ADOPTION OF ORDINANCE NO. 1268, AMENDING CHAPTER 5.26 OF\nTITLE 5 OF THE SOUTH EL MONTE MUNICIPAL CODE THEREBY\nAMENDING THE CITY'S CANNABIS REGULATIONS IN RELATION TO\nAPPLICATION SELECTION CRITERIA, MAKE CLARIFICATION\nCHANGES, AND MAKE SUCH OTHER CHANGES IN ORDER TO\nIMPROVE THE ADMINISTRATION THEREOF\nAdoption of an ordinance amending Chapter 5.26 of Title 5 of the South El\nMonte Municipal Code thereby amending the City’s cannabis regulations\nin order to change application selection criteria, make clarification\nchanges, and make such other changes in order to improve the\nadministration thereof.\nRECOMMENDED ACTION: Staff recommends City Council: Waive\nsecond reading and adopt Ordinance No. 1268, amending Chapter 5.26 of\nTitle 5 of the South El Monte Municipal Code thereby updating and\namending the City’s cannabis regulations in order to amend application\nselection criteria, make clarification changes, and make such other\nchanges in order to improve the administration thereof.

7.d. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-90,\nAPPROVING PURCHASE OF SCANNING SERVICES WITH ECS\nIMAGING INC.\nThe City Clerk’s Office is currently undergoing a records retention project\nwith ECS Imaging Inc. to enhance the department's capabilities of hosting\nand retaining scanned documents into Laserfiche. Staff is requesting to\nuse ECS Imaging Inc. scanning services to scan all of the Planning\nDepartment's plans.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-90, approving professional scanning services\nfrom ECS Imaging, Inc. (ECS); and\n2. Authorize City Manager or designee to accept the quote issued by\nECS.

7.e. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-91,\nAPPROVING AWARD OF PROFESSIONAL SERVICES AGREEMENT\n(PSA) TO TRANSTECH ENGINEERS, INC. FOR THE MERCED\nAVENUE GREENWAY PROJECT\nOn July 20, 2023, a Request for Proposals (RFP) was solicited to provide\nconstruction management and construction inspection (CMCI) services for\nthe Merced Avenue Greenway Project. The project includes roadway\nresurfacing, reconstruction of concrete curb ramps, sidewalks, curb, and\ngutter and the installation of decentralized Low Impact Development (LID)\nand Best Management Practices (BMPs) within the street right-of-way that\nslow, capture, treat, and infiltrate storm water runoff. Work also includes\ninstallation of striping and pavement markings to incorporate bike lanes on\nMerced Avenue between Rush Street and Lerma Road.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-91, awarding a PSA to Transtech Engineers,\nInc. for construction management and construction inspection (CMCI)\nservices, in an amount not to exceed $856,225; and\n2. Authorize the City Manager or designee to negotiate and execute the\nagreement.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-92,\nAPPROVING AMENDMENT NO. 1 TO AGREEMENT WITH ALESHIRE\n& WYNDER (A&W) FOR CITY ATTORNEY SERVICES\nConsideration of Resolution No. 23-92, Approving Amendment No. 1 to\nAgreement for city attorney services. In November of 2019, the City\nentered into an agreement with A&W for city attorney services.\nAmendment No. 1 is sought to adjust the current compensation.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-92, approving Amendment No. 1 to\nagreement with Aleshire & Wynder (A&W) for City Attorney Services;\nand\n2. Authorize the City Manager to negotiate and execute agreement.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-93,\nAPPROVING A MEMORANDUM OF AGREEMENT (MOA) BETWEEN\nTHE CITY OF SOUTH EL MONTE AND U.S. ARMY CORPS OF\nENGINEERS, LOS ANGELES DISTRICT FOR PROPOSED\nDEVELOPMENT OF PROPERTY LOCATED AT 825 LEXINGTON-\nGALLATIN ROAD ("PROPERTY")\nThe U.S. Army Corps is considering the development of an approximate\n21-acre vacant property. The property includes developing approximately\nten acres (10.22) with an approximate 223,000 square foot industrial\nbuilding, and dedicating approximately eleven (10.92) acres, with limited\nsite preparation, to the City of South El Monte for future recreational uses,\nto be owned, managed and operated by the City of South El Monte as a\npublic open space. Both sites will be designed to accommodate detention\nbasin improvements.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-93, approving the MOA with U.S. Army Corps\nof Engineers, Los Angeles District for a proposed development\napproval process of property located at 825 Lexington-Gallatin Road\n("Property"); and\n2. Authorize the City Manager or designee to negotiate and execute the\nMOA.\nGENERAL BUSINESS (CONTINUED)
