PARRISH]:\nSUBJECT: The City Council will consider a Zone Text Amendment to\nupdate the Zoning Ordinance to comply with the requirements of\nAssembly Bills 1317 (Unbundled Parking) and 894 (Shared Parking), and\nremove minimum parking requirements citywide in alignment with the\nCity’s Housing Element and recent Council directive. The proposed\nOrdinance and related Resolution are exempt from the California\nEnvironmental Quality Act (CEQA) because the actions consist of\nadministrative and regulatory updates that implement State law and do not\nauthorize or approve any physical development. Additionally, the actions\nare exempt under applicable statutory, categorical, and common-sense\nCEQA exemptions. MONTENEGRO]:\nSUBJECT: The City Council will consider an ordinance approving a Zone\nText Amendment (ZTA) and Specific Plan Amendment (SPA) to\nstreamline the Development Permit review process for qualifying housing\nand mixed-use housing projects that comply with applicable objective\nstandards and state housing law.
