1. Appeal of the Planning Commission's denial of CUP No. 857 authorizing the continued\noperation of a parcel delivery service at 9350 Rayo Avenue\nThe City Council will consider: (CD)\na. Conduct a public hearing, pursuant to South Gate Municipal Code Table 11.51-1 and Section\n11.50.040 (B);\nb. Consider accepting the determination that this matter is exempt from the California\nEnvironmental Quality Act;\nc. Consider adopting the findings as outlined in City Council Resolution No. _______\n(Attachment A); and\nd. Consider accepting Staffs strong recommendation to overturn the Planning Commission's\ndecision to deny Conditional Use Permit No. 857, and to adopt City Council Resolution No.\n_____, issuing that Permit.\nALTERNATIVE ACTION:\ne. Staff strongly recommends that the City Council take the action and adopt the Resolution\nspecified in paragraph "d" above. However, if the majority of the City Council chooses not to\nadopt that Resolution, then in order to establish a definitive record of the City Council's action on\nthe matter, the City Council can express its decision to uphold the Planning Commission's\ndecision to deny Conditional Use Permit No. 857 by adopting alternative City Council Resolution\nNo. _______ (Attachment B).

10. State of California Office of Traffic Safety (OTS) 2023-2024 Selective Traffic\nEnforcement Program Grant Funds (STEP)\nThe City Council will consider: (PD)\na. Authorizing utilization of the 2023-2024 Selective Traffic Enforcement Program ("STEP") Grant\nFunds in the amount of $130,000 for overtime, equipment, and training expenses;\nb. Amending the Fiscal Year 2023/24 Law Enforcement Grants Fund Budget by appropriating\n$123,132 for overtime salaries, $2,875 for equipment, and $3,993 for training expenses; and\nc. Authorizing the Chief of Police to execute the STEP Grant Agreement in a form acceptable to\nthe City Attorney.

Authorizing utilization of 2021 Homeland Security Grant Program Funds in the amount of\n$72,000 for law enforcement equipment to address civil unrest, crowd control and active\nshooters;\nb. Increasing the Fiscal Year 2023/24 revenue projection in Account Number 232-541 (Law\nEnforcement Grants - Homeland Security Grant) to $72,000;\nc. Amending the Fiscal Year 2023/24 Law Enforcement Grants Fund Budget by appropriating\n$72,000 to Account Number 232-541-21-6204 (Law Enforcement Grants - Homeland Security\nGrant - Small Tools and Equipment); and\nd. Authorizing the City Manager to execute the State Homeland Security Grant Program\nSubrecipient Agreement for Grant Year 2021.
