Approve the Minutes of the City Council Meetings; and\n2. REQUEST FOR TEMPORARY STREET CLOSURE ON BROADWAY FOR THE\nARCHDIOCESAN EUCHARISTIC PROCESSION\nThe City received a request from the Archdiocese of Los Angeles, asking to use\nBroadway for a Eucharistic procession from the San Gabriel Mission to St. Luke\nChurch.\nRecommendation:\n1. Approve the temporary street closure on Broadway between Muscatel Avenue\nand Cloverly Avenue on March 25, 2023, from 10:00 a.m. to 12:30 p.m. for the\nArchdiocesan Eucharistic Procession; and\n2. Find that approval of the temporary street closure is not a “Project” as defined\nunder Section 15378 of the California Environmental Quality Act State\nGuidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no\nenvironmental review is required.

FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 82843, A FIVE-\nUNIT CONDOMINIUM DEVELOPMENT AT 5826 CLOVERLY AVENUE\nCity Council approval of the final map will allow the developer to obtain the building\npermits and start the construction of the five condominium dwelling units.\nRecommendation:\n1. Review and approve the final subdivision map for Tract Map No. 82843\n(Attachment “A”);\n2. Authorize the City Clerk to certify Tract Map No. 82843; and\n3. Find that approval of the subdivision map is exempt from review under the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guideline\n15061(b)(3).

SECOND READING OF ORDINANCE NO. 23-1069, SERIES C CODE\nAMENDMENTS OF TITLE 9 (ZONING REGULATIONS), CHAPTER 1 (ZONING\nCODE) AND ADOPTION OF RESOLUTION NO. 23-5653 AMENDING THE\nGENERAL PLAN LAND USE ELEMENT TO CLARIFY MIXED-USE AND\nRESIDENTIAL DENSITIES\nThe City Council is requested to adopt the proposed Ordinance, Series C Code\nAmendments of Title 9 (Zoning Regulations), Chapter 1 (Zoning Code) and adopt\na resolution to amend the General Plan Land Use Element.\nRecommendation:\n1. Consider adoption of Ordinance No. 23-1069 (Attachment “A”) updating Title 9\nof the Temple City Municipal Code and waive further reading;\n2. Adopt Resolution No. 23-5653 (Attachment “B”), amendments to the General\nPlan Land Use Element to Clarify Mixed-Use and Residential Densities; and\n3. Find that the project is exempt from further environmental review pursuant to\nSections 15061(b)(3) and 15378 of the California Environmental Quality Act\n(CEQA) Guidelines.
