ncontrol, housing, public safety, and city funding. The fiscal impact of joining the\nCCCA is an annual membership fee of $4,700 for the calendar year 2026. This\nmembership fee will be covered by the General Fund within the City Council\nbudget. Accordingly, the budget will need to be increased by $4,700 and a\nresolution authorizing this budget increase is included with this item. Should\nany City Councilmembers wish to attend any CCCA seminars or conferences,\nfunding will be drawn from the existing City Council Meeting and travel line\nitems. FIREWORK DISPLAY PERMIT – SAN GABRIEL SUPERSTORE\nPyro Spectaculars, California State Licensed Pyrotechnics Company, has applied\nfor a permit on behalf of the San Gabriel Superstore, for a Firecracker Display\non store property in the parking lot on Sunday, February 22, 2026, at 11:00 A.M.\nThis is a ground effect, and no aerial devices are to be used for this event. The\ndisplay is to last no more than 30 minutes. Pursuant to San Gabriel Municipal\nCode Title IX, Sections 96.21 – 96.23, City Council approval is required to issue\na permit on approval and recommendation of the Fire Chief for pyrotechnic\ndisplays. A fee of $84 is due at the time of permit issuance per the Fiscal Year\n25-26 Master Fee Schedule. No Fire Department overtime expense is\nanticipated for this event.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Fire Chief or Deputy Fire\nMarshall to issue a Fireworks Permit to Pyro Spectaculars, Incorporated,\ncontingent on the payment of all fees due and meeting the conditions of the\napplication.

H. APPROVAL OF FIVE-YEAR LEASE AGREEMENT WITH CANON USA,\nINCORPORATED FOR CANON IF-C5140 COPIER IN THE AMOUNT OF\n$3,625.80 ANNUALLY\nThe San Gabriel Fire Department relies on a multifunction copier to support\ndaily administrative operations, including report generation, training materials,\ninspections, and interdepartmental communications. The Department’s current\ncopier is operating under an expired lease agreement with Canon USA that is\non a month-to-month lease. To ensure continuity of service and updated\nequipment, staff evaluated replacement options and determined that entering\ninto a new lease with Canon USA for a Canon iF-c5140 copier would best meet\nthe Department’s operational needs. The estimated annual cost of the\nproposed lease agreement is $3,625.80, compared to approximately $2,983.80\nunder the existing agreement. Funds are available within the Fire Department’s\nadopted Fiscal Year 2025-2026 operational budget (Acct No. 121-761-00-22-\n000) to cover the increased cost with no additional budget appropriation\nrequired.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council waive the formal competitive bidding\nprocedure consistent with Municipal Code Section 34.35(8) and authorize the\nFire Chief to enter a new lease in the amount of $302.15 per month, ($3,625.80\nannually), with Canon USA, Incorporated for a period of five-years.

APPROVAL OF SOLE SOURCE PURCHASE AGREEMENT WITH D4H\nTECHNOLOGIES FOR EMERGENCY OPERATIONS CENTER MANAGEMENT\nSOFTWARE IN THE AMOUNT OF $14,450.00\nThe San Gabriel Fire Department seeks approval to enter into a software\nsubscription agreement with D4H Technologies for its Advanced Incident\nManagement platform and Advanced Cloud Plan. The proposed subscription\nwill modernize incident management, enhance data accuracy, and streamline\noperational coordination. The annual subscription cost is $9,950 with an\nadditional $4,500 for the Advanced Cloud Plan, for a total of $14,450.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. J. REPLACEMENT OF THE POOL HEATER AT THE SMITH PARK AQUATIC\nFACILITY BY HASA, INCORPORATED, DBA COMMERCIAL AQUATIC\nSERVICES, IN THE AMOUNT OF $34,657.27, INCLUDING A 5%\nCONTINGENCY\nOn January 21, 2026, the pool heater at the Smith Park Aquatic Facility\nunexpectedly failed to an extent that it cannot be repaired to a reliably safe\noperating condition. Due to this, all aquatic programs are currently suspended\nand cannot resume until the heater is replaced. The total cost of the\nreplacement pool heater as proposed by Commercial Aquatic Services is\n$33,006.92, including labor, materials, tax, testing, testing equipment, travel,\ndelivery and standard parts with a 5% contingency to account for any\nunexpected issues that may arise, resulting in a total potential fiscal impact of\n$34,657.27 for Fiscal Year 2025-2026. Funding is available in the Fiscal Year\n2025-2026 Capital Improvement Project budget under the project number 5-\n11-07 and expenditure Account No. 122-850-57-97-806. The funds will be\nrequested at the completion of the project, from Los Angeles County Regional\nParks and Open Space District, through Measure A.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\nproject is exempt from the requirements of the California Environmental Quality\nAct (CEQA) subject to Section(s) 15301 (Existing Facilities), 15302 (Replacement\nor Reconstruction), 15303 (New Construction or Conversion of Small Structures),\nand 15308 (Actions by Regulatory Agencies for Protection of the Environment).\nThe proposed project is replacing the pool heater at an existing City of San Gabriel\nPark facility. The size of the park would not change as a result of the proposed\nproject. Improvements to be completed as a result of the proposed project involve\nexisting facilities with negligible or no expansion of the use, replacement, or\nreconstruction of the existing structures or facilities where the new structure will\nbe located on the same site as the structure replaced and will have substantially\nthe same purpose/capacity, new construction of small structures, and protection\nof the environment (preservation of publicly-accessible open space/landscapes).\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\na purchase order with Hasa, Incorporated, doing business as Commercial\nAquatic Services in the amount of $33,006.92, plus a 5% contingency, and\nsubject to any revision by the City Attorney.
