SECOND READING AND ADOPTION OF AN ORDINANCE TO ADOPT THE\n2023 LOS ANGELES COUNTY FIRE CODE - TITLE 32 - This ordinance adopts the\n2023 Los Angeles County Fire Code - Title 32 of the Los Angeles County Code, which\nbecame effective on March 2, 2023, which includes higher standards for structural and\nfire protection in new buildings based on local climatic, geologic, and topographical\nconditions, floodplain management regulations, as well as administrative provisions for\nenforcement of the codes at the local level.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing for the adoption of the 2023 Los Angeles County Fire Code\n– Title 32.

MODIFICATION OF MEMORANDUM OF AGREEMENT WITH LOS\nANGELES COUNTY AND MODIFICATION OF CONTRACTS WITH LARRY\nWALKER ASSOCIATES AND TETRA TECH INC - Council consideration to\namend the Memorandum of Agreement with Los Angeles County and contracts for water\nquality monitoring and reporting with Tetra Tech Inc. and Larry Walker Associates to\nadjust to increasing stormwater program requirements and source identification needs.\nRECOMMENDED ACTION:\nCity Council:\n1. Amend Memorandum of Agreement with Los Angeles County and the Los Angeles\nCounty Flood Control District.\n2. Amend the existing contract with Larry Walker Associates to increase scope of work\ndue to increased National Pollutant Discharge Elimination System Permit\nrequirements and authorize an expenditure authority increase in the amount of\n$15,000 for a total contract amount not to exceed $642,594.\n3. Amend the existing contract with Tetra Tech Inc. to increase the scope of work due to\nthe increased National Pollutant Discharge Elimination System Permit requirements\nand implement the Comprehensive Human Waste Source Reduction Strategy, and\nauthorize an expenditure authority increase in the amount of $401,996 for a total\ncontract amount not to exceed $1,312,991.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

11. VALENCIA GLEN PARK PLAY AREA- DESIGN-BUILD CONTRACT - Design\nand Build contract for Valencia Glen Park play area refurbishment.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a design-build contract to Great Western Installations, Inc., to design and\nbuild a play area at Valencia Glen Park in the amount of $999,070 and authorize a\ncontingency in the amount of $200,930 for a total contract amount not to exceed\n$1,200,000.\n2. Authorize the appropriation of $1,200,000 in Community Development Block Grant\nfunds, (Fund 203), Project expenditure account P1019203-516101.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

FINAL TRACT MAPS, ACCEPTANCE OF OFFERS OF DEDICATION, AND\nREJECTION OF IRREVOCABLE OFFERS OF DEDICATION FOR TRACT\nMAPS NO. 51644-16 AND 51644-17 (TESORO HIGHLANDS) - Pursuant to Section\n66474.1 of the Subdivision Map Act, approve final tract maps, accept and reject offers of\ndedication, and abandon easements for Tract No. 51644-16 and Tract No. 51644-17.\nThese maps are for subdivision purposes and are located within Tesoro del Valle, north\nof Tesoro del Valle Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Final Tract Maps for Tract No. 51644-16 and Tract No. 51644-17.\n2. Accept on behalf of the public the offers of dedication and grant of: (1) the easement\nfor public use and road purposes; (2) the easements for sanitary sewer and sanitary\nsewer ingress and egress purposes; (3) all sanitary sewers and appurtenant structures;\n(4) the easements for covered storm drain, storm drain appurtenant structures, ingress\nand egress purposes; (5) the right to restrict or prohibit the erection or construction of\nany buildings or structures within lots 101, 102, and 104 through 125, inclusive, on\nTract No. 51644-16; (6) the right to restrict or prohibit the erection or construction of\nany buildings or structures within lots 132 through 151, inclusive, on Tract No.\n51644-17; and (7) the right to restrict or prohibit any and all allowable uses or\nconstruction within those areas designated as open space on these maps.\n3. Reject the irrevocable offers of dedication and grant in fee simple of all lots 90, 91,\nand 92 of Tract No. 51644-16 and all lots 123 and 124 of Tract No. 51644-17 for\nflood control purposes.\n4. Authorize the City Manager or designee to rescind the rejection and accept the offer\nof dedication and grant in fee simple all of lots 90, 91, and 92 of Tract No. 51644-16\nand lots 123 and 124 of Tract No. 51644-17 when construction of the improvements\nare completed to the satisfaction of the Director of Public Works.\n5. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n6. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of the Final Tract Map for Tract No. 51644-16 and Final Tract\nMap for Tract No. 51644-17, which indicates all special assessments levied by the\nCity of Santa Clarita are paid.\n7. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of the Final\nTract Map for Tract No. 51644-16 and Final Tract Map for Tract No. 51644-17,\nwhich embodies the approval of said maps, the acceptance of the dedications shown\nthereon, and the rejection of the irrevocable offer of dedication and grant in fee\nsimple shown thereon.\n8. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of the\nFinal Tract Map for Tract No. 51644-16 and Final Tract Map for Tract No. 51644-17,\nwhich provides for verification that the map is technically correct.\n9. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nFinal Tract Map for Tract No. 51644-16 and Final Tract Map for Tract No. 51644-17\nwhich provides for verification of substantial conformance with the Tentative Tract\nMap and all provisions of local ordinances and state laws applicable at the time of\napproval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. DESIGNATION OF A VOTING DELEGATE AND UP TO TWO ALTERNATE\nVOTING DELEGATES FOR THE 2023 LEAGUE OF CALIFORNIA CITIES\nANNUAL CONFERENCE - The League of California Cities Annual Conference is\nscheduled for September 20-22, 2023, in Sacramento. In order to vote at the General\nAssembly Meeting, the City Council is asked to designate a voting delegate. The City\nCouncil may also appoint up to two alternate voting delegates.\nRECOMMENDED ACTION:\nCity Council appoint a voting delegate and up to two alternate voting delegates to the\n2023 League of California Cities Annual Conference.

ESTABLISHMENT OF THE CITY OF SANTA CLARITA ANIMAL CARE\nGRANT PROGRAM AND ADOPTION PROMOTION - At the May 9, 2023, City\nCouncil meeting, the City Council directed staff to implement recommendations to\nenhance existing animal care services. This report provides an update on the action items\ndeveloped and proposes the Animal Care Grant Program and City of Santa Clarita\nAdoption Promotion for approval and appropriation.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the City of Santa Clarita Animal Care Grant Program and appoint two\nCouncilmembers, and one alternate, to serve on the Animal Care Grants Ad Hoc\nCommittee.\n2. Appropriate ongoing funding in the amount of $50,000 to expenditure account\n1003203-517101 for the City of Santa Clarita Animal Care Grant Program, and\n$10,000 to 1003203-516105 for the City of Santa Clarita Adoption Promotion.\n3. Authorize the City Manager or designee to execute all associated documents, subject\nto City Attorney approval.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. FIFTH AMENDMENT TO REVOCABLE LICENSE AGREEMENT WITH\nCCATT LLC - Recommendation to amend the license agreement of a communications\nfacility, adjacent to the Valencia Industrial Center, to install an antenna and equipment, as\nwell as an increase of revenue by 5 percent.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the Fifth Amendment with CCATT LLC.\n2. Increase anticipated revenues for Fiscal Year 2023-24 by $6,000 in revenue account\n100-401204 Franchise Agreement-Other.\n3. DRAINAGE BENEFIT ASSESSMENT AREAS 3 AND 24 GEOTECHNICAL\nCONSULTING CONTRACTS - Council consideration to award contracts and\nauthorize a one-time appropriation of $55,000 from DBAA 3 and $46,000 from DBAA\n24 for geotechnical consulting for field testing, repair recommendations, and well\nevaluation.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Applied Earth Sciences in the amount of $55,000 for\ngeotechnical consulting in DBAA 3 and authorize the one-time appropriation of funds\nin the amount of $55,000 from DBAA Fund Balance (Fund 351) to expenditure\naccount 3517209-516113.\n2.
