10.\n2024-25 OVERLAY AND SLURRY SEAL PROGRAM - OVERLAY C, D, AND\nSLURRY SEAL, PROJECT M0157 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACTS - City Council consider awarding construction\ncontracts for the 2024-25 Overlay and Slurry Seal Program - Overlay C, Overlay D, and\nSlurry Seal projects. The annual overlay and slurry seal projects are an integral part of the\nCity of Santa Clarita’s pavement management program. Each year, streets are evaluated\nand identified for needed pavement preservation and rehabilitation treatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2024-25 Overlay and Slurry Seal\nProgram – Overlay C, Project M0157.\n2. Approve the plans and specifications for the 2024-25 Overlay and Slurry Seal\nProgram – Overlay D, Project M0157.\n3. Approve the plans and specifications for the 2024-25 Overlay and Slurry Seal\nProgram – Slurry Seal, Project M0157.\n4. Award the construction contract for the 2024-25 Overlay and Slurry Seal Program –\nOverlay C project to Toro Enterprises, Inc., in the amount of $2,798,316 and\nauthorize a contingency in the amount of $419,747, for a total contract amount not to\nexceed $3,218,063.\n5. Award the construction contract for the 2024-25 Overlay and Slurry Seal Program –\nOverlay D project to Toro Enterprises, Inc., in the amount of $3,948,129 and\nauthorize a contingency in the amount of $592,219, for a total contract amount not to\nexceed $4,540,348.\n6. Award the construction contract for the 2024-25 Overlay and Slurry Seal Program –\nSlurry Seal project to American Asphalt South, Inc., in the amount of $1,317,014 and\nauthorize a contingency in the amount of $197,552, for a total contract amount not to\nexceed $1,514,566.\n7. 3.\nFISCAL YEAR 2025-26 ANNUAL LEVY OF ASSESSMENTS AND SPECIAL\nTAXES FOR SPECIAL DISTRICTS - As required by state law, staff presents for City\nCouncil's consideration the Final Engineer's Reports and Annual Reports for the various\nspecial districts and requests approval to provide the Los Angeles County Assessor's\nOffice with all necessary data for the assessments and special taxes to appear on the\nFiscal Year 2025-26 Property Tax Rolls.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing for the Landscaping and Lighting District; the Drainage\nBenefit Assessment Areas; the Golden Valley Ranch Open Space Maintenance\nDistrict; the Tourism Marketing District; and the Vista Canyon Wastewater Standby\nDistrict.\n2. Adopt resolutions approving the Engineer’s Reports for the Fiscal Year 2025-26\nannual levy of assessments for the continuation of maintenance for the Landscaping\nand Lighting District; the Drainage Benefit Assessment Areas; the Golden Valley\nRanch Open Space Maintenance District; the Tourism Marketing District; and the\nVista Canyon Wastewater Standby District.\n3. 4.\nFISCAL YEAR 2025-26 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2025-26 budget was\ndistributed to the City Council on May 19, 2025. In addition, on May 20, 2025, the\nPlanning Commission made a finding by minute action that the Draft Fiscal Year 202526 Capital Improvement Program is consistent with the City of Santa Clarita's General\nPlan. Further, at the May 27, 2025, City Council meeting, a public hearing was opened\nand the draft budget was presented.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita:\n1. Adopt a resolution adopting the Annual Budget for Fiscal Year 2025-26, making\nappropriations for the amounts budgeted and establishing policies for the\nadministration of the adopted Annual Budget.\n2. Adopt a resolution adopting the Fiscal Year 2025-26 Capital Improvement Program.\n3. Adopt a resolution approving and adopting the annual appropriations limit for\nFiscal Year 2025-26.\n4. Adopt a resolution electing to receive all or a portion of the tax revenues pursuant to\nthe Health and Safety Code (Community Redevelopment Law).

7.\nCITY HALL & VALENCIA LIBRARY WINDOW SEAL & WALL JOINT\nREPAIR - PROJECT M1044 - This item considers awarding a construction contract for\nCity Hall and Valencia Library, which includes window seal and wall joint repair.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a construction contract to Angelus Waterproofing and Restoration, Inc., in the\namount of $384,777, and authorize a contingency in the amount of $38,477, for a\ntotal contract amount not to exceed $423,254.\n2. Authorize a one-time transfer of General, Capital funds (Fund 601) in the amount of\n$30,000 from the City Hall Blind Replacement & Exterior Lighting, Project M1045,\nexpenditure account M1045601-516101 to City Hall & Valencia Library Window\nSeal & Wall Joint Repair, Project M1044, expenditure account M1044601-516101\nand reduce project expenditure account M1044309-516101 (Public Library Fund) by\n$30,000.\n3. 8.\nAGREEMENT AUTHORIZING PUBLIC EDUCATION AND COMMUNITY\nENGAGEMENT GRANT WITH THE LOS ANGELES COUNTY FLOOD\nCONTROL DISTRICT - The City of Santa Clarita has been awarded a grant of $25,000\nthrough the Safe, Clean Water Program’s Public Education and Community Engagement\nGrant. This grant will fund storm water outreach initiatives.\nRECOMMENDED ACTION:\nCity Council:\n1. Accept Safe, Clean Water Public Education and Community Engagement grant funds\nfrom the Los Angeles County Flood Control District.\n2. Appropriate funds in the amount of $25,000 to Miscellaneous Grant (Fund 259)\nEnvironmental Services Grant Project account 2597233-516101 and increase\nMiscellaneous Grant (Fund 259) revenue account 259-462101 by $25,000.\n3. Authorize the City Manager, or designee, to execute all contracts and associated\ndocuments, subject to City Attorney approval.
