UPDATE REGARDING THE 2025 CO-SPONSORSHIP OF THE ANNUAL ELTON\nJOHN AIDS FOUNDATION’S OSCAR EVENT AND APPROVAL OF A THREE-YEAR\nCO-SPONSORSHIP FOR ITS OSCAR EVENT IN YEARS 2026 THROUGH 2028 [Y.\nQUARKER, C. SMITH, M. REATH, B. SMITH]\nSUBJECT: The City Council will consider approving a Permit to Use City Property\nAgreement for the Elton John AIDS Foundation’s annual Oscar Party event in 2025,\nincluding street closure requests and a reduced parking rate. The City Council will also\nconsider a three-year co-sponsorship with Elton John AIDS Foundation to host its\nAnnual Elton John AIDS Foundation Oscar Viewing Party and Charity Fundraiser event\nin West Hollywood Park from 2026 through 2028.\nRECOMMENDATIONS: 1) Approve a Permit to Use City Property Agreement between\nthe City of West Hollywood and the Elton John AIDS Foundation for the 2025 event that\ndefines facility uses, street closures, and the terms of the relationship between the City\nand Elton John AIDS Foundation; 2) Approve the exclusive use of West Hollywood Park\nbeginning Wednesday, February 19, 2025, through Thursday, March 6, 2025; 3)\nApprove the exclusive use of the Five-Story Parking Structure (5SPS) from 5:00 A.M.\non Sunday, March 2, 2025, through 5:00 A.M. on Monday, March 3, 2025; 4) Approve\nthe closure of San Vicente Boulevard between Melrose Avenue and Santa Monica\nBoulevard for event arrivals and departures from 11:30 A.M. on Sunday, March 2, 2025,\nthrough 6:00 A.M. on Monday, March 3, 2025; 5) Approve a reduced parking rate of $6\nper vehicle in the Five-Story Parking Structure (5SPS) for production staff and crew\nparking on the following dates: February 20, 21, 22, 27, 28, and March 1; 6) Approve a\nthree-year co-sponsorship with Elton John AIDS Foundation to host their annual Oscar\nViewing Party and Charity Fundraiser event in West Hollywood Park. The dates for\n2026, 2027 and 2028 have yet to be determined; and 7) Approve the waiver of Building\nand Safety Permit Fees, Engineering and Neighborhood and Business Safety\nEncroachment Permit Fees, Film Permit Fees, Indoor Facility Use Fees, Intermittent\nTraffic Control Fees, Parking Meter Fees, Post-Event Inspection Fees, Special Event\nPermit Fees, Street Closure Fees, Partial Street Closure Fees and Temporary Valet\nFees for years 2026, 2027 and 2028 as well as potential lost revenue related to meter\nusage (estimated at $34,956 annually in waived fees and potential lost revenue).

CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nWEST HOLLYWOOD APPROVING FINAL MAP NO. 82111, FOR A 7-UNIT\nCONDOMINIUM SUBDIVISION, LOCATED AT 1236 FAIRFAX AVENUE, IN THE\nCITY OF WEST HOLLYWOOD, CALIFORNIA [H. COLLINS, J. GILMOUR]\nSUBJECT: The City Council will consider adopting a Resolution approving Final Map\nNo. 82111, for a 7-unit condominium subdivision, located at 1236 Fairfax Avenue.\nApproval of the Final Map is exempt from the California Environmental Quality Act\nCity Council Agenda\nNovember 4, 2024\nPage 8\n(CEQA) under Title 14 of the California Code of Regulations, section 15268(b)(3) -\nministerial projects.\nRECOMMENDATION: Staff recommends that the City Council adopt Resolution No. 24-\n___: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST\nHOLLYWOOD APPROVING FINAL MAP NO. 82111 FOR A 7 UNIT CONDOMINIUM\nSUBDIVISION, LOCATED AT 1236 FAIRFAX AVENUE IN THE CITY OF WEST\nHOLLYWOOD.”

7. 2025 ARTS GRANT FUNDING RECOMMENDATIONS – ARTS PROJECT;\nCOMMUNITY ARTS; TRANSGENDER, GENDER DIVERSE, INTERSEX ARTS;\nWEHO ARTISTS; AND 40th ANNIVERSARY CULTURAL HISTORY GRANTS [L.\nBIERY, R. EHEMANN, E. ANGELOFF]\nSUBJECT: The City Council will consider ratifying the recommendations of the Arts and\nCultural Affairs Commission for funding the 2025 Arts Grant Program – Arts Project;\nCommunity Arts; Transgender, Gender Diverse, Intersex Arts; WeHo Artists; and 40th\nAnniversary Cultural History Grants.\nRECOMMENDATIONS: 1) Approve recommendations of the Arts and Cultural Affairs\nCommission to award Arts Project Grants totaling $42,200 at various funding amounts\nto five (5) nonprofit arts organizations as outlined in this staff report; 2) Approve\nrecommendations of the Arts and Cultural Affairs Commission to award Community Arts\nGrants totaling $36,000 at various funding amounts to seven (7) applicants as outlined\nin this staff report; 3) Approve recommendations of the Arts and Cultural Affairs\nCommission to award Transgender, Gender Diverse, Intersex Arts Grants totaling\n$30,000 at various funding amounts to five (5) applicants as outlined in this staff report;\n4) Approve recommendations of the Arts and Cultural Affairs Commission to award\nWeHo Artists Grants totaling $24,000 to four (4) individual applicants, resident artists as\noutlined in this staff report; 5) Approve recommendations of the Arts and Cultural Affairs\nCommission to award 40th Anniversary Cultural History Arts Grants totaling $40,000 at\nvarious funding amounts to seven (7) applicants as outlined in this staff report; 6)\nApprove approximately $14,560 in waived fees for city facility use fees and parking fees;\n7) Authorize the use of city facilities for performances and presentations by grantees in\nfulfillment of their Art Grant projects and an additional hour of validated parking for event\nparticipants at the West Hollywood Park 5-Story parking structure, for a total of three (3)\nhours, for grant funded events scheduled for the Council Chambers which exceed two\n(2) hours; and 8) Allow grantees to charge admission, accept donations, and sell\nmerchandise to offset production costs for performances or projects.\nCity Council Agenda\nNovember 4, 2024\nPage 6

8. AMENDMENTS FOR AGREEMENTS TO PROVIDE NETWORKING PROFESSIONAL\nSERVICES AND NETWORK MANAGED SERVICES WITH NETXPERTS [L.\nQUIJANO, E. TSIPIS, K. DEVINE]\nSUBJECT: The City Council will consider amending two Agreements with NetXperts Inc.\nfor Providing Networking Professional Services (No. 010406), to increase the not-to-\nexceed amount by $400,000 and extend the agreement for an additional two years and\nfor the Agreement for Network Managed Services (No. 010405), to increase the not-to-\nexceed amount by $100,000 and extend the agreement for an additional two years.\nRECOMMENDATIONS: 1) Approve the Amendment to the Agreement for Networking\nProfessional Services with NetXperts (#010406) to: increase the amount of the\nagreement by $400,000 for a total of $1,200,000 and extend the agreement by two\nadditional years from June 30, 2025 to June 30, 2027; 2) Approve the Amendment to\nthe Agreement for Network Managed Services with NetXperts (#010405) to: increase\nthe amount of the agreement by $100,000 for a total of $250,000 and extend the\nagreement by two additional years from June 30, 2025 to June 30, 2027; and 3)\nAuthorize the City Manager or designee to execute documents incident to the\nAgreement.

DBA Kord Fire Protection to provide fire\nlife safety maintenance services.\nRECOMMENDATION: 1) Approve an Agreement for Maintenance Services with\nMajestic Fire, Inc. DBA Kord Fire Protection to provide fire life safety maintenance\nservices for a total not-to-exceed amount of $2,051,200; and 2) Authorize the City\nManager, or designee, to execute documents incident to the Agreement.

1. RESOLUTION AMENDING THE WEST HOLLYWOOD GENERAL PLAN TO\nINCORPORATE THE CITY’S UPDATED LOCAL HAZARD MITIGATION PLAN [N.\nMARICICH, F. CONTRERAS, T. FARRIS, A. ROSENBAUM, D. RIVAS, M.\nKUSTANOVICH]\nSUBJECT: The City Council will consider adopting a General Plan Amendment\nreplacing Appendix A with the updated 2024 Local Hazard Mitigation Plan (“LHMP”) in\nthe Safety and Noise Element of the West Hollywood General Plan 2035. The City\nCouncil finds that adopting this General Plan Amendment is not a project subject to the\nCalifornia Environmental Quality Act (CEQA).\nRECOMMENDATION: Conduct a Public Hearing and, upon conclusion, Adopt\nResolution No. 24-______: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST HOLLYWOOD ADOPTING AN AMENDMENT TO THE SAFETY AND\nNOISE ELEMENT OF THE GENERAL PLAN TO INCLUDE THE UPDATED 2024\nLOCAL HAZARD MITIGATION PLAN.”
