FISCAL YEAR 2023-24 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2023-24 budget was\ndistributed to the City Council along with the Planning Commission; the Parks,\nRecreation, and Community Services Commission; and the Arts Commission on May 2,\n2023. In addition, on June 6, 2023, the Planning Commission made a finding by minute\naction that the Draft Fiscal Year 2023-24 Capital Improvement Program is consistent\nwith the City of Santa Clarita's (City) General Plan.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita conduct a public hearing on the proposed Fiscal Year\n2023-24 Annual Operating Budget and Capital Improvement Program and schedule the\nbudget for adoption at the June 27, 2023, City Council Meeting.

AUTHORITY TO EXECUTE AN AGREEMENT WITH THE COUNTY OF LOS\nANGELES FOR THE CITY OF SANTA CLARITA'S FISCAL YEAR 2023-24\nMEASURE H ALLOCATION - City Council to consider approval of a contract with\nLos Angeles County to receive Measure H funding for the construction of Family\nPromise of Santa Clarita Valley's interim housing facility and for a Homeless\nCoordinator to continue the implementation of the 2022 Community Plan to Address\nHomelessness.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve a one-year contract with County of Los Angeles Homeless Initiative to\nreceive Measure H funding in the amount of $266,743 to assist with the construction\nof Family Promise of Santa Clarita Valley’s interim housing facility and for a\nHomeless Services Coordinator to continue the implementation of the Community\nPlan to Address Homelessness.\n2. Increase revenue account 272-462101 by $266,743, and appropriate $19,360 to\nexpenditure account 2723205-500201 and $247,383 to expenditure account 2723205-\n516101.\n3. Authorize the City Manager to execute an agreement with Family Promise of Santa\nClarita Valley in an amount not to exceed $247,383 to provide funding towards the\nconstruction of an interim housing facility in the Newhall community.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments and make non-material amendments that may arise, subject to City\nAttorney approval.

FISCAL YEAR 2023-24 ANNUAL LEVY OF ASSESSMENTS FOR SPECIAL\nDISTRICTS - This procedural matter is required by state law and orders, approves, and\nsets the public hearing for the annual levy of the Landscape and Lighting District,\nDrainage Benefit Assessment Areas, Golden Valley Ranch Open Space Maintenance\nDistrict, and the Tourism Marketing District.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt resolutions declaring the City's intention to levy assessments, preliminarily\napprove Engineer's Reports in connection with the Special Districts for Fiscal Year\n2023-24, and set a public hearing for June 27, 2023.\n2. Adopt the annual report for the Tourism Marketing District, adopt a resolution of\nintent to continue a business improvement area in the City of Santa Clarita designated\nas the Tourism Marketing District, and set a public hearing for June 27, 2023.

FISCAL YEAR 2023-24 ANNUAL LEVY FOR OPEN SPACE PRESERVATION\nDISTRICT - Consideration and adoption of resolutions associated with the annual\nprocess of ordering, approving, and setting the public hearing on the annual levy of the\nOpen Space Preservation District as required by the Landscaping and Lighting Act of\n1972.\nRECOMMENDED ACTION:\nCity Council adopt a resolution declaring the City's intention to levy assessments,\npreliminarily approve an Engineer's Report in connection with the Open Space\nPreservation District for Fiscal Year 2023-24, and set a public hearing for June 27, 2023.

EXPENDITURE AUTHORITY INCREASE AND RENEWAL FOR UTILITY\nBILLING AND FRANCHISE FEE AUDIT SERVICES - Council consideration to\napprove expenditure authority increase and contract renewal for consultant's audit of\nutility billing and franchise fee services.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize an expenditure authority increase to the existing contract with Utility Cost\nManagement, LLC, in the amount of $100,000, for a total contract amount not to\nexceed $200,000.\n2. Authorize a five-year contract renewal with Utility Cost Management, LLC,\nbeginning in Fiscal Year 2023-24, for ongoing utility billing and franchise fee audit\nservices, not to exceed $200,000 per year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments subject to City Attorney approval.

TRANSPORTATION DEVELOPMENT PLAN UPDATE CONTRACT -\nConsideration to award a contract to update the City of Santa Clarita Transit's\nTransportation Development Plan.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Transportation Management & Design, Inc., to update the City of\nSanta Clarita Transit’s Transportation Development Plan in a total contract amount\nnot to exceed $299,856.\n2. Authorize the City Manager or designee to execute all contract documents, subject to\nCity Attorney approval.

CITY OF SANTA CLARITA TRANSIT 2023 TITLE VI FEDERAL\nNONDISCRIMINATION PROGRAM - Council consideration to approve the updated\nSanta Clarita Transit Title VI Nondiscrimination Program, which is required to take place\nevery three years. The last program was approved by the City Council in November\n2020.\nRECOMMENDED ACTION:\nCity Council approve the City of Santa Clarita Transit 2023 Federal Title VI\nNondiscrimination Program and authorize staff to amend the program as needed.

PARKING ENFORCEMENT PROGRAM CONTRACTS - Consideration to award\ntwo-year contracts with three one-year renewal options to Ace Parking III, LLC, for\nparking enforcement and traffic control services, and Data Ticket, Inc., for citation\nprocessing services.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Ace Parking III, LLC, for Citywide parking\nenforcement and traffic control services in the annual amount not to exceed $839,622,\nbeginning on July 1, 2023, and authorize three, one-year renewal options with annual\nConsumer Price Index adjustments, upon request of the contractor and contingent\nupon the appropriation of funds in the annual budget for such fiscal year.\n2. Award a two-year contract to Data Ticket, Inc., for parking citation processing\nservices in an amount not to exceed $150,000 annually, beginning on July 1, 2023,\nand authorize three, one-year renewal options.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

ANNUAL ADJUSTMENT TO FEES AND AMENDMENTS TO THE FEE\nSCHEDULE - For Fiscal Year 2023-24, staff recommends development-related fees and\ncharges be increased by the December year-end Consumer Price Index (CPI) for the\nurban consumers of the Los Angeles-Long Beach-Anaheim area. The percentage\nincrease, as reported by the United States Department of Labor, is 4.93 percent.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing on the proposed fee adjustments.\n2. Adopt a resolution establishing a schedule of fees and charges for City services.
