1. Public Hearing to consider all protests against a proposed sewer rate increase, as\nrequired by Article XIII D of the California Constitution (added in 1996 by prop. 218) and\nadopt a Resolution imposing that increase unless written protests by a majority of owners\nor tenants of affected properties are presented\nThe City Council will consider: (PW)\na. Conducting a public hearing pursuant to Section 6(a)(2) of Article XIII D of the California\nConstitution regarding the proposed sewer fee rate increases for which on November 14, 2023,\nthe City mailed notifications to all real properties affected by the proposed increase to notify\nproperty owners or tenants receiving sewer service about the proposed rate increase;\nb. During the Public Hearing, consider all protests against the proposed increases;\nc. If written protests against the proposed increases are presented by the owner or tenant of a\nMAJORITY of the affected parcels of real property, comply with said Article XIII D by resolving to\nNOT increase the fee; and\nd. If written protests against the proposed fee are presented by the owners or tenants of LESS\nTHAN A MAJORITY of the affected parcels of real property, resolve to INCREASE the fee as\nauthorized by said Article XIII D.

2. Public Hearing to consider a Resolution adopting the Final Draft 2021-2029 Housing\nElement Update\nFollowing the conclusion of the Public Hearing, the City Council will consider: (CD)\na. Approving a Resolution adopting the findings as outlined in the Final Draft 2021-2029 General\nPlan Housing Element Update; and\nb. Declaring the Final Draft 2021-2029 General Plan Housing Element Update is in compliance\nwith the Environmental Impact Report prepared and adopted for the General Plan 2035 and no\nfurther environmental study is required.

Resolution declaring a continued emergency and authorizing repair, replacement or\nmaintenance activities of public Facilities related to the Urban Orchard, City Project No.\n539-PRK with out public bidding, pursuant to the Emergency Contracting Procedures of\nthe South Gate Municipal Code and the California Public Contract Code\nThe City Council will consider making a finding and adopting a Resolution declaring an\nemergency still exists and authorizing repair, replacement or maintenance activities of public\nfacilities related to the Urban Orchard, City Project No. 539-PRK, without public bidding, pursuant\nto the emergency contracting procedures of the South Gate Municipal Code and the California\nPublic Contract Code. Amendment No. 8 to Contract No. 2796, Memorandum of Understanding with Los\nAngeles County Metropolitan Transportation Authority retroactively extending the grant\nfunds lapsing date from February 28, 2022 to February 20, 2024 for the Firestone\nBoulevard Regional Corridor Capacity Enhancement, Metro Project ID No. F3124, City\nProject No. 476-TRF, for the 2009 Call for Projects Program grant funds\nThe City Council will consider: (PW)\na. Approving Amendment No. 8 to Contract No. 2796, Memorandum of Understanding with the\nLos Angeles County Metropolitan Transportation Authority ("MOU") retroactively extending the\ngrant funds lapsing date from February 28, 2022 to February 29, 2024, for the Firestone\nBoulevard Regional Corridor Capacity Enhancement, Metro Project ID No. F3124, City Project\nNo. 476-TRF, for the 2009 Call for Projects Program grant funds; and\nb. Authorizing the Mayor to execute Amendment No. 8 in a form acceptable to the City Attorney.

Amendment No. 3 to Contract No. 2022-77-CC with Z&K Consultants, Inc. for additional\nconstruction management and inspection services for Hollydale Community Park\nRenovation, City Project No. 607-PRK\nThe City Council will consider: (PW)\na. Approving Amendment No. 3 to Contract No.2022-77-CC with Z&K Consultants,Inc.,to\nprovide additional construction management and inspection services for the Hollydale\nCommunity Park Renovation, City Project No. 607-PRK, at a not to exceed cost of $43,414;\nb. Authorizing the Mayor to execute Amendment No. 3 in a form acceptable to the City Attorney;\nand\nc. Authorizing the City Manager to approve and execute subsequent amendments, should they\nbe needed, to oversee the project through construction completion in an amount not to exceed\n$50,000 monthly or $150,000, in the aggregate, to be funded with budgeted grant funds.

6. Agreement with T.E. Roberts, Inc. to replace water meters under the Automatic Meter\nReading Upgrade - Phase 3, City Project No. 649-WTR\nThe City Council will consider: (PW)\na. Approving an Agreement with T.E. Roberts, Inc., to replace 1725 water meters under the\nAutomatic Meter Reading Upgrade - Phase 3, City Project No. 649-WTR, in an amount not-to-\nexceed $1,267,250;\nb. Appropriating $500,000 in Water Funds to fully fund the Automatic Meter Reading Upgrade -\nPhase 3, City Project No. 649-WTR;\nc. Authorizing the Mayor to execute the Agreement in a form acceptable to the City Attorney;\nd. Authorizing the City Manager to approve up to $120,000 in construction change orders that\nmay arise;\ne. Approving the Notice of Exemption for the Automatic Meter Reading Upgrade - Phase 3 City\nProject No. 649-WTR; and\nf. Directing the City Clerk to file the Notice of Exemption with the Los Angeles County Recorder's\nOffice.

Purchase Order with HERC Rentals for HVAC equipment rentals for temporary cooling\nat City Hall, the Police Station and the Sports Center from August through October 2023\nThe City Council will consider: (PW)\na. Authorizing the City Manager to approve a Purchase Order with HERC Rentals to fund\nequipment rentals that were temporarily provided to operate and/or supplement the HVAC\nsystems at City Hall, the Police Station, and Sports Center from August through October of 2023,\nin an amount not to exceed $175,690; and\nb. Appropriating $175,690 in General Funds to fund the purchase order with HERC Rentals.

Removing Council Member Maria del Pilar Avalos' current appointee, Brigida Salinas, from the\nPlanning Commission and ratifying the nomination by Council Member Maria del Pilar Avalos of\nJenny Perez to the Planning Commission;\nb. Ratifying the nomination by Council Member Al Rios of Susan F. Janer to the Citizens Advisory\nCommittee;\nc. Ratifying the nomination by Council Member Al Rios of Angelica Martinez to the Citizens\nAdvisory Committee; and\nd. Ratifying the nomination by Council Member AI Rios of Richard Gonzales to the Citizens\nAdvisory Committee.
