11. 2024 ANIMAL CARE GRANT AWARD RECOMMENDATIONS - City Council\nconsideration to approve the 2024 Animal Care Grant Program funding recommendations\nby the Grants Committee.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the 2024 Animal Care Grant Committee’s funding recommendations in an\namount not to exceed $10,000 per grantee, for a total amount not to exceed $40,000.\n2. Direct staff to execute Grant Agreements with the agencies approved for funding.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

12. CORRECTED TAX-SHARING RESOLUTIONS FOR SANITATION DISTRICT,\nANNEXATION NOS. SCV-1120, SCV-1130, SCV-1132, AND SCV-1133 - The Santa\nClarita Valley Sanitation District provides wastewater treatment services within the\nDistrict's service area. To provide wastewater treatment service to properties located\noutside the District's service area, the boundary must be expanded through the annexation\nprocess. The District has requested the City adopt amended resolutions for four\npreviously approved annexations.\nRECOMMENDED ACTION:\nCity Council:\n1. Rescind resolutions Nos. 23-21, 23-22, 23-23, 23-73, 23-74, 23-78, 23-79, 23-80, 23-\n81, and 23-82 that approved and accepted the negotiated exchange of property tax\nrevenues resulting from Santa Clarita Valley Sanitation District Annexation Nos.\nSCV-1120, SCV-1130, SCV-1132, and SCV-1133.\n2. Adopt the Santa Clarita Valley Sanitation District's corrected resolutions approving\nand accepting the negotiated exchange of property tax revenues resulting from Santa\nClarita Valley Sanitation District Annexation Nos. SCV-1120, SCV-1130, SCV-1132,\nand SCV-1133.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

13. 2024 DEBRIS MANAGEMENT PLAN FOR DISASTER DEBRIS REMOVAL -\nThis item is to comply with the Disaster Mitigation Act of 2000, by adopting a Debris\nManagement Plan for removal activities as a result of a major, citywide disaster.\nRECOMMENDED ACTION:\nCity Council adopt a resolution for the 2024 Debris Management Plan for Disaster Debris\nRemoval.

VALENCIA COMMUNITY CENTER RECONSTRUCTION AND TENANT\nIMPROVEMENTS - This item considers an award for construction contract for The\nValencia Community Center reconstruction and tenant improvements.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Valencia Community Center\nReconstruction and Tenant Improvements.\n2. Award a construction contract to Deeb Construction Inc., in the amount of $364,153\nand authorize a contingency in the amount of $72,831, for a total contract amount not\nto exceed $436,984.\n3. Approve the use of a “piggyback” contract for the purchase of replacement doors,\nelectrified and mechanical door hardware from Montgomery Hardware Company,\nthrough the California Multiple Awards Schedule, (CMAS) contract #4-17-84-0059A\nin an amount not to exceed $232,822.\n4. Find the Valencia Community Center Reconstruction and Tenant Improvements\nexempt from review under the California Environmental Quality Act pursuant to Title\n14 of the California Code of Regulations, Article 19, Section 15301.\n5. OLD ORCHARD PARK PHASE I IMPROVEMENTS, PROJECT P2020 - PLANS\nAND SPECIFICATIONS, AND CONSTRUCTION CONTRACT - This action will\naward the construction contract for the phase I improvements to Old Orchard Park. The\nproject will consist of an expanded playground area with features including new play\nequipment for 2 to 5 year and 5 to 12 year age groups, climbing rock structure, turf slide\nhill, rubberized surfacing and shade structure. Addition of a multi-sport court, recreation\nelements, multi-purpose room/restroom building improvements, parking lot expansion\nand other recreational and landscape upgrades.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for Old Orchard Park Phase I Construction\nProject P2020.\n2. Award a construction contract to Golden Sun Enterprise, Inc., in the amount of\n$5,917,777 for the base bid, and authorize a contingency in the amount of\n$1,183,555, for a total contract amount not to exceed $7,101,332.\n3. Award a materials testing contract to Kane Construction Services, Inc., in the amount\nof $318,868, and authorize a contingency in the amount of $31,886, for a total\ncontract amount not to exceed $350,754.\n4. Extend the current $300,000 contract and authorize an increased expenditure for\nconstruction management support with Pacific Coast Land Design, Inc., in the\namount of $181,789, and authorize a contingency in the amount of $18,178, for a\ntotal contract amount not to exceed $499,967.\n5. Appropriate one-time funds in the amount of $2,531,307 from the Facilities Fund\n(Fund 723) to the Old Orchard Park Project P2020, expenditure account P2020601-\n516101.\n6. ACCEPTANCE OF REAL PROPERTY OF 11.4 +/- ACRES IN THE CITY OF\nSANTA CLARITA, LOS ANGELES COUNTY ASSESSORS PARCEL NO. 2866-\n007-079, 2866-007-080 AND A PORTION OF 2866-007-078 - Acquisition of this\nproperty will enhance the City's on-going efforts to preserve open space lands in an effort\nto complete the open space greenbelt surrounding the Santa Clarita Valley.\nRECOMMENDED ACTION:\nCity Council:\n1. Accept 11.4 +/- acres of real property for the purpose of public recreation and open\nspace preservation, Assessor's Parcel Numbers 2866-007-079, 2866-007-080 and a\nportion of 2866-007-078, contingent upon clean title reports and environmental\nreports.\n2. Appropriate $30,000 from the Open Space Preservation District Fund (Fund 358) to\nthe Open Space Preservation District Expenditure Account 3587501-516101 for due\ndiligence, title and escrow.\n3. Appropriate ongoing funds in the amount of $4,000 from the Open Space\nPreservation District Fund (Fund 358) to Open Space Preservation District\nExpenditure Account 3587501-511101 for on-going maintenance.\n4. Authorize the City Manager to sign the agreement, subject to final approval by the\nCity Manager and City Attorney, and to take such further actions as necessary to\neffectuate the transfer.\n5. The project is exempt from review under the California Environmental Quality Act\n(Article 9) pursuant to Section 15313 (Class 13); Section 15317 (Class 17); and\nSection 15325 (Class 25).\n6. 2. MASTER AGREEMENT AND ASSOCIATED DOCUMENTS FOR THE\nTRANSFER OF WILLIAM S. HART REGIONAL PARK - The purpose of this item\nis to approve assuming ownership and operations of Williams S. Hart Regional Park\nfrom the County of Los Angeles.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize the City Manager or designee to execute the Master Agreement and\nassociated documents, subject to City Attorney approval.\n2. Adopt a resolution approving the transfer of William S. Hart Regional Park from the\nCounty of Los Angeles to the City of Santa Clarita.

VENTURA COUNTY RIGHT-OF-WAY USE AGREEMENT - Approval for a\nRight-of-Way Use Agreement with the County of Ventura in exchange for two dark fiber\nstrands that may be used to create network redundancy for the City's Fiber Optic\nNetwork.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve a Right-of-Way Use Agreement with the County of Ventura in exchange for\ntwo dedicated dark fiber strands for City use along the Ventura County’s 46-mile\nregional network.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

BACKFLOW PREVENTION DEVICE TESTING AND REPAIRS CONTRACT -\nCouncil consideration to award a contract for backflow servicing across Landscape\nMaintenance District Zones and City-owned facilities.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a two-year contract to Backflow Prevention Device Tester to provide testing,\nmaintenance, and repair services for all City-owned backflow prevention devices in\nthe annual amount of $245,372, for a total two-year contract in an amount not to\nexceed $490,744.\n2. Authorize the City Manager or designee to execute up to three annual renewal\noptions, not to exceed the annual contract amount, contingent upon the appropriation\nof funds in the annual budget for such fiscal years.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

CITYWIDE PRINTERS AND COPIERS CONTRACT - Council consideration to\naward a five-year contract to Kyocera Document Solutions West, LLC, for managed print\nservices.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the use of a cooperative agreement through OMNIA Partners contract\n#R191102; award a five-year contract to Kyocera Document Solutions West, LLC,\nfor managed print services in the amount of $730,150; and authorize a contingency of\n$109,522 for a total contract amount not to exceed $839,672.\n2. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options, not to exceed the annual contract amount, inclusive of contingency,\nplus an adjustment in compensation consistent with the appropriate Consumer Price\nIndex, and contingent upon the appropriation of funds by the City Council in the\nannual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

RESOLUTION DESIGNATING OFFICIALS AUTHORIZED TO FILE\nAPPLICATIONS TO THE CALIFORNIA GOVERNOR'S OFFICE OF\nEMERGENCY SERVICES FOR DISASTER-RELATED FINANCIAL\nASSISTANCE - The resolution authorizes City Council to designate approved agents\nevery three years to execute and file applications to the California Governor's Office of\nEmergency Services (Cal OES) as required by the Robert T. Stafford Disaster Relief and\nEmergency Assistance Act.\nRECOMMENDED ACTION:\nCity Council adopt a resolution designating the City Manager, Assistant City Manager,\nand Intergovernmental Relations Officer as approved agents with the California\nGovernor’s Office of Emergency Services (Cal OES) for disaster related financial\nassistance and authorize staff to provide Cal OES with a certified copy of the resolution.
