1.\nSANTA CLARITA LANDSCAPE MAINTENANCE DISTRICT ASSESSMENT\nINCREASE FOR ZONES T44 (BOUQUET CANYON), T48 (SHADOW HILLS),\nAND T62 (CANYON HEIGHTS) - Public Hearing related to assessment increases for\nLandscape Maintenance District Zones T44 (Bouquet Canyon), T48 (Shadow Hills), and\nT62 (Canyon Heights).\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing on the proposed assessment increases for the City of Santa\nClarita Landscape Maintenance Districts, and open and tabulate the ballots.\n2. Adopt a resolution declaring the results of the property owner protest ballot\nproceedings for the levy of increased assessments in Zones T44 (Bouquet Canyon),\nT48 (Shadow Hills), and T62 (Canyon Heights) within the Santa Clarita Landscaping\nand Lighting District.\n3. If no majority protest exists, adopt a resolution for Zone T44 (Bouquet Canyon),\nconfirming the Assessment Diagram and assessment for the zone, and authorizing the\nlevy and collection of increased assessments, including annual consumer price index\nadjustments, effective Fiscal Year 2026-27.\n4. If no majority protest exists, adopt a resolution for Zone T48 (Shadow Hills),\nconfirming the Assessment Diagram and assessment for the zone, and authorizing the\nlevy and collection of increased assessments, including annual consumer price index\nadjustments, effective Fiscal Year 2026-27.\n5. 10.\nPREVENTATIVE MAINTENANCE AND INSPECTION CONTRACT FOR\nDRAINAGE BENEFIT ASSESSMENT AREAS 3, 6, 18, 19, 20, AND 24 - City\nCouncil consideration to award contract and authorize a one-time appropriation for\npreventative maintenance and inspection at Drainage Benefit Assessment Areas 3, 6, 18,\n19, 20, and 24.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a one-year contract to Flo-Services, Inc., for Drainage Benefit Assessment\nArea preventative maintenance and inspection services in the amount of $172,910.\n2. Authorize the one-time appropriation of funds in the amount of $11,800 from\nStormwater Fund (Fund 356) to expenditure account 3567220-514101 for FY 202526 and $2,650 for FY 2026-27.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments subject to City Attorney approval.

11.\nSOUTHERN CALIFORNIA EDISON COMPANY EASEMENT ON CITYOWNED PROPERTY ADJACENT TO BOUQUET CANYON ROAD - This item\nrecommends approving an easement on City property with Southern California Edison\nCompany.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve an easement on Assessor Parcel Number 2812-008-900 with Southern\nCalifornia Edison Company for the purpose of relocating transmission lines.\n2. Authorize the City Manager, or designee, to execute the necessary documents, subject\nto City Attorney approval.

12.\nAGREEMENT FOR THE CITY OF SANTA CLARITA TO ASSUME\nMAINTENANCE AND OPERATION OF TRAFFIC SIGNAL FACILITIES\nWITHIN CALIFORNIA DEPARTMENT OF TRANSPORTATION\nJURISDICTION - This item considers approval of agreements authorizing the City of\nSanta Clarita to operate California Department of Transportation-owned traffic signals at\nfive intersections along Sierra Highway.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the Delegated Maintenance Agreement and Electrical Facilities Cost\nSharing Agreement from the California Department of Transportation (Caltrans) to\naccept maintenance responsibility for traffic signals within Caltrans jurisdiction.\n2. Increase revenue account 354-462101 (Streetlight Maintenance Fund Miscellaneous\nRevenue) by $35,000 annually and appropriate ongoing $35,000 to expenditure\naccount 3544402-514107 (Traffic Signal Maintenance) annually, contingent upon the\nappropriation of funds in the annual budget for each fiscal year.\n3. 2.\nPROPOSITION 50: THE ELECTION RIGGING RESPONSE ACT - Proposition 50\nis a legislative constitutional amendment, which will appear on the November 5, 2025,\nSpecial Election ballot. The ballot measure establishes new boundary lines for\nCongressional districts and would go into effect immediately.\nRECOMMENDED ACTION:\nCity Council discuss and provide direction to staff.

3.\nCITYWIDE HIGH-SPEED FIBER INTERNET SERVICE - City Council consider\napproval to grant access to the City's right-of-way and lease dark fiber strands to Aspire\nBroadband to build, own, and operate a Fiber to the Premises network to deliver Citywide\nHigh-Speed Fiber Internet Service to businesses and residents.\nRECOMMENDED ACTION:\nCity Council:\n1. Determine that the project is exempt from environmental review pursuant to\nCalifornia Environmental Quality Act Guidelines § 15301, 15303, and 15304, as a\nClass 1 (Existing Facilities), Class 3 (New Construction of Small Structures) and\nClass 4 (Minor Alterations to Land) categorical exemption.\n2. Approve a 20-year, non-exclusive Agreement with three additional, optional and\nsuccessive, 10-year terms, with Aspire Broadband Holdings, Inc. for access to and\nuse of the City’s right-of-way for fiber optic cable installation and accessory facilities\nfor its network; inclusive of a lease of certain City-owned dark fiber strands, subject\nto availability and to detailed terms set forth in the Agreement.\n3. Authorize the City Manager or designee to execute the Agreement in substantially the\nform provided in the City Clerk’s reading file, subject to City Attorney approval, with\nsuch non-substantive revisions as approved by the City Manager and City Attorney.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

Award a five-year contract to Stay Green, Inc., to provide landscape maintenance\nservices for Landscape Maintenance District Zone T51 (Valencia High School) and\nZone 16 (Valencia Industrial Center), for a total contract amount not to exceed\n$1,655,074.\n2. Appropriate a one-time budget increase in Fiscal Year 2025-26 from the Landscape\nMaintenance District Fund Balance (Fund 357) to expenditure account 3572437516110 in the amount of $66,846.\n3. Appropriate an ongoing budget increase, beginning in Fiscal Year 2026-27, from the\nLandscape Maintenance District Fund Balance (Fund 357) to expenditure account\n3572437-516110 in the amount of $96,633, contingent upon the appropriation of\nfunds by the City Council in the annual budget for each fiscal year.\n4. Award a five-year contract to Marina Landscape Services, Inc., to provide landscape\nmaintenance services for Landscape Maintenance District Zone 20 (Golden Valley\nRanch Commercial) and Zone 21 (Golden Valley Ranch Residential), for a total\ncontract amount not to exceed $1,533,260.\n2. Appropriate a one-time budget increase in Fiscal Year 2025-26 from the Landscape\nMaintenance District Fund Balance (Fund 357) to expenditure account 3572441516110 in the amount of $18,450 and to expenditure account 3572442-516110 in the\namount of $60,417.\n3. Appropriate an ongoing budget increase, beginning in Fiscal Year 2026-27, from the\nLandscape Maintenance District Fund Balance (Fund 357) in the amount of $24,600\nto expenditure account 3572441-516110 and $80,556 to expenditure account\n3572442-516110, contingent upon appropriation of funds by the City Council in each\nfiscal year.\n4. Award a five-year contract to Stay Green, Inc., to provide landscape maintenance\nservices for Landscape Maintenance District Zone T52 (Stonecrest), for a total\ncontract amount not to exceed $1,513,908.\n2. Appropriate a one-time budget increase in Fiscal Year 2025-26 from the Landscape\nMaintenance District Fund Balance (Fund 357) to expenditure account 3572427516110 in the amount of $102,276.\n3. Appropriate an ongoing budget increase, beginning in Fiscal Year 2026-27, from the\nLandscape Maintenance District Fund Balance (Fund 357) to expenditure account\n3572427-516110 in the amount of $169,423, contingent upon the appropriation of\nfunds by the City Council in the annual budget for each fiscal year.\n4.
